MLSD Minister discusses with Al-Zayani strengthening the stability of the labor market in various economic conditions and challenges

His Excellency Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Labour Market Regulatory Authority (LMRA), met today (Tuesday) with His Excellency Mr. Zayed bin Rashid Al Zayani, Minister of Industry, Commerce and Tourism, at his office. They discussed several topics related to employment in the private sector, including economic challenges and ways to find solutions under various circumstances, in a manner that supports programmes to integrate national competencies into the labour market. During the meeting, ways to enhance joint cooperation between the two ministries were examined, alongside coordinating efforts and initiatives aimed at strengthening and stabilising the labour market and providing private-sector establishments with qualified national cadres. The meeting also reviewed the esteemed Government’s efforts to maintain the stability of the Bahraini workforce through a package of financial initiatives, which have significantly contributed to sustaining the stability and growth of the labour market, positively impacting economic stability and growth in the Kingdom of Bahrain. In this context, Humaidan noted the role played by the Ministry of Industry, Commerce and Tourism in supporting private‑sector establishments, encouraging employers and enabling this vital sector to drive the national economy to be the main generator of employment opportunities, through building an encouraging and stimulating work environment for employers and maintaining the appropriate flexibility to attract foreign investments that provide attractive employment for citizens. He added: “I look forward to implementing further initiatives between the two ministries that will contribute to achieving the Government’s visions and strategies in the economic and development fields.” For his part, the Minister of Industry, Commerce, and Tourism affirmed that the Bahraini labour market is characterised by diversity, inclusiveness, and innovation in employment creation, which enhances the sustainability of employment dynamics in various economic circumstances and challenges. He noted the qualified national competencies and the high-quality training that aligns with labour-market developments, contributing to the seamless integration of citizens into private-sector establishments.
MLSD Minister Participates in the meeting of the 40th session of the Council of Arab Social Affairs Ministers

His Excellency the Minister of Labour and Social Development, Mr. Jameel bin Mohammed Ali Humaidan, participated in the 40th session of the Council of Arab Ministers of Social Affairs via video‑conference, chaired by the United Arab Emirates' Minister of Community Development and President of the current session, Ms. Hessa bint Essa Buhumaid. At the outset, the Council extended its warmest congratulations to the Kingdom of Bahrain—its leadership and people—on the occasion of the glorious National Day and the anniversary of the accession to the throne of His Majesty King Hamad bin Isa Al Khalifa, the country's great King, may God protect and preserve him. The Council commended the Kingdom's development achievements across various fields and extended its wishes for continued progress and prosperity to Bahrain. The Council also noted Bahrain's proactive and pioneering experience in mitigating the repercussions of the coronavirus (COVID-19) and commended the efforts of all Arab countries to confront the pandemic's adverse effects and provide health and social care to every segment of society. The meeting discussed several development issues, foremost among them the efforts of Arab countries to contain the coronavirus (COVID-19) and its social and humanitarian repercussions, as well as the possibility of drawing on the Arab Fund for Social Action's budget to support vulnerable groups in countries affected by the pandemic. It considered the draft Arab Strategic Framework for Social Protection in Emergency Situations and reviewed measures to follow up the social dimensions of the 2030 Sustainable Development Goals—especially eradicating multidimensional poverty in Arab states and safeguarding the rights of People of Determination and older persons encompassed by the Goals. The ministers further discussed allocating financial support from the Fund to a number of social and development projects in several Arab countries. In his address, Humaidan reaffirmed the Kingdom of Bahrain's eagerness to support joint Arab action and to assist brotherly and friendly nations in implementing their social and development programmes aligned with the 2030 Sustainable Development Goals and with efforts to combat the coronavirus (COVID‑19) pandemic. He stressed the importance of unifying endeavours to overcome the crisis and secure the health and safety of Arab societies. His Excellency the Minister of Labour and Social Development reviewed Bahrain's initiatives to realise the Sustainable Development Goals, reflected in social welfare programmes and the provision of a decent living for all segments of society. He also highlighted the government's tireless application of precautionary and preventive measures to safeguard public health amid the coronavirus (COVID‑19) pandemic, including policies aimed at protecting children, senior citizens, People of Determination, and those particularly affected by the crisis. The meeting adopted several resolutions, including the final draft of the Arab Strategy for Volunteer Work; the strategy and executive action plan for the Arab Region's Platform for Action within the framework of the 2030 Sustainable Development Goals; and the Arab Strategy for Reducing Domestic Violence and Strengthening Family Cohesion. The Arab Ministers of Social Affairs also approved the executive plan for the Arab Guide for Child‑Friendly Justice in Legislation and Regulations in Arab Countries. They further endorsed the revised index of multidimensional poverty in Arab countries as the basis for preparing the second draft Arab report on multidimensional poverty. Finally, the session tasked the Social Affairs Sector of the General Secretariat with preparing an Arab plan to support the rights of People of Determination during epidemics and crises, in co‑operation with the Economic and Social Commission for Western Asia (ESCWA) and the United Nations Population Fund.

He emphasised that the country’s celebrations of its national holidays this year come amid the progress and high standing enjoyed by our beloved Kingdom among nations, comprehensive development at all levels, and successive achievements thanks to the King’s comprehensive reform project, may God protect and preserve him. On this happy occasion, Humaidan noted the esteemed government’s keenness to continue providing all types of support to every segment of society by launching numerous development projects and programmes that enhance social protection and ensure a decent living. This is achieved through developing social welfare services, providing suitable employment opportunities for citizens, and supporting their employment stability. He pointed out that, despite the challenges posed by the coronavirus (COVID‑19) pandemic, the Kingdom has successfully managed the crisis thanks to the proactive initiatives and measures led with competence and wisdom by His Highness the Crown Prince and Prime Minister. Countries and specialised international organisations, including the World Health Organization, have praised Bahrain’s measures and plans to curb the spread of the virus, alongside its commitment to provide healthcare services to all citizens and residents, most notably the government’s decision to offer a free vaccine to everyone. In this context, Humaidan commended the directives of His Majesty the King, may God protect him, to launch a financial and economic package worth BHD 4.3 billion to enhance citizens’ economic and social security, support the private sector, and assist the industries most affected by the global pandemic, thereby advancing sustainable development. This includes the government’s commitment to paying the wages of citizens working in the private sector from March to December 2020, a direct support measure that has stabilised the national workforce. He added that the Ministry is monitoring private‑sector establishments on‑site to ensure full compliance with health and preventive measures. The Minister stated that the leadership of His Royal Highness the Crown Prince, Prime Minister, will build on his distinguished record of developing national projects and government work, meeting citizens’ needs at all levels. His Highness’s sound vision for development and modernisation, grounded in competitiveness and justice, places national competencies at the heart of comprehensive development. His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, received the Chairman of the Board of Directors of the Bahrain Property Development Association, Eng. Aref Ahmed Hejres, at the Ministry, in the presence of several members of the Association’s board. During the meeting, Hejres outlined the Association’s principal objectives, future plans and programmes, and the role it plays in supporting the real‑estate sector. He also expressed the Association’s desire to streamline government procedures through closer cooperation and coordination with relevant entities, in pursuit of its strategy to raise awareness of the importance of Property Development. Humaidan commended the Association’s work and its members’ commitment to serving the real‑estate sector in general, and developers in particular, by advancing projects and offering informed views that expedite project completion. He reaffirmed the Ministry’s commitment to community partnership and to strengthening collaboration with civil‑society organisations to advance social development. His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, met at the Ministry with His Excellency MP Ahmed Sabah Al Salloom, a member of the Council of Representatives. They discussed ways to strengthen cooperation on projects and initiatives that promote the employment of citizens, advance the social development system, and support initiatives that foster the growth of small enterprises in the labour market. Humaidan commended the Council of Representatives for supporting labour and development legislation and reviewed the Ministry’s key projects to integrate jobseekers into the private sector, along with its efforts to provide the necessary support to all segments benefiting from the Ministry’s services. He underlined the importance of enhancing cooperation between the executive and legislative branches to develop legislation and services provided to citizens. The two sides discussed the status of the bank’s Bahraini workforce, the management safeguards in place to retain and support employees under all circumstances, and the bank’s training and career‑development programmes. Humaidan underlined that the professional competence, loyalty and dedication of Bahraini banking talent have driven the sector’s growth. The Minister of Labor and Social Development praises Ahli United Bank's support for the National Social Work Fund

His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, met in his office with the Head of the Corporate Banking Group at Ahli United Bank, Mr. Redha Ali Mohammed Ali, and the Head of Marketing Communications, Mr. Mohammed Bou Saqr, to provide financial support to the Ahli Social Work Fund and the Family Bank. Humaidan commended Ahli United Bank’s initiative, expressing profound gratitude for the bank’s pioneering role in promoting humanitarian and social work across the Kingdom of Bahrain and in supporting community‑partnership efforts. He noted that the bank contributes to and supports charitable and humanitarian projects, as well as social work, throughout the Kingdom. Humaidan highlighted the ongoing cooperation between donor agencies and civil society organisations through funding the Civil and Social Work Fund’s programmes, noting that this collaboration enhances NGOs’ contributions to implementing quality development and social projects that serve the community. MLSD Minister heading the meeting of the National Committee for Childhood in its new formation

His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, chaired the first meeting of the National Commission for Childhood in its new composition, pursuant to Cabinet Resolution No. (13) of 2020 on the commission’s restructuring. The commission comprises representatives of the Ministry of Labour and Social Development, the Ministry of Interior, the Ministry of Education, the Supreme Council for Women, the Public Prosecution, the Ministry of Information Affairs, the Ministry of Health, the Ministry of Justice, Islamic Affairs and Endowments, the Ministry of Foreign Affairs, the University of Bahrain, the Ministry of Youth and Sports Affairs, the Children and Mothers Welfare Society, and the Bahrain Society for Child Development. Members reviewed progress in implementing the National Childhood Strategy Action Plan and the Kingdom’s achievements in child health, education, protection, care and talent development, in line with the Convention on the Rights of the Child. They also discussed measures to further improve the status of children, alongside plans to launch additional projects and initiatives in child services, care and protection aimed at ensuring a dignified and sustainable life. The commission examined efforts by relevant authorities to secure a sustainable and resilient recovery from the coronavirus (COVID‑19) pandemic. It also reviewed Bahrain’s submission of its report on the two Optional Protocols to the United Nations Convention on the Rights of the Child — on the involvement of children in armed conflict and on the sale of children, child prostitution and child pornography — submitted under Law No. (19) of 2004 approving their accession. Humaidan congratulated commission members on the confidence placed in the new line‑up by HRH the Prime Minister, stressing that Bahrain’s gains for children stem from the wise leadership’s sustained support for the childhood sector. He commended the National Commission for Childhood’s achievements since its establishment in 2007, notably the preparation of the National Strategy for Childhood, formulated as an integrated framework. Bahrain, he recalled, received international acclaim for children’s rights during the 80th session of the Committee on the Rights of the Child in Geneva last year. The National Commission for Childhood oversees the implementation of the Convention on the Rights of the Child, ratified by Bahrain in 1992, and conducts research and studies to translate its provisions into action. It also serves as a liaison between executive bodies, providing technical assistance to support their work plans. The commission’s new composition retains representatives from numerous official and civil society organisations concerned with childhood.

The Kingdom of Bahrain joins countries worldwide in celebrating International Volunteer Day for Economic and Social Development, a designation by the United Nations General Assembly and observed annually on December 5. The day offers volunteers and NGOs a unique opportunity to highlight their efforts and promote their work within local communities. On this occasion, His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, praised the efforts of volunteers in the Kingdom of Bahrain who extended their hands to give without expecting anything in return. He highlighted the pioneering examples set by volunteers engaged in charitable work in all its forms, as well as their support for official and civil institutions in delivering essential services to society and the nation in diverse circumstances. He also congratulated every volunteer who showed dedication, generosity and active participation in achieving and implementing the Sustainable Development Goals, leaving an enduring mark on Bahrain’s success in facing many challenges , especially their prominent role in confronting the coronavirus (COVID‑19) pandemic and supporting official bodies in executing national plans to contain it. Humaidan noted that in a year when the world faced the unprecedented spread of the coronavirus (COVID-19) pandemic and the attendant precautionary measures, volunteering in Bahrain likewise assumed an exceptional role, becoming a key pillar of the national campaign to combat the virus. Throughout this challenge, citizens and residents alike demonstrated a keen sense of national and humanitarian duty, social responsibility, initiative and tireless effort in addressing the difficulties posed by those measures. Bahrainis — including merchants, businesspeople, banking and financial institutions, companies, associations and individuals — responded to the nation’s call by contributing their most precious resources through the “Feena Khair” national campaign, led by the Royal Humanitarian Foundation (RHF). Launched on the directives of His Highness Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Work and Youth Affairs, National Security Adviser and Chairman of the RHF Board of Trustees, the campaign raised more than BHD 21 million in under 24 hours to support national efforts against the virus. Humaidan added that widespread public awareness of the value of volunteering prompted many Bahrainis to join civil society organisations in the national campaign to curb the virus, preventing infection, raising awareness, and working wherever the country required. Registrations on the national volunteer platform, launched last March, surpassed 30,000 within its first hour, reflecting a generous national spirit of solidarity and cooperation that has helped the Kingdom overcome challenges. He praised these efforts and reaffirmed the Ministry’s commitment to support and promote volunteer and charitable work across Bahrain. He further commended volunteers and civil society organisations across all disciplines whose pivotal contributions underpinned the national campaign — from sterilising and disinfecting public areas and ensuring compliance with precautionary measures during field activities, to disseminating National Committee advisories, delivering meals to needy groups and workers’ accommodation, and providing every form of support required to curb the virus and mitigate its effects. In conclusion, Humaidan reiterated the Ministry of Labour and Social Development’s appreciation of volunteerism and its far‑reaching impact. He stressed that the Ministry spares no effort in fostering effective partnerships between the public and private sectors and will continue to invest fully in the nation’s outstanding human potential, ensuring perpetual readiness to engage in volunteer work across diverse fields.
MLSD Minister affirms Bahrain to promote and preserve the rights of disabiled with care, protection and rehabilitation

The Kingdom of Bahrain is participating in commemorating the International Day of Persons with Disabilities, adopted by the United Nations General Assembly in 1992, on 3 December each year. This aims to promote the rights of this group in all societal and developmental fields, in compliance with international standards for supporting human rights, establishing peace and security, and implementing the 2030 Sustainable Development Goals. This year, the World Health Organisation is joining partner organisations in commemorating the day under the slogan “A Day for All”, raising awareness of the concept of disability as part of the human condition. On this occasion, His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, affirmed the Kingdom of Bahrain’s pride in People of Determination and their contributions to society. He underlined the Kingdom’s keenness to enhance their rights and gains by launching and implementing pioneering initiatives and projects that serve them, which have made Bahrain the focus of appreciation and praise in regional and international fora. These efforts sit within the comprehensive development led by His Majesty King Hamad bin Isa Al Khalifa, the great King of the country, may God protect and preserve him, and benefit from the support, assistance and insightful vision of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and Prime Minister, may God protect and preserve him. The Kingdom was among the first to ratify the Convention on the Rights of Persons with Disabilities immediately after its issuance, subsequently issuing Law No. 74 of 2006 on the care, rehabilitation and employment of People of Determination, Law No. 22 of 2011 on the Convention, and other legislation supporting their rights. Thus, Bahrain has taken great strides towards enacting legislation aimed at integrating People of Determination into society. In this regard, and to closely monitor and enhance the efforts made to protect the rights of People of Determination, the esteemed Council of Ministers issued Resolution No. (5) of 2020, reconstituting the High Committee for the Care of People with Disabilities, headed by the Minister of Labour and Social Development and including representatives from the governmental, civil and private sectors. The Committee is currently updating the strategy and national plan for the rights of People of Determination for the next five years, alongside intensive monitoring and follow‑up of all parties concerned with its implementation through an advanced, practical and ambitious work plan. The Committee also seeks, through coordination between state agencies and civil society institutions, to develop a national framework for monitoring and follow‑up that meets ambitions, advances the affairs of People of Determination, integrates them into society and harnesses their latent talents. Humaidan added that, through community partnership with state institutions, Bahrain has achieved tangible accomplishments in developing services for People of Determination. In May 2020, the project to issue an improved identity card integrated with a disability ID was launched, and data for 12,942 card holders registered with the Ministry of Labour and Social Development were merged with the population registry systems of the Information and eGovernment Authority. The Authority has begun issuing new identity cards for citizens with determination, including a disability code on the reverse and storing disability data within the electronic chip. The Ministry has also contacted private entities to allocate free or subsidised services or special discounts for holders of the new card. He noted that the number of licensed centres serving People of Determination has doubled to more than 40 private and civil centres. Twelve of these civil centres, which specialise in rehabilitation, are supported through an academic rehabilitation grant programme amounting to one million and 200 thousand annually, benefiting about 500 male and female students with determination enrolled in these centres, in addition to six government centres managed by the Ministry of Labour and Social Development. In addition, 229 People of Determination were employed in the private sector during 2019‑2020. Thirty‑five of them were trained to drive as part of a driver‑training programme, in cooperation with the General Traffic Department, and 86 requests for specialised equipment were met. In a related context, the Ministry of Labour and Social Development, in cooperation with the Labour Fund “Tamkeen” and through the Cloud Innovation Centre (CIC) — launched in collaboration with Amazon Web Services (AWS), the University of Bahrain and Bahrain Polytechnic — designed a prototype application for the visually impaired. The application helps users recognise objects around them, facilitating movement from one location to another. Developed by Bahraini students, it is expected to be activated by 2021. The Ministry of Labour and Social Development reaffirms its pride in the contributions of People of Determination to society and its determination to continue protecting and enhancing their rights and gains across all fields.
The Ministry of Labor and Social Development Completes the first phase of the (Bahrainna) initiatives

The Special Committee for Implementing Initiatives Related to the Ministry of Labour and Social Development, within the National Plan to Enhance National Belonging and Consolidate the Values of Citizenship "Bahrainuna", held its meeting via video‑conference, chaired by the Acting Under‑Secretary of the Ministry, Assistant Under‑Secretary for Community Development, Mr. Khalid Abdulrahman Ishaq Al‑Kooheji. The meeting discussed the latest developments and progress of the executive teams for the Ministry’s initiatives. Mr. Khalid Al‑Kooheji commended the efforts of the teams involved in implementing the initiatives and their commitment to adhering to the established work plans. He emphasised the Ministry of Labour and Social Development’s commitment to implementing its initiatives successfully and with distinction. During the meeting, the committee reviewed the latest developments in the implementation of the Ministry's “Experts Registry” initiative, which is being implemented in partnership with the Information and eGovernment Authority. The initiative aims to launch a comprehensive national platform that includes a database of Bahraini experts and specialists in various fields, documenting their academic and professional biographies, in addition to issuing a guide that defines experts, the requirements and standards required for their accreditation within the Experts Registry platform, and the benefits they will receive. The meeting reviewed progress made regarding the Ministry's “For You” initiative, which is being implemented in cooperation with the Civil Service Bureau. The initiative aims to highlight citizens working in hazardous and arduous jobs and tasks. The Ministry has already completed the first phase of the initiative and is currently preparing for the second phase. In the same context, the meeting reviewed the efforts made by the Ministry's “Networking initiative between NGOs” initiative team, which aims to launch community initiatives in partnership between organisations and relevant entities. Several working groups were established to coordinate tasks with relevant entities and distribute work according to the main phases of the implementation plan developed by the relevant team. The Ministry of Labour and Social Development is implementing the three initiatives within the National Plan to Enhance National Belonging and Consolidate the Values of Citizenship "Bahrainuna", which includes 105 initiatives, with 25 government entities and institutions participating in its implementation, across five main tracks focused on belonging programmes, public‑relations campaigns, media initiatives, curriculum and course initiatives, and legislative and regulatory initiatives.

Thanks to sustained leadership support, Bahraini women now occupy diverse leadership, diplomatic and decision‑making positions, partnering with men in building modern Bahrain. Women constitute over 50 % of Bahraini employees in the public sector, 35 % in the private sector, and 43 % of commercial record holders. Moreover, women make up 78 % of home‑business owners under the Ministry’s “Khatwa” programme, which aims at economic empowerment. In civil society, the number of women’s associations has doubled to 21, actively defending women’s rights with strong state backing. Humaidan lauded Bahraini women’s diplomatic milestones—among them Bahrain’s non‑permanent seat on the UN Security Council in the mid‑1990s and the 2006 presidency of the UN General Assembly by Shaikha Haya bint Rashid Al Khalifa, the first Arab and Muslim woman and only the third woman globally to hold that post. He also cited ambassadors Alice Samaan, Houda Nonoo, Bibi Al Alawi and Bahia Al Jishi, as well as the appointment of Shaikha Rana bint Isa bin Daij Al Khalifa as the Arab world’s first female Under‑Secretary for Foreign Affairs. Humaidan underscored the Ministry’s commitment to the Equal Opportunities Project, noting that it was among the first entities to form an Equal Opportunities Committee, earning fourth place out of 37 Civil Service Bureau entities in the 2019 Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa Award for the Advancement of Bahraini Women. In recognition of women’s pivotal role in community development, the Ministry continues to support Bahraini women through social‑security assistance, family and childhood services, and training, employment and unemployment‑insurance programmes. These efforts helped raise women’s share of new private-sector jobs from 25% four years ago to 48% in 2020. Bahrain’s second-place global ranking among the top 10 countries for women to work in (Forbes, May 2020) adds to its stellar labour and business record. The report noted that 66 % of Bahraini women are satisfied with their career prospects, reflecting a safe and supportive work environment buttressed by labour legislation providing equal career opportunities, including Bahrain’s ratification of ILO Convention No. 111 on non‑discrimination in employment (Employment and Occupation). Humaidan emphasised that Bahrain’s progressive labour laws have strengthened women’s presence in production and development sectors, creating an attractive work environment that safeguards privacy and promotes part‑time options compatible with family responsibilities while retaining full employment rights. He highlighted government incentives—including financing programmes for SMEs and support for productive‑family initiatives—that facilitate women’s entry and growth in business. His Excellency concluded by reaffirming that the Ministry will continue launching qualitative initiatives to enhance equal opportunities for Bahraini women, building on past successes and advancing the Kingdom’s comprehensive development under the leadership of His Majesty the King and his judicious Government.

Under the patronage of His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, the Bahrain Society for Women’s Development today (Sunday) held a virtual ceremony to honour the graduates of its accredited International Diploma in Institutional Innovation. The event brought together 83 trainees and representatives of 60 civil‑society and governmental organisations from Bahrain, the Gulf and other Arab states, alongside experts in sustainable‑development affairs. The Corporate Innovation Training Programme, launched by the Bahrain Society for Women’s Development on a virtual platform for NGOs, aims to improve the services they provide through innovative methods and an integrated system. It offers practical solutions that enable participants to turn challenges into opportunities for success and to develop a supportive corporate work environment. In his live video address, Humaidan observed that the launch of the Corporate Innovation Diploma — together with other programmes and initiatives spearheaded by civil-society organisations during these exceptional health circumstances — and the astute use of technology demonstrate that challenges are not barriers but catalysts for sustained work, productivity, and the achievement of goals. Accordingly, he reaffirmed the Ministry’s commitment to supporting pioneering initiatives adopted by Bahrain’s civil‑society institutions. The Minister praised the Bahrain Society for Women’s Development for its effective contribution to national efforts that empower women and advance their role in construction and development. By adopting a series of high‑quality programmes, the Society is preparing female leaders and strengthening their capabilities. Congratulating the graduates of the Corporate Innovation Programme, he stressed that the International Diploma in Leading Corporate Innovation for Civil‑Society Organisations will help embed a culture of innovation and prudent investment that enhances organisational performance. For his part, His Excellency Mr. Mustafa Al Sayed, Secretary-General of the Royal Humanitarian Foundation, emphasised the importance of sustaining projects and programmes adopted by civil-society organisations through the adoption of innovative, evidence-based methods to empower women and youth. He noted that institutional culture is achieved by stimulating creativity and self‑esteem among employees, as well as by enhancing work quality. He also highlighted the role NGOs play in driving national development. Ms. Khadija Al Sayed, President of the Bahrain Society for Women’s Development, highlighted the significance of adopting the Institutional Innovation Programme model across all NGOs. The Society has integrated this approach into its projects and now seeks to disseminate it more widely, given innovation’s role in enhancing the quality of services delivered to the community. She emphasised the need to generate ideas and solutions on sound scientific foundations to serve every segment of society more effectively. The virtual ceremony featured presentations on the Institutional Innovation Programme and concluded with the recognition of contributing partners and the conferral of diplomas on the programme’s graduates.

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, affirmed that the Kingdom of Bahrain’s record haul in the inaugural Arab Government Excellence Award—including the accolade for the “Khatwa” Home Business Programme run by the Ministry of Labour and Social Development—is the natural outcome of the great interest and insightful vision of His Majesty King Hamad bin Isa Al Khalifa, the country's great King, may God protect and preserve him, the directives of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, may God protect him, and the personal keenness of Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa, Wife of His Majesty the King of Bahrain and President of the Supreme Council for Women, may God protect her to place the economic and social empowerment of Bahraini citizens at the heart of sustainable development. Humaidan pointed out that this national achievement, accomplished by the Kingdom of Bahrain on several levels, will strengthen the Kingdom’s position on the regional and Arab development map. Bahrain won the largest number of honours in the Arab Government Excellence Award, announced on Wednesday at a ceremony held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai. The winning Bahraini projects were: • The Ministry of Interior’s Governance of Economic and Customs Information for Trade Facilitation – Ofoq as the Best Government Development Initiative and Experience; • The Ministry of Health’s Efficient Use of Antibiotics as the Best Arab Government Project for Developing the Private Sector; • The Ministry of Labour and Social Development’s Khatwa for Home Based Businesses as the Best Arab Government Project for Community Development; • The Information and eGovernment Authority’s National System for Suggestions and Complaints (Tawasul) as the Best Arab Smart Government Application; and • The Ministry of Youth and Sports Affairs’ Elite Industry as the Best Arab Government Project for Empowering Youth. Humaidan expressed Bahrain’s deep pride in, and appreciation for, His Highness Sheikh Mohammed bin Rashid Al Maktoum for his comprehensive administrative and development vision and his outstanding support of distinguished government practices across the Arab world. He also voiced pride in the selection of the “Khatwa Programme for Home Based Businesses” as a leading community development initiative. The programme helps transform productive families from relying on social assistance to becoming self sustaining contributors to national development. Its integrated services include Family Bank financing for micro projects and young entrepreneurs; tailored training for beneficiary families; design and innovation support for product development; and marketing assistance. Since its launch, 864 families have obtained productive home licences, and Family Bank financing has enabled 47 families to establish competitive businesses. Humaidan added that Khatwa, which in 2014 won the Arab Gulf Programme for Development (AGFUND) International Prize for pioneering human-development projects, provides a supportive environment that allows productive families to graduate to full-scale entrepreneurship—one of its principal objectives within Bahrain’s policy of empowering individuals and families. By raising household incomes, the project has earned both Arab and international recognition. The Arab Government Excellence Award—launched by the League of Arab States in partnership with the Government of the United Arab Emirates and the Arab Administrative Development Organisation—aims to foster a culture of excellence, positive leadership, and service improvement in Arab public administration. With 15 categories for individuals and institutions and 5,000 first edition nominees, it is the largest award of its kind in the Arab world.
The Ministry of Labor and Social Development: The "Come Together" initiative has achieved psychological stability for children and their families

Director of the Social Welfare Directorate at the Ministry of Labour and Social Development, Ms. Huda Mohammed Al-Hamood, confirmed that the "Come Together” initiative has achieved its objectives, which aim to ensure the continued implementation of rulings issued by the Ministry of Justice, Islamic Affairs and Endowments regarding amicable, supervised contact between the children of divorced couples at the Ministry’s social centres. The initiative was introduced during the current health conditions to combat the spread of the coronavirus (COVID‑19) and to safeguard the health and safety of all concerned. Al-Hamood noted that 47.3 per cent of eligible families have benefited from the initiative, which has succeeded in facilitating friendly visits and in achieving the psychological, social and familial stability it seeks for children and their families. Such visits strengthen the relationship between each child and both parents, positively influencing the child’s psychological well‑being and ensuring the continuity of educational and social care, thereby avoiding the negative effects that could result from interrupted contact. She added that 13.9 per cent of families have ceased using the service, either because spouses have reconciled and resumed cohabitation or because the relevant court orders have been amended. Meanwhile, 38.8 per cent have suspended visits voluntarily in order to observe precautionary measures and instead maintain contact remotely. During this period, the Ministry has promoted family culture for this group by encouraging suitable alternatives such as audio‑ and video‑calls, providing psychological support to affected children and family members, and offering family counselling and guidance on remote communication to maintain connection and positive interaction amid the pandemic. The Ministry of Labour and Social Development has postponed weekly visits to its social development centres—in coordination with the Ministry of Justice, Islamic Affairs and Endowments and in line with Coordination Committee decisions—as part of wider efforts to reinforce preventive measures and protect families implementing judicial rulings, their children and employees from COVID‑19. The Ministry has also produced an electronic questionnaire for beneficiaries of the child‑contact programme in social centres, with the aim of identifying obstacles and difficulties encountered in implementing visit orders amicably under exceptional circumstances, and of developing practical solutions within the “Come Together” initiative.

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, met with His Excellency Mr. Mohammed Issa Al Abbasi, Member of the Council of Representatives, at the Ministry. They discussed ways to enhance co‑operation between the executive and legislative authorities, particularly in developing labour laws and legislation and upgrading the social‑protection system for citizens. Humaidan reviewed the Ministry of Labour and Social Development’s efforts to maintain the stability of national employment in private‑sector establishments and to accelerate the employment of new jobseekers entering the labour market. He also highlighted initiatives to improve the work environment and the welfare services provided to various segments of society. The Minister praised the fruitful co‑operation of members of the Council of Representatives with the Ministry’s projects and programmes. For his part, Mr. Al Abbasi commended the Ministry’s efforts to ensure a decent standard of living for citizens by providing first‑rate services and safeguarding their employment stability in the private sector. MLSD Minister reviews with Al-Kawthar Society for Social Care the development of initiatives to support orphans and their families

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, met with the Chairman of the Board of Directors of Al Kawther Society for Social Care, Mr. Hussein Al Ali, in the presence of several board members, at the Ministry building, on the occasion of the formation of the new Board of Directors. The Society’s Board of Directors briefed Humaidan on its most prominent activities, including contributing to providing care for orphans and their families, and developing their academic and behavioural abilities and talents so they become active and productive members of Society. Within this framework, the Society provides academic sponsorship for orphans throughout their educational stages, from kindergarten to university, and provides healthcare supplies for patients from this segment. It also organises charitable forums and events that contribute to strengthening public interest in orphans in the Kingdom of Bahrain. During the meeting, national efforts to enhance cooperation between relevant civil‑society organisations and ways to develop social‑protection services and areas in the Kingdom of Bahrain were reviewed. In this context, Humaidan affirmed the Ministry's keenness to support efforts to achieve the goals of civil‑society organisations and their contribution to consolidating the values of charitable and volunteer work. He praised the humanitarian role undertaken by the Society in adopting positive activities and initiatives that support sustainable development, primarily targeting orphans and their families. For his part, the Chairman of the Al Kawther Society for Social Care commended the Ministry of Labour and Social Development's efforts to advance all development and charitable sectors, commending the Ministry's numerous initiatives in the labour and development fields.

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, met in his office at the Ministry with Dr. Rabab Abdullah Zwayed, a special-education teacher at Shaikhan Al Farsi Comprehensive Speech Centre, affiliated with the Ministry of Labour and Social Development. The meeting was held to present His Excellency with a copy of her PhD thesis in Education – Department of Educational Psychology, which she obtained from Cairo University, entitled “The Effect of a Programme Based on Sensory Perception on Improving the Reading and Writing Skills of Students with Learning Difficulties in Primary School in the Kingdom of Bahrain.” The study examines the use of audio- and visual-training programmes to address difficulties faced by primary-school students with learning challenges in reading and writing, by designing a training programme based on visual and auditory-perception skills to improve those abilities. Humaidan praised this valuable study, noting the importance of such research in highlighting the problems facing certain segments of society and in finding appropriate solutions. He emphasised the Ministry’s encouragement of its staff to pursue advanced academic achievement—particularly in fields that support professional specialisations and high‑quality services—which will positively influence employee performance and enhance the Ministry’s services.

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, met in his office at the Ministry with writer Munira Abdulsalam, who presented him with two copies of her novels, Near the Tree of Life and Cordarone. Humaidan commended the creative efforts of writer Munira Abdulsalam, emphasising the importance of novels in highlighting issues of concern to society through the literary creations of young people. He noted the Kingdom of Bahrain’s wealth of promising talent in various arts and literature, calling for attention to nurturing and encouraging young writers to increase their quality creative output. For her part, writer Abdulsalam expressed her gratitude to the Minister of Labour and Social Development for his encouragement of young Bahraini creatives, stressing that this serves as an incentive for writers and creative individuals to pursue their writing endeavours in all its literary forms.

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, stressed that the Kingdom of Bahrain joins the world in celebrating Universal Children’s Day on 20 November each year, with the aim of promoting international cooperation, raising awareness of children’s rights and protection, and improving child welfare. This day coincides with the date on which the United Nations General Assembly adopted the Declaration of the Rights of the Child in 1959 and the Convention on the Rights of the Child in 1989. It is an opportunity to emphasise the importance of continuing efforts to protect children’s rights and support families in fulfilling their duties in raising and educating their children by promoting positive child‑rearing practices for Bahraini children and strengthening positive interaction among family members. On this occasion, Humaidan stressed that Bahrain is among the leading countries that provide childhood care and protection and offer diverse opportunities for progress and participation. He noted that the child is the foundation of society and the pillar of its future; if the child’s upbringing is sound, the entire society will be sound. Accordingly, Bahrain has embedded core objectives across governmental, private and civil‑society organisations beneath a comprehensive legislative umbrella that guarantees every child the rights to education, health, social care and protection from abuse or exploitation, together with all that ensures a decent life. Foremost among these measures is Royal Decree No. (37) of 2012 concerning the Promulgation of the Child Law, which constituted a qualitative leap in strengthening childhood protection and development efforts in the Kingdom. Humaidan said that Bahrain presents a unique model in supporting children, preparing future leaders and creating all the conditions necessary to raise a generation capable of advancing Bahrain’s future with competence and proficiency. This stems from the foundations of the comprehensive development process of His Majesty King Hamad bin Isa Al Khalifa, the country's great King, may God protect and preserve him, to advance and develop the nation in all its regions and components, especially with regard to children. Interest in childhood has been enhanced at legal, social, educational and cultural levels, providing a safe environment for developing children’s capabilities and creating a society in which children enjoy a dignified, sustainable life that guarantees their active participation on the basis of equality and respect. He noted that the issuance of the Child Law was a pioneering initiative by the esteemed Cabinet, under the guidance and special attention of the late Khalifa bin Salman Al Khalifa, who was keen to ensure that children enjoyed all their rights. Children have also received the utmost attention and support from His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and Prime Minister, may God protect him. The Child Protection Law has reinforced the importance and role of the Child Protection Centre, one of a series of projects adopted by the Ministry of Labour and Social Development since its inception in 2007. The Centre provides legal, social, psychological, health and educational services to children in cooperation with the relevant authorities, and operates a child support and relief telephone line, 998, to receive reports of any child subjected to abuse, physical or psychological harm, neglect or sexual assault. These reports are handled as required, and guidance and referral services are provided to the relevant authorities if necessary, as part of continuous efforts to protect children from violence. In the same context, His Excellency affirmed Bahrain’s keenness to join international agreements and memoranda of understanding on protecting and preserving children’s rights, most notably the United Nations Convention on the Rights of the Child, which the Kingdom ratified in 1992. A national committee has also been charged with elevating Bahraini childhood—the National Commission for Childhood, composed of representatives from ministries, official institutions and civil-society organisations concerned with childhood. In addition, the National Strategy for Childhood and its executive programme for 2012‑2018 were launched, 79 % of which have been implemented; the period was then extended to 2023 to complete the remaining programmes and plans aimed at raising the level of childhood protection, care and development in Bahrain. His Excellency pointed to the international praise Bahrain received for its children’s rights record following the 80th session of the Committee on the Rights of the Child (CRC) in January 2019, during which Bahrain’s comprehensive report on children’s rights was reviewed and discussed. He stressed that the Committee’s commendation of Bahrain’s legislative, executive and human‑rights measures has strengthened the Kingdom’s standing among nations committed to preserving human rights—and children’s rights in particular.
