The Family Bank announces the postponement of interest-free loans for citizens for 6 months

His Excellency the Minister of Labour and Social Development, Chairman of the Board of Directors of the Family Bank, Mr Jameel bin Mohammed Ali Humaidan, announced that, as part of the Family Bank’s package of initiatives to address the repercussions of the current situation affecting various sectors, it has been decided to postpone loan repayments for citizens of the Kingdom of Bahrain for a period of six months, including all productive families affiliated with the Ministry of Labour and Social Development and individuals who have benefited from Family Bank loans and facilities. This is in line with the royal directives and in implementation of the Central Bank’s circular in this regard. Humaidan affirmed that the Family Bank’s executive management has begun implementing this decision, taking into account the Central Bank’s immediate decisions to halt all instalment or due claims for various types of loans for individuals and families with limited and low incomes, as well as small and medium enterprises, due for the next six months, while cancelling any interest, dividends, and any other fees. As for the remaining customers who do not wish to defer their due instalments, they are currently being contacted to obtain their written instructions to that effect. For his part, Family Bank CEO Dr Khalid Abdullah Ateeq affirmed that this decision is part of the measures taken by the Kingdom of Bahrain to support Bahraini citizens in overcoming the repercussions of the current circumstances facing the country and the world due to the impact of the Coronavirus (COVID‑19). In this context, Family Bank has suspended all reminders to customers regarding instalment payments, and has also suspended the bank’s collection teams from claiming any outstanding loan amounts from customers. Family Microfinance House is considered the first bank specialising in microfinance, with its banking operations based on the provisions of Islamic Sharia. It represents a model for the social economy through partnerships between the public and private sectors, as well as a model for social projects that work to improve and raise citizens’ income levels by providing financial and non-financial services in a manner consistent with the provisions of Islamic Sharia. More than 6,000 Bahraini families and small businesses have benefited from the bank’s services since its opening. More than 13 million Bahraini dinars were also disbursed in small loans, contributing to the growth process in the Kingdom of Bahrain.

In implementation of the directives of the Coordination Committee, chaired by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, may God protect him, and within the framework of implementing precautionary and preventive measures to contain and prevent the spread of the Coronavirus (COVID‑19), His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, confirmed that the Ministry provides the majority of its services in the labour and development sectors directed to all segments and categories of society electronically, whether on the Ministry’s website (www.mlsd.gov.bh) or by calling the hotline (80008001), with the remainder of the electronic services system to be completed as soon as possible, to facilitate everyone while emphasising maintaining the quality of services. This came during Humaidan’s chairing of a meeting of the Ministry’s Higher Committee for Planning and Follow‑up, where he listened to an explanation from the executive officials and leaders of the Ministry’s comprehensive service centres across all governorates of the Kingdom of Bahrain, regarding the efforts to implement precautionary and preventive measures to prevent the spread of the Coronavirus (COVID‑19), and the keenness to ensure the highest levels of safety and health for the Ministry’s clients and customers, whether in the main building or the subsidiary centres across all regions of Bahrain, including the provision of electronic services for most transactions, by visiting the Ministry’s website or calling the hotline. The meeting also discussed expediting the completion of technical aspects of other services so they can be provided electronically in the near future without compromising the quality of services offered to all target groups. The meeting also reviewed the comprehensive services provided by the Ministry, both at its main building and affiliated centres, and the measures implemented as part of the national campaign to combat the Coronavirus (COVID‑19), which seeks to preserve the health and safety of all employees and visitors. This includes sterilising the Ministry building and all affiliated centres, expanding the scope of precautionary measures to include all employees and visitors, and disseminating relevant guidelines. A report was also reviewed on the series of meetings held by the relevant department at the Ministry with representatives of the embassies of migrant workers, during which they were informed of the required preventive measures to ensure the safety and health of all. Field inspection visits were also conducted to workers' accommodations, and leaflets and posters were distributed to raise awareness of the coronavirus and to promote precautionary and preventive measures in several languages, including the languages of migrant workers in workers' accommodations and industrial zones. The report also included communicating with workers and disseminating the latest developments and measures required to protect them. In this context, His Excellency the Minister of Labour and Social Development commended the remarkable response shown by various entities under the supervision of the Ministry of Labour and Social Development, including private‑sector establishments, private training institutions, nurseries, NGOs, and social care centres, and their response by taking the necessary preventive measures to contain and prevent the spread of the virus, in addition to their commitment to the decisions and instructions of the National Campaign to Combat the Coronavirus (COVID‑19). This reflects a sense of patriotism and an awareness of the shared responsibility to preserve the health of citizens and residents.
Ministry of Labor and Social Development launches a package of electronic services in the labor field, starting next Sunday, March 22nd

In implementation of the directives of the Coordination Committee chaired by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, may God protect him, and within the framework of implementing precautionary and preventive measures to contain and prevent the spread of the Coronavirus (COVID‑19), and in order to ensure the highest levels of safety and health for clients and customers, His Excellency Jameel bin Mohammad Ali Humaidan, Minister of Labour and Social Development, announced that the Ministry will launch next Sunday, 22 March, a package of electronic services in the labour field. These services can be benefited from by visiting the Ministry’s website (www.mlsd.gov.bh) and completing the required transactions with ease and convenience. A hotline (80008001) has also been allocated to answer clients’ enquiries regarding all the Ministry’s services. In this context, it has been decided to exempt job seekers from the requirement to appear in person at the Ministry to qualify for unemployment benefits and compensation during March, April and May 2020, provided the application is submitted online. In a statement, Humaidan confirmed that the Ministry has completed its preparations to provide many services on its website and has placed application forms for a range of services on its website, which can be filled out and sent with the required attachments to a dedicated email for each service, as indicated on the Ministry’s social media accounts. These include registering new job seekers, receiving job vacancies from employers, unemployment insurance services, including registering repeated unemployment requests, registering unemployment compensation, submitting unemployment‑related grievances, registering occupational safety complaints and reporting occupational accidents and work‑related injuries, registering a complaint to the Labour Inspection Directorate regarding delayed payment of wages or unsuitable working conditions, employment contracts and vacations, registering a request for an amicable settlement or requesting a labour legal consultation, and applying for a Bahrainisation certificate for employers. This is in addition to the job‑seeker training service, registration in the training programme with Job Secure (Dhaman), the on‑the‑job training programme (Furas), and the apprenticeship programme, in addition to receiving requests for licences for training courses for private training institutions, accrediting managers and trainers, and requesting the establishment of a private training institution, among other services. The Ministry of Labour and Social Development has created dedicated email addresses for each of these services on the Ministry’s website and its official social media platforms, which are: (mlsdbahrain) on Facebook, Instagram and Twitter pages, where the concerned directorate will receive requests from various services, respond to them, and deal with them as quickly as possible. Providing these services electronically is the first phase of the Ministry’s plan to launch several electronic services within an integrated system for registering new job seekers and an electronic recruitment system that allows job seekers to view available jobs at the Ministry and nominate themselves based on their desires. The system will be launched by the Ministry of Labour and Social Development in the coming period. This initiative aims to enhance the Ministry’s electronic services infrastructure and achieve the goals of e-government, facilitating access to numerous services in the labour and social development sectors for citizens, and improving the quality of services so that they are readily available to everyone with ease and convenience. The Ministry renews its call to reviewers and target groups for these services to take the initiative to complete their transactions and receive the aforementioned services electronically on the Ministry’s website (www.mlsd.gov.bh), or by calling the hotline (80008001), without the need to visit in person the Ministry’s main building or the Ministry’s comprehensive service centres in all regions of the Kingdom, noting that these services do not mean cancelling the service request by attending in person the Ministry or its affiliated centres for those who wish to do so.
The Joint Committee for Licensing the Establishment of Private Training Institutions holds its meeting

The Joint Committee for Licensing Private Educational and Training Institutions held its coordination meeting today, Thursday, chaired by Assistant Undersecretary for Labour Affairs, Mr. Ahmed Jaafar Al Hayki, and attended by representatives of the Ministry of Education’s private educational institution licenses and representatives of the Ministry of Labour and Social Development’s private training institution licenses. The classification and definitions of private educational and training institutions have been approved, along with the financial capacity criteria for licensing applications to finance the establishment and operation of these institutions. Two requests to establish new kindergartens were also approved, while a request to cancel a kindergarten was approved.

His Excellency Jameel bin Mohammad Ali Humaidan, Minister of Labour and Social Development, praised the interaction and response of all entities subject to the Ministry’s supervision to the instructions regarding taking the necessary preventive measures to contain and prevent the spread of the Coronavirus (COVID‑19), including private sector establishments, private training institutions, nurseries, private social care centres and NGOs. He appreciated the positive interaction of these entities and their commitment to the decisions and instructions of the National Campaign to Combat Coronavirus (COVID‑19), noting that this reflects a sense of patriotism, awareness and understanding of the shared responsibility that falls on everyone to preserve the health of citizens and residents. In this context, Humaidan pointed out that the Ministry held a series of meetings with representatives of foreign labour embassies, in addition to communicating and following up with private sector establishments, to inform them of the required preventive measures to preserve the safety and health of all. The Ministry also conducted field inspection visits to workers’ accommodation and distributed leaflets and posters informing them of the dangers of the Coronavirus and how to take preventive precautions. In cooperation with the Ministry of Health, relevant banners and advertisements were placed in several languages, including those targeted at expatriate workers, near workers' accommodations and industrial areas. The Ministry also communicated with foreign workers via text messages, publishing the latest developments and measures required to protect them. In the same context, Humaidan added that the Ministry has been communicating and following up with nurseries, centres for Persons with Disabilities, and private training centres and institutes licensed by the Ministry of Labour and Social Development regarding their commitment to the necessary preventive measures to combat the virus, including sterilising all classrooms, administrative offices and equipment used by employees, as well as sterilising equipment and materials used in training, and providing the necessary sterilisation materials. His Excellency the Minister of Labour and Social Development indicated that NGOs were also addressed regarding the precautionary instructions to contain and prevent the spread of Coronavirus (COVID‑19). They were directed to postpone holding general assemblies for the time being, in addition to urging them to adhere to the correct sterilisation of the headquarters of these organisations on a regular and continuous basis. They were also given guidance manuals that included various basic directives for the public, individuals, and institutions on how to prevent the virus, limit its spread, and deal with it, in four languages: Arabic, English, Hindi, and Urdu. Humaidan affirmed that the Ministry of Labour and Social Development continues to support the tireless efforts of the National Taskforce for Combating the Coronavirus by activating and strengthening precautionary and preventive measures across all entities under its supervision. He noted that this initiative falls within the framework of promoting a safe and secure work environment against contagious and infectious diseases, addressing various health challenges, and ensuring the health and safety of all.
The Bahrain Training Society praises the government's strategy to upgrade the training system and qualify citizens for the labor market

His Excellency Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, met with the Honorary President of the Bahrain Society for Training & Development (BSTD), Dr. Ebrahim Khalifa Al Dossary, the Chairman of the Society’s Board of Directors, Mr Ahmed Mahmoud Attia, and several Board members at his office at the Ministry. During the meeting, the efforts of the esteemed government to develop the training system, aimed at enhancing and advancing national human resources to achieve comprehensive, sustainable development in the country, were reviewed. The government, with its highly qualified and professionally skilled Bahraini citizens, is the pivotal foundation for driving the national economy. This includes the government's support for the vocational and professional training sector, enabling it to fulfil its role in aligning training outcomes with labour market needs. Additionally, various facilities are provided to private training centres and institutes, along with joint cooperation with civil society organisations and professional associations specialising in training. In this context, Attia commended the government's interest, headed by His Royal Highness Prince Khalifa bin Salman Al Khalifa, the Prime Minister, and His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, may God protect them, in the training sector in the Kingdom of Bahrain and the provision of ongoing support to enable it to fulfil its complementary role in the labour market by primarily preparing qualified national cadres. He emphasised the importance of cooperation between various stakeholders in developing training and qualifying human resources capable of managing production flows across various sectors, thereby strengthening Bahrain's position as a regional centre for professional and vocational training. The President of the Society pointed out that prioritising training within the government's work programmes represents an additional gain for the training sector in the Kingdom of Bahrain, which is reflected practically in various projects to qualify and train job seekers. It represents a qualitative addition to ensuring the success of employment projects and the integration of the national human element into the labour market. He commended these initiatives, which make vocational training a fundamental component of development projects linked to the labour market. Attia added that, based on the Society's mandate to contribute to human development and make Bahrainis the preferred choice, in partnership with public and private sector institutions, the Society has given special attention to the issue of localising professions in its strategy. He highlighted the importance of enacting laws that encourage the private sector to train and develop its employees to occupy various positions. In this context, His Excellency the Minister of Labour and Social Development praised the role and contribution of the Bahrain Society for Training & Development (BSTD) in the success of national plans and programmes in the field of training and qualifying job seekers. He emphasised that training constitutes a fundamental focus of the programmes and projects of the Ministry of Labour and Social Development, as the Ministry seeks to align training and education outcomes with the professional skills required by employers, especially in light of the changes that have occurred in the quality of professions and their shift to non‑traditional jobs, in line with the developments and changes in technology and information systems in driving the economy. Humaidan affirmed the government's commitment to enhancing the training system to keep pace with new developments and align with the overall strategy, employment plans and programmes aimed at making Bahraini citizens the preferred choice for employment. His Excellency Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, met with the appointed Chairman of the Board of Directors of the Bahrain Society for Strategic Planning (BSSP), Dr. Ebrahim Khalifa Al Dossary, and the current elected President of the Society, Dr. Hala Sulaibeekh, in the presence of several members of the Society’s Board of Directors, at his office at the Ministry. During the meeting, the esteemed government's plans and policies aimed at developing human resources, stabilising labour‑market growth, and practices and initiatives aimed at improving the work environment and enhancing the Kingdom of Bahrain's competitiveness were reviewed. This will enable it to become a financial and business hub in the region by attracting more investments and providing trained and qualified national workers to manage the production process in various economic and commercial sectors and activities. In this context, Dr. Al Dossary commended the visions and initiatives of the government, headed by His Royal Highness Prince Khalifa bin Salman Al Khalifa, the Prime Minister, and His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander, First Deputy Prime Minister and Chairman of the Economic Development Board (EDB), in developing and growing the labour market and opening up horizons for foreign investments that generate value‑added jobs. He pointed out that this ambitious and creative policy, which aligns with Bahrain Vision 2030, has successfully maintained the balance of the labour market and generated job opportunities in various sectors while preparing national workers with high professional skills. Dr. Al Dossary emphasised that Bahrain has successfully addressed the challenges of the labour market, particularly in light of the transition from a traditional economy to a knowledge‑based and technology‑based economy. This is due to its advanced training system, which keeps pace with all developments. This has contributed to attracting citizens to work in the private sector, controlling unemployment rates within safe limits, and creating an attractive, encouraging, and productive work environment. In the same context, His Excellency the Minister of Labour and Social Development affirmed the government's keenness to adopt an integrated strategy to maintain the stability of the labour market, foremost among which is attracting more investments and supporting the business environment as the primary financier of jobs in the labour market in the Kingdom of Bahrain, and developing national legislation to keep pace with changes in the labour market. He pointed out that one of the government's most important priorities in supporting the stability and growth of the labour market is to rely on advanced education that is compatible with the needs of the labour market, and vocational and professional training in vital and promising sectors, which has enabled Bahrain to attract global institutions in the fields of finance and business. Humaidan pointed out that Bahrain continues to launch numerous initiatives aimed at developing the national economy, in addition to reviewing and evaluating development plans and programmes and supporting the private sector, to secure suitable job opportunities for citizens and continue to maintain unemployment rates within safe limits. He also praised the Bahrain Strategic Planning Society and its contribution to disseminating strategic thinking, which is a tributary to the development of establishments and institutions, especially in vital sectors that require foresight into the future. MLSD Minister heads the Occupational Safety and Health Council .. Launching an inspection campaign targeting infection control for more than 400 work sites

His Excellency the Minister of Labour and Social Development, Chairman of the Occupational Safety and Health Council, Mr. Jameel bin Mohammed Ali Humaidan, chaired the Council’s regular meeting at his office at the Ministry. The meeting was attended by Council members representing workers and employers, as well as other officials from various executive bodies in the Kingdom. During the meeting, the Council’s action plan was reviewed, with a notable focus on the launch of an inspection campaign targeting infection control at over 400 worksites in March 2020. The campaign will be implemented by the Ministry’s Occupational Safety and Inspection Directorate to verify the availability of occupational safety and health requirements in facilities. The Council’s action plan also addressed biological risks in the work environment, including combating viruses, fungi, and bacteria, as well as measures to prevent the transmission of infections among workers at worksites in private-sector companies and institutions. In this context, the Council discussed the preparation of a ministerial resolution to limit biological risks as a legislative tool aimed at protecting workers in various circumstances. The Council also discussed the development of a resolution to protect workers from the risks of lifting work and the licensing of inspectors and inspection bodies for such equipment, in addition to the licensing of pressure and steam vessels. The Council also discussed the implementation of necessary precautionary and preventive measures to protect against the Coronavirus (COVID-19) at various production sites, in addition to reviewing efforts to strengthen the principles of implementing occupational safety and health requirements and reducing work-related injuries and occupational diseases. In this context, Humaidan stressed that, in light of the tireless efforts made by the National Taskforce for Combating the Coronavirus and in support of their noble endeavours to preserve the safety and health of all, a review was conducted of the precautionary and preventive measures taken by the Ministry of Labour and Social Development, in coordination with the Occupational Safety and Health Council, to urge private‑sector establishments to adhere to occupational safety and health requirements, to double preventive measures, and ensure maximum protection for workers from various workplace hazards. Humaidan stressed that, as part of efforts to promote a safe and secure work environment free from various contagious and infectious diseases and address various health challenges, the Council will begin drafting a ministerial resolution establishing new legal frameworks to mitigate biological risks in the workplace. He noted that this legislative approach aims to enhance the protection of the workforce and protect the workplace from the risks of infectious and biological diseases in particular. His Excellency the Minister of Labour and Social Development stressed the need to ensure that worksites are free of biological and other occupational hazards. MLSD Minister: : More than 90% of the construction of the comprehensive disability complex has been completed

His Excellency Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, paid an inspection visit to the Comprehensive Disability Complex project in A’ali, accompanied by a number of officials from the Ministry. The visit comes within the framework of following up on the developments in the implementation of vital projects and facilities affiliated with the Ministry, and reviewing the final stages of handing over the Comprehensive Disability Complex from the Ministry of Works, Municipalities Affairs and Urban Planning, the supervisory committee for its construction, to the Ministry of Labour and Social Development. The construction completion rate has reached more than 90% so far, and it is expected to open during 2020. The project is being built on a plot of land of approximately 20,105 square metres, with a total construction area of 17,642 square metres. The complex's capacity is estimated at approximately 1,500 people, in addition to 160 administrators in the main administration building. The complex includes 10 buildings, including the Abdullah bin Ali Kanoo Diagnosis and Disability Evaluation Centre, the Learning Resources Centre, the Care Shelter, the Rehabilitation Treatment Centre, the Salwa Club for Persons with Disabilities, the administrative building, the Autism Rehabilitation Centre, the Day Care Rehabilitation Centre, the Health and Sports Club for Persons with Disabilities, and an exhibition of products for persons with disabilities. On this occasion, Minister Humaidan affirmed that the Comprehensive Disability Complex is one of the largest specialised complexes and centres for persons with disabilities in the Middle East. It is considered a developmental and health service facility for Persons with Disabilities (People of Determination) who benefit from these services, and will serve a wide segment of Bahraini society. He pointed out that the complex represents a cultural gain that will be added to the Kingdom of Bahrain’s rich record of social, rehabilitation and humanitarian achievements and gains, as it was established within the Gulf Development Programme and with support from the Kuwait Fund for Arab Economic Development (KFAED) in the amount of 8,680,000 Bahraini dinars, which covers all construction costs, equipment, furnishings and necessary equipment, in addition to providing buses equipped for persons with disabilities. He extended his thanks and appreciation to the sisterly State of Kuwait and the Kuwait Fund for Arab Economic Development (KFAED) for their support and interest in persons with disabilities in the Kingdom of Bahrain. During the visit, His Excellency the Minister was briefed on the latest developments in the project, which is more than 90% complete. Construction work and final finishing touches to the buildings, general site works, and roads have been completed. Humaidan added that the establishment of such an integrated complex, which includes a number of specialised centres to provide comprehensive care for persons with disabilities within a single geographical area, by specialised and qualified individuals, reflects the esteemed government's keenness to provide all facilities in several rehabilitation fields, in addition to ensuring the interests of citizens, especially Persons with Disabilities (People of Determination), with the aim of providing them with opportunities to engage and integrate into society by enabling them to benefit from the largest number of services provided to them, in order to ensure the principle of equal opportunities for all members of society. The complex's architectural and structural designs have been carefully considered to meet the modern requirements necessary for optimal and more accessible use by persons with disabilities, using a sophisticated, modern building model that provides a comfortable environment for education, treatment, and rehabilitation.

The Kingdom of Bahrain, along with all countries worldwide, celebrates International Women's Day on March 8 of each year. This day was approved by the United Nations General Assembly in 1977, and this year's slogan is: “I am Generation Equality: Realising Women’s Rights,” and Bahrain is keen to participate with the international community in observing it, and through it to highlight the progress achieved by Bahraini women through its ministries and bodies in various political, legislative, economic, social, and other fields and levels. On this occasion, His Excellency Jameel bin Mohammad Ali Humaidan, Minister of Labour and Social Development, extended his congratulations to Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa, Wife of His Majesty the King and President of the Supreme Council for Women, for Her Highness’s efforts and initiatives, which have played a key role in achieving further accomplishments and gains for Bahraini women, enhancing women’s empowerment efforts and proving their capabilities in economic, political and societal participation. The Kingdom of Bahrain has achieved numerous gains and accomplishments in the field of consolidating the principles of equal opportunities, empowering women and protecting their rights, under the comprehensive reform process of His Majesty King Hamad bin Isa Al Khalifa, the country's great king, may God protect and preserve him, and in light of the sound policies and decisions of the esteemed government, headed by His Royal Highness Prince Khalifa bin Salman Al Khalifa, the Prime Minister, and the support and diligent follow‑up of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, may God protect and preserve them. This has given Bahraini women the opportunity to exercise their role in giving, building and development by launching many initiatives that have contributed to enhancing the status of women, and their attainment of the highest levels locally, regionally and internationally. Minister Humaidan stressed that Bahraini women have proven their competence and excellence in all the tasks and responsibilities they have been assigned, affirming their strong presence and effective and distinguished contributions in serving their country in various fields of work. He pointed out that the Ministry of Labour and Social Development is keen to provide support and assistance to Bahraini women, pointing out that they have succeeded and excelled in many worksites and contributed to them with a momentum that is attested to. Their participation rate has reached 47% of the total national workforce in Bahrain, and has exceeded more than 50% in the government sector, and has risen in some sectors to reach 80%, such as the education and health services sectors. Bahraini women currently hold 45% of senior leadership positions in the government sector, and share in middle management positions at a rate of 59%, in addition to the increased representation of women in the legislative authority. Minister Humaidan pointed out that qualifying and employing female citizens in attractive jobs that suit them and their family and social circumstances is a priority for the Ministry, whether through advanced labour legislation in coordination with the legislative authority, or through updated and targeted programmes and projects. Thus, for example, the percentage of female employment out of the total number of employees rose during 2018 to 40%, a significant increase compared to 20% in 2014 and 25% in 2015. A total of 9,969 females were employed during 2019, 8,654 of whom were full‑time and 1,315 part‑time. In addition to the above, women constitute 55% of the total new entrants to the labour market (those employed for the first time), while the percentage of vacancies available to women is 71% of the total vacancies offered by the Ministry of Labour and Social Development to job seekers in the Ministry’s vacancy bank. He pointed out that during the period from September 2018 to September 2019, more than 7,221 job seekers were trained, of whom 70.7% were women. He pointed out that statistics and reports show a 100% increase in the average income of women over 12 years in the private sector, as it was 280 dinars in 2006, and rose to 491 dinars in 2019. Regarding the incentives offered by the government to facilitate the integration of women into the business world, Bahrain offers numerous incentives to facilitate women's participation in the labour market, including providing financing programmes for small and medium enterprises and supporting programmes for productive families. This has encouraged many women to establish their own businesses. The percentage of women owning commercial records in Bahrain has reached 39%, while the percentage of women who own home‑based businesses has reached 77% of the total number of participants in “Khatwa for Productive Families Projects” affiliated with the Ministry of Labour and Social Development, which aims to empower women economically. In this context, the Ministry of Labour and Social Development offers several initiatives that serve the goal of women's economic empowerment, through qualifying and training females who wish to start home‑based projects. It organises various training courses, the number of beneficiaries of which reached 15,172 trainees last year, 95% of whom were females. The number of those who obtained a licence to work from home under “Khatwa for Productive Families Projects” reached 695 citizens, 541 of whom were females. Regarding marketing through the centres affiliated with the Ministry or the exhibitions in which it participates, the number of beneficiaries from the Sitra Centre for Productive Families reached 256 beneficiaries, 220 of whom were females. The number of beneficiaries from the Capital Mall for Bahraini Handicrafts reached 132 families, 90 of whom were females. The number of beneficiaries from the exhibitions reached 304, 288 of whom were women. The number of beneficiaries from the Bahrain International Airport store reached 46, 38 of whom were women. The number of beneficiaries from the Al Saya Centre for Home Businesses reached 10, all of whom were females. Humaidan emphasised that all of the above achievements will not stop here, as the Ministry of Labour and Social Development will continue to launch unique initiatives and projects aimed at empowering women economically, increasing their participation in community development, and contributing to the service and growth of the nation.

The Bahraini Catalysts Disabilities Association (BCDA) presented the “First Class Motivators Medal” to His Excellency the Minister of Labour and Social Development, Chairman of the Board of Directors of the Supreme Committee for the Care of Persons with Disabilities, Mr. Jameel bin Mohammed Ali Humaidan. The award is in recognition of His Excellency’s role in supporting, serving, motivating and developing this segment of society, and his belief in the importance of integrating them into society and benefiting from their capabilities by developing their skills and discovering their latent talents. The association presents this medal to the primary supporters of motivating Persons with Disabilities (People of Determination). This came during a reception by the Minister of Labour and Social Development for the Chairman of the Board of Directors of the Bahraini catalysts disabilities association, Mr. Riyadh Ahmed Al Marzouq, in the presence of the association’s Financial Secretary, Mr. Jameel Abdullah Sabt, at his office at the Ministry. The Bahraini catalysts disabilities association is one of the most active, specialised societies in the Kingdom of Bahrain. It is an organisation that includes and serves all categories of people with disabilities, and is dedicated to developing and enhancing the skills of individuals with disabilities. It was launched in 2017 under the patronage of His Excellency the Minister of Labour and Social Development. It aims to continue the journey of serving Persons with Disabilities (People of Determination), which began in the Kingdom of Bahrain in 1979, at the hands of distinguished pioneers who carried the torch in the field of voluntary service for persons with disabilities. It also aims to develop the scientific and practical capabilities of persons with disabilities by organising practical and theoretical workshops in various fields, in addition to discovering people’s talents to motivate them to integrate into society, through cooperation and coordination with governmental and private institutions, in addition to developing a plan to expand the capabilities of women with disabilities, care for them, and provide them with support. Humaidan expressed his pride in this medal and the association's appreciation, stressing that caring for persons with disabilities is a humanitarian duty, not just an official mission. He also noted the distinguished role played by the Bahraini Catalysts Disabilities Association, as part of the efforts of active NGOs in serving segments of society. He has praised the work of the Association since its establishment, including lectures, practical and theoretical workshops, and sports activities aimed at raising awareness and highlighting the skills of persons with disabilities, to develop and integrate them into society, as well as giving special attention to women with disabilities. In the same context, he emphasised the continuity of providing full support to persons with disabilities, based on national and humanitarian duty, as well as supporting all NGOs concerned with Persons with Disabilities to enhance their vital and essential role in partnership with state institutions in serving society. In turn, Mr. Al Marzouq stressed that the decision of the Board of Directors of the Bahraini Catalysts Disabilities Association to award the First Class Motivators Medal to the Minister of Labour and Social Development came as a token of appreciation and gratitude for his role as an exemplary model in supporting, motivating, and developing the capabilities of persons with disabilities. He emphasised that this effort reflects the values of the people of Bahrain, who care for and support all segments of society, particularly individuals with disabilities. A memorandum of understanding was signed today, Wednesday, between the Ministry of Labour and Social Development and the Ministry of Youth and Sports Affairs, in implementation of the directives of His Highness Shaikh Nasser bin Hamad Al Khalifa, His Majesty the King's Representative for Humanitarian Work and Youth Affairs, National Security Advisor, and President of the General Sports Authority, to move forward with the “Foras” programme to create training opportunities for Bahraini youth. His Excellency Jameel bin Mohammad Ali Humaidan, Minister of Labour and Social Development, and His Excellency Mr Ayman Bin Tawfiq Al Moayed, Minister of Youth and Sports Affairs, signed the memorandum, in the presence of several officials from both ministries, in the main hall of the Ministry of Labour and Social Development building in Zayed City. The MoU aims to establish a strategic partnership between the two parties, providing training opportunities for Bahraini youth through the “Foras” programme, an on-the-job vocational training programme. Job seekers are trained in private-sector establishments for a maximum of three years, during which they are provided with information and knowledge, their skills and talents are refined, and their capabilities are developed to reach the highest possible levels of professional growth and job performance. This will make them the ideal choice for employers, as qualified, competitive and sustainable cadres, contributing to the development and improvement of the production environment with precision, skill and high professionalism in all fields and various specialisations. On this occasion, His Excellency Jameel bin Mohammad Ali Humaidan, Minister of Labour and Social Development, praised the launch of the “Foras” programme by His Highness Shaikh Nasser bin Hamad Al Khalifa, which provides qualitative training opportunities for Bahraini youth, to develop their capabilities, enhancing their skills, honing their expertise and preparing them professionally to enter the labour market and lead entrepreneurship. He pointed out that launching such initiatives, which constitute a qualitative addition to the training and qualification programmes for national cadres and improving their professional and personal skills, contributes effectively to accelerating and facilitating the process of integrating them into the labour market, making them the ideal choice for employment, which will positively impact the national economy. In this context, Humaidan stressed the importance of promoting optimal investment in Bahraini human capital, creating a nurturing and stimulating environment for qualified cadres, integrating them into various specialisations in the labour market, and equipping them with the necessary technical and technological skills required by employers, making them the preferred choice for establishments when hiring. He called on employers to provide Bahraini youth with more opportunities to enrol in specialised training programmes that qualify national competencies to fill quality jobs in various productive sectors. For his part, His Excellency the Minister of Youth and Sports Affairs, Mr. Ayman Bin Tawfiq Al Moayed, affirmed that the signing of this memorandum represents a qualitative start to enhance joint work between the two sides in supporting Bahraini youth and investing their energies to participate in the wheel of development and production in the Kingdom of Bahrain. He praised the priority and attention given to the youth by the Ministry of Labour and Social Development, pointing out that the “Foras” programme aims to provide training opportunities for citizens in private‑sector establishments, develop their personal and professional capabilities in various fields, and enhance youth’s confidence in their abilities and skills to help them innovate and prepare them to enter the labour market and entrepreneurship. Under this agreement, the Ministry of Labour and Social Development is responsible for providing training opportunities that will equip job seekers with the necessary information, knowledge, and skills, and stimulate their abilities to achieve the highest possible levels of professional growth and excellent job performance. It will also monitor trainees during the training period, prepare relevant reports, and coordinate with employers to secure employment for trainees in their institutions. Meanwhile, the Ministry of Youth and Sports Affairs will provide the Ministry of Labour and Social Development with the needs and requirements of youth, and coordinate with youth bodies, internal and external organisations concerned with youth, and government agencies, to help the programme achieve its intended purpose. It will also seek to attract investment companies to participate in implementing the programme, and these companies will bear the financial rewards for trainees.
Supporting disabled to fully integrate into society and participate in building the nation

His Excellency Jameel bin Mohammad Ali Humaidan, Minister of Labour and Social Development, affirmed that the Ministry is keen to support persons with disabilities, to continue their contributions to achieve full integration into society and positive participation in nation‑building. It also focuses on employing them in jobs that suit the nature of their disabilities. In this regard, 126 persons with disabilities were integrated into various professions in private‑sector establishments in 2019. This came during Humaidan’s reception of Mr Mohammed Al Mousawi, a young man from among Persons with Disabilities (People of Determination) and a volunteer activist. He discussed his most notable achievements and contributions on social media, as well as his efforts to spread positivity in society. He emphasised that his disability does not prevent him from leading a normal life, as he insisted on learning to drive and enrolled in university to complete his academic studies in the field of media. Minister Humaidan praised Al Mousawi’s determination and ambition, describing him as a model for a struggling Bahraini youth. He expressed his pride in his achievements and perseverance, especially since his disability did not hinder his progress in his academic and social life. He stressed that the Ministry of Labour and Social Development works continuously to support and care for Persons with Disabilities (People of Determination), and to provide all necessary rehabilitation, training, and educational facilities and services for various categories of disabilities, enabling them to integrate into society.

In implementation of the directives of His Royal Highness Prince Khalifa bin Salman Al Khalifa, the Prime Minister, and His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, may God protect them, His Excellency Jameel bin Mohammad Ali Humaidan, Minister of Labour and Social Development, yesterday, Tuesday, launched—within the National Employment Programme—the Lawyers Training Programme at the Ministry’s main hall. Organised by the Ministry in co‑operation with the Origin Training Centre, the two‑month programme aims to qualify and train 60 male and female citizens who are law graduates in legal English. The programme provides trainees with core legal and contractual terminology in English. Participants undertake an intensive course designed to enable mastery of the essential legal‑English terminology required for practice, particularly in corporate and commercial law. During his meeting with participants, Humaidan urged job seekers to benefit from the advanced, specialised vocational training programmes offered by the Ministry in co‑operation with the Labour Fund (Tamkeen) across various specialisations. He noted that these programmes equip job seekers with foundational skills to enhance their capabilities and establish the conditions that make Bahrainis the preferred choice for employment, especially given the benefits the Ministry extends to employers. He further invited job seekers to visit the Ministry to learn about its training programmes with employment guarantees, apprenticeship programmes, and other offerings that qualify them for appropriate and specialised roles. In this context, Humaidan underscored the importance of the Lawyers Training Programme in strengthening legal‑English proficiency among law graduates and developing the professional skills demanded by the legal profession. This, he affirmed, will accelerate and enhance their employment opportunities in private‑sector establishments, particularly in light of demand for competent legal practitioners amid growth in the Kingdom’s commercial sector and increased foreign investment.

In implementation of the directives of His Royal Highness Prince Khalifa bin Salman Al Khalifa, the Prime Minister, and His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, may God protect them, His Excellency Jameel bin Mohammad Ali Humaidan, Minister of Labour and Social Development, called on job seekers who are not registered on the Ministry’s list to register in the National Employment Programme and benefit from unemployment insurance, as well as the training and job opportunities available in the Ministry’s vacancy bank, with a view to integrating them into private‑sector institutions in the labour market. This came during a tour conducted today, Tuesday, at the Ministry’s Employment Services Office to review registration procedures and the facilities provided to job seekers. His Excellency also met clients and listened to their observations concerning the employment and rehabilitation services provided by the Ministry of Labour and Social Development. Humaidan noted that previously registered job seekers will be enrolled automatically in the National Employment Programme, provided they report to the Ministry within the specified deadlines. He expressed his hope that the efforts of the governmental and non‑governmental sectors will combine to ensure the success of this vital programme, which complements the employment initiatives and projects implemented by the Ministry. The Ministry of Labour and Social Development has begun receiving applications for registration in the National Employment Programme at its headquarters in Isa Town for job seekers who are not yet registered. In this context, the Ministry reaffirms its invitation to those who meet the necessary conditions: being of legal working age; unemployed; not a student, retired, or holder of a commercial register; and willing to commit to periodic reviews and accept job and training opportunities offered by the Ministry. The Ministry clarified that the required attachments for registration are: a clear copy of the smart card (both sides) along with the original; one personal photo; the original academic qualifications and certificates with a copy; a certified equivalency statement from the Ministry of Education if the certificate is from a private university or issued outside Bahrain; a copy of the driving licence, if available; copies of training‑course and experience certificates, if any; a CV in English including a recent personal photo; proof of bank account number and IBAN; and a copy of medical reports in the event of health or chronic problems. It is worth noting that the National Employment Programme comprises an integrated plan to enhance the pace of citizen employment and absorb new graduates into the labour market, securing numerous advantages for job seekers. It is based on four main initiatives: 1. Launching a comprehensive awareness campaign to register citizens seeking job opportunities, according to registration mechanisms and procedures that complement and enhance the Ministry of Labour and Social Development’s ongoing efforts. 2. Increasing unemployment benefit from 150 to 200 dinars for university graduates and from 120 to 150 dinars for non university graduates, and extending the benefit period to nine months instead of six; in addition, raising the maximum compensation for those dismissed or laid off to 1,000 dinars instead of 500. 3. Raising the fees for permits under the optional parallel system for establishments that have not achieved the imposed Bahrainisation rates from 300 to 500 dinars, and increasing the fees for flexible labour permits for foreigners from 200 to 500 dinars, in addition to a monthly fee of 30 dinars. 4. Redesigning the Tamkeen Labour Fund’s training and wage support programme to ensure greater alignment with labour market requirements.
Humaidan briefs the delegation of the International Monetary Fund on the achievements of the Kingdom of Bahrain in the fields of work, employment, training and community development

Today, Tuesday, at his office at the Ministry, His Excellency Jameel bin Mohammad Ali Humaidan, Minister of Labour and Social Development, received a delegation from the International Monetary Fund (IMF) mission headed by Mr Bikas Joshi, currently visiting the Kingdom as part of its work to prepare a periodic report on the economic conditions of the Fund’s member states, including the Kingdom of Bahrain, in the presence of a number of ministry officials. During the meeting, Humaidan briefed the delegation on the latest developments and achievements in employment, training job seekers, and securing suitable job opportunities for them. This aligns with efforts to protect the rights of job seekers in employment and training within the private sector, as well as the development and support of small and medium-sized enterprises. The details of the National Employment Programme, announced yesterday during the Cabinet session, were discussed alongside the strategic vision for its implementation within the applicable systems and policies. The Programme aims to enhance government policies prioritising Bahraini citizens as the first choice for employment in the labour market, while maintaining labour‑market flexibility to attract competencies and investments that strengthen the national economy. The visiting delegation was also briefed on the social protection systems provided by the Kingdom of Bahrain to citizens, including unemployment insurance, social security, the financial support allowance, social assistance, and state‑provided subsidies for orphans, widows, and people with disabilities, in addition to the standard of living and housing allowance. These subsidies and assistance are provided to ensure a decent standard of living for citizens with the lowest incomes, thereby supporting the desired social development. On this occasion, Humaidan stressed that, through the National Employment Programme, the Kingdom of Bahrain is committed to achieving a balance between attracting investments, supporting the national economy, and preserving the rights of the national workforce to play a role in construction and development within a healthy work environment. He also referred to the efforts in training, wage support, and unemployment insurance, which place the Bahraini citizen in a competitive position and as the primary choice in the labour market. At the same time, he indicated readiness to co‑operate with the International Monetary Fund in the interests of the national economy of the Kingdom of Bahrain. For his part, the head of the IMF delegation praised the co‑operation shown by the Minister of Labour and Social Development and the Ministry’s officials in responding to all enquiries and questions raised during the meeting. This had a positive impact in gaining a closer view of the current situation and developments in the services provided by the Kingdom to support employment and training programmes and to provide decent and appropriate job opportunities for Bahraini citizens, within a framework that balances this objective with the requirements of attracting investment opportunities and strengthening the national economy.

His Excellency the Undersecretary of the Ministry of Labour and Social Development, Mr Sabah Salem Al Doseri, received the Executive Director of the Tourism Sector at the Economic Development Board (EDB) and a member of the Board of Directors of Edamah, Mr Hussain Rajab, and the Higher Education Adviser for UK Students at the Court of the Crown Prince, Ms Ava Garbutt. The meeting was attended by a number of officials from the EDB and the Ministry. Discussions focused on mechanisms for establishing the British Outward Bound Foundation in the Kingdom of Bahrain. During the meeting, Mr Al Doseri praised the ongoing co‑operation and coordination with the EDB in supporting the national economy, noting the Board’s important developmental role in enhancing the investment‑attractive climate. He indicated that the entry of Outward Bound Bahrain will introduce new programmes in training and professional development, and implement training programmes that equip participants with valuable skills in education, work and life, enabling them to be more confident, effective and capable in their professional lives. He also directed the competent department at the Ministry to expedite procedures for granting the institution a licence among the non‑profit civil institutions in the Kingdom of Bahrain. Humaidan meets with the Director of the International Bureau for Education of the United Nations Educational, Scientific and Cultural Organization at UNESCO to discuss prospects for joint cooperation

His Excellency the Minister of Labour and Social Development, Chairman of the National Childhood Committee, Mr Jameel bin Mohammed Ali Humaidan, met with the Director of UNESCO’s International Bureau of Education (IBE), Her Excellency Dr Mmantsetsa Marope, on the sidelines of the Second International Conference on Early Childhood Care and Education in Victoria, Seychelles, held from 21 to 23 February. The conference reviewed the achievements made by the Kingdom of Bahrain in the fields of development, protection and care, which have placed it among the advanced countries in the field of children’s rights, as internationally recognised by the Committee on the Rights of the Child during the review of the Kingdom of Bahrain’s periodic report in Geneva. During the meeting, cooperation with all international expertise that promotes sustainable development in the Kingdom of Bahrain was welcomed, including joint cooperation in the areas of developing and building a database for early childhood. In this context, the Director of the International Bureau of Education expressed her desire to enhance cooperation with Bahrain and open new horizons for exchanging expertise and successful experiences in this vital field, as part of her work tasks during the coming period, in order to achieve the goals related to early childhood within the 2030 Sustainable Development Goals adopted by the United Nations. Dr Marope commended the Kingdom's international standing and its distinguished and pioneering experience among the countries of the region in the field of human rights and the preservation and protection of human rights in accordance with advanced systems and legislation. She expressed her aspiration to enhance cooperation and coordination in various humanitarian fields related to children within the framework of the goals of the United Nations and UNESCO. It is worth noting that the conference is organised by the Institute of Early Childhood Development of the Republic of Seychelles and UNESCO’s International Bureau of Education (IBE), with the participation of more than 250 specialists from a number of UN member states, in addition to a number of experts in the field of childcare and specialised organisations. The current session of the conference addresses international initiatives in early childhood care and education, in addition to reviewing the experiences and practices in this field from the participating countries. The conference emphasises the importance of managing electronic databases to enhance policies and programmes in the field of early childhood development. The speakers will focus on the challenges and difficulties facing countries around the world in the field of child development, as well as the policies proposed to address them at the levels of legislation, financing, and health and social protection frameworks. His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, praised the directives of His Highness Shaikh Nasser bin Hamad Al Khalifa, His Majesty the King's Representative for Humanitarian Work and Youth Affairs, National Security Advisor, and President of the General Sports Authority, and President of the Bahrain Olympic Committee, to form a joint working team between the Ministries of Labour and Social Development and Youth and Sports Affairs. The team’s objective is to review employment applications and submit the necessary proposals to expedite the employment of unemployed youth, in response to the needs and aspirations of Bahraini youth. His Excellency stressed that forming this joint team is an important step towards enhancing and increasing the pace of employment, and that it aligns with the Ministry’s vision to work with all relevant government agencies and the private sector to maintain unemployment at safe and stable levels. In a statement on this occasion, Humaidan affirmed the Ministry of Labour and Social Development’s readiness to fully cooperate with the Ministry of Youth and Sports Affairs to follow up on the employment applications of Bahraini youth in the labour market, noting that keeping unemployment within safe and stable limits is among the national priorities pursued by the esteemed Government. This is to achieve stability and balance in the labour market and to preserve the gains realised in this regard, within the framework of the reform process of His Majesty King Hamad bin Isa Al Khalifa, the country's great King, may God protect and preserve him. His Excellency added that, in light of the directives of His Highness Shaikh Nasser bin Hamad Al Khalifa, a joint team will be formed immediately, in coordination with the Ministry of Youth and Sports Affairs. This team will formulate a joint action plan between the two ministries to present to His Highness a comprehensive vision to accelerate the employment of Bahraini youth and to continue developing the programmes, plans and strategies set to integrate graduates into the labour market, including whatever the committee deems appropriate solutions that contribute to achieving the desired goals. Humaidan renewed his thanks to His Highness Shaikh Nasser bin Hamad Al Khalifa for these directives and initiatives that support Bahraini youth in various fields, expressing hope that the joint team will deliver results that meet His Highness’s aspirations to expedite the employment of young job seekers. He stressed that the esteemed Government attaches special importance to Bahraini youth, considering them the arms on which the country relies in the comprehensive development movement, and the pillar of the construction and goodness journey that the Kingdom of Bahrain enjoys in this prosperous era.
Humaidan and Al-Moayad discuss aspects of cooperation and integration between the Ministries of Labor, Social Development, Youth Affairs and Sports

His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, received His Excellency the Minister of Youth and Sports Affairs, Mr Ayman Bin Tawfiq Al Moayed, in his office today, Tuesday, in the presence of a number of officials from both ministries. They discussed aspects of co‑operation and integration between the two ministries to support and develop the youth category, enhance various services provided to them, and enhance their national contributions to the process of construction and development. During the meeting, Humaidan briefed the Minister of Youth and Sports Affairs on the activities and programmes implemented by the Social Development Centres targeting the youth segment, who constitute the backbone of society. He highlighted the Centres’ aim to instil a sense of national pride in this segment, train them in self-reliance and self-confidence, and provide them with individual, social, and educational skills and experiences. He also noted the implementation of a number of sports activities and intensified awareness campaigns targeting the youth segment, as well as efforts to develop volunteer work and guarantee the rights of Bahraini youth in various areas of volunteering to serve the community. This is achieved by providing some headquarters for youth organisations—such as the youth complex for the headquarters of youth associations—with the aim of activating joint national activities between youth civil society organisations. He stressed the need to enhance joint co‑operation between the two ministries to bolster the developmental role of young people and integrate them into various development projects. Al Moayed also reviewed a number of initiatives offered by the Ministry of Youth and Sports Affairs to develop youth, invest their energies, and fill their free time. He praised the positive interaction of Bahraini youth with these programmes, stressing that the efforts of the Ministry of Youth and Sports Affairs complement those of the Ministry of Labour and Social Development in creating spaces that cover the free time of youth and motivate them to give and contribute for their country, as well as to build their personal future and achieve stability and a decent life. He considered Bahraini youth to be at the forefront of Arab youth who invest their energies and talents to serve and develop their country, stressing in this context the importance of enhancing co‑operation between the two sides to achieve common national goals towards serving all segments and categories of society—at the forefront of which is the youth category—in implementation of the vision of His Highness Shaikh Nasser bin Hamad Al Khalifa, His Majesty the King’s Representative for Humanitarian Work and Youth Affairs, National Security Advisor, and President of the General Sports Authority, and President of the Bahrain Olympic Committee, and within the framework of the National Programme for the Development of the Youth and Sports Sector (Istijaba), to make Bahrain the capital of youth and sports. In this context, Humaidan and Al Moayed stressed that the initiatives and projects of the Ministries of Labour and Social Development and Youth and Sports Affairs primarily aim to enhance the role of all segments of society—especially Bahraini youth—to participate in the development movement, invest their energies, create nurturing spaces to develop their talents and provide them with various skills, and activate their social role, as all types of financial and moral support are provided to achieve these goals. They noted the remarkable achievements of Bahraini youth on the professional, social and sports levels, which reflects the esteemed Government’s interest in this category, and expressed their aspiration to enhance co‑operation between the two ministries, especially with regard to sports professionalisation, and to launch joint youth initiatives to support Bahraini youth on various development levels. The two sides agreed to identify joint mechanisms to enhance co‑operation, continue co‑ordination within the partnership, and develop programmes that achieve the desired goals.
