In a circular to the Ministry of Labor and Social Development .. Suspending attendance at government rehabilitation centers and homes, nurseries, and private training centers and institutes

The Ministry of Labour and Social Development announces that, following the periodic review of developments and data and acting on the recommendations of the National Medical Taskforce for Combating the Coronavirus (COVID‑19), attendance at government rehabilitation centres and centres affiliated with the Ministry, as well as nurseries, private training centres and institutes licensed by the Ministry, will be suspended from Sunday, 31 January, for three weeks, with all activities delivered through distance learning. According to these instructions, members of the administrative, educational and technical teams at the affected institutions are exempt from the suspension requirement, while attendance at private and community centres serving people of determination will continue. In this regard, the Ministry of Labour and Social Development underscores the need to follow the prescribed health and precautionary measures during these exceptional circumstances, reaffirming its commitment to safeguarding everyone’s health, maintaining a safe and healthy environment in all rehabilitation and training centres and protecting the wellbeing of all beneficiaries and staff.

The Ministry of Labour and Social Development and the Labour Fund "Tamkeen" have denied recent media reports claiming an increase in the Kingdom's minimum‑wage levels, confirming that the approved salary thresholds for employment remain unchanged. The Ministry's benchmarks are still set at 450 dinars for university graduates, 380 dinars for diploma holders, and 300 dinars for secondary-school graduates and below. The joint clarification explained the distinction between the established minimum wage and the wage-support ceiling applied to business owners under National Employment Programme 2.0 benefits. Employers retain full discretion to offer salaries above the stated thresholds if they deem it appropriate for their establishments and employees. Under National Employment Programme 2.0 incentives, wage support has been raised to 70 per cent of an employee's salary, capped at 70 per cent of a 600‑dinar wage. For example, a university graduate earning 450 dinars will attract 70 per cent support in the first year, amounting to 315 dinars. Where a graduate's salary is 600 dinars, the support provided reaches 420 dinars. If the salary exceeds 600 dinars, the support remains fixed at 420 dinars, reflecting 70 per cent of the 600‑dinar ceiling. The same calculation applies to other qualification bands. Diploma holders benefit from 70 per cent of their wages up to the support ceiling of 480 dinars, while secondary‑school graduates and below receive 70 per cent support up to the ceiling of 350 dinars. These wage‑support ceilings are entirely separate from the Kingdom's unchanged minimum‑wage benchmarks.

Signing Memorandum between the Ministry of Labor and Social Development and (BIBF)

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, underscored the importance of intensifying training in sectors that both attract citizens and add tangible value to the national economy—chiefly, the Kingdom’s fast‑growing financial and banking industry, which requires a professionally qualified Bahraini workforce to fill a wide range of specialised roles. This was announced in a statement by Humaidan on Tuesday, following the signing of a three-month extension to the Memorandum of Understanding between the Ministry of Labour and Social Development and the Bahrain Institute of Banking and Finance (BIBF). The agreement continues to provide training for jobseekers via virtual training technology and was witnessed by His Excellency Rasheed Mohamed Al Maraj, Governor of the Central Bank of Bahrain; BIBF Director-General Dr. Ahmed Abdul Ghani Al Shaikh; and officials from both entities. The MoU, in force since last June, has already yielded positive results in banking transactions training and supports the sector’s demand for qualified national cadres amid the Kingdom’s expanding financial and banking industry. 22 virtual programmes are delivered on the Institute’s platform across accounting, finance, management and Islamic insurance disciplines. Assistant Under‑Secretary for Labour Affairs Ahmed Jaafar Al Hayki signed on behalf of the Ministry, while Dr. Al Shaikh represented BIBF. Humaidan said the MoU’s success—training 391 jobseekers since June 2020—drove the extension, adding that targeted incentives encourage enrolment and sharpen personal and professional skills for smoother integration into the financial sector. He praised BIBF’s collaboration, noting that distance training has proved its effectiveness during the Coronavirus (COVID‑19) pandemic and presents an opportunity to embed modern technologies in specialised courses and broaden training horizons aligned with technological advancement. For his part, Mr. Rasheed Al Maraj, Governor of the Central Bank of Bahrain, expressed his pleasure at the fruitful cooperation between the Ministry of Labour and Social Development and the Bahrain Institute of Banking and Finance in developing tailored training programmes that qualify additional national human resources, thereby advancing the Kingdom’s job‑localisation programme and opening wider avenues for jobseekers to gain training that equips them for suitable positions in the labour market. Tamkeen Labour Fund, 20 January 2021: In implementation of the directives of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, may God protect him, to launch National Employment Programme 2.0, the Labour Fund Tamkeen announced the resumption of all its programmes for individuals and institutions, with a focus on supporting Bahraini employment—continuing national efforts to develop the labour market and enhance its competitiveness. His Excellency Shaikh Mohammed bin Isa Al Khalifa, Chairman of Tamkeen’s Board of Directors, stated that resuming these programmes aligns with government aspirations for the next phase by encouraging the employment of national cadres, including recent graduates, through greater competitiveness and by developing Bahraini talent in line with new market requirements. He noted that Tamkeen has allocated BD 120 million over 2021–2023 to support Bahraini employment, double the amount of the previous five years. This includes larger and longer wage‑support packages for jobseekers registered with the Ministry of Labour and Social Development and for new labour‑market entrants, plus incentives for modern work patterns such as remote and part‑time roles. He emphasised Tamkeen’s commitment to meeting current market needs, particularly amid the exceptional circumstances of the Coronavirus (COVID‑19) pandemic and its global economic impact. At a press conference, His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development and Chairman of the Board of Directors of the Labour Market Regulatory Authority, outlined the roles of the Ministry and the Authority in executing the three initiatives underpinning National Employment Programme 2.0 in partnership with Tamkeen and other stakeholders. Humaidan said the launch of National Employment Programme 2.0 encourages the hiring of citizens amid the Coronavirus (COVID‑19) pandemic and the rising volume of online registrations, noting that simplified eServices have boosted the number of jobseeker applications. The programme also supports employers in creating quality jobs for Bahrainis while enabling ongoing government monitoring of labour‑market indicators. His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, may God protect him, directed that the National Employment Programme 2.0 deliver employment for 25,000 citizens and 10,000 training opportunities during 2021. The first of three initiatives resumes all Tamkeen programmes to tilt the cost gap in favour of Bahraini workers, bolster employers’ capacity to generate attractive roles and enhance wage levels; the current average private‑sector wage for nationals is BD 763. The second initiative, led by the Labour Market Regulatory Authority, extends the domestic vacancy‑advertising period from two to three weeks before employers may apply to recruit from abroad, giving companies more time to leverage programme incentives and select the best Bahraini talent. Under the third initiative, the Labour Market Regulatory Authority will work closely with the Ministry of Interior to intensify security measures that track, apprehend and deport irregular workers, preventing unfair competition and reinforcing citizens’ employment advantage. Inspection teams will enforce the seven Cabinet‑approved regulations that govern flexible or irregular work. Humaidan urged employers and jobseekers to capitalise on the programme’s benefits, confirming that the Ministry will continue expanding its eServices to streamline procedures and accelerate Bahraini integration into the private sector as annual labour‑market entrants increase. Dr. Ibrahim Mohammed Janahi, CEO of Tamkeen, announced that registration for Tamkeen programmes under National Employment Programme 2.0 opens on 24 January. Enhanced support will include wage subsidies, training grants and a dedicated initiative for recent graduates covering full‑time, part‑time and on‑the‑job training pathways into private‑sector employment. A comprehensive review of the graduate‑employment scheme will take place six months after launch—without affecting existing three‑year contracts—to ensure the procedures remain effective and aligned with Tamkeen’s flexible market‑response strategy. Dr. Janahi emphasised that developing Bahraini talent remains Tamkeen’s top priority, together with supporting their career progression and investment in the emerging sectors that will shape future workforce demand. Dr. Janahi highlighted that qualifying Bahraini talent to become the first choice in the labour market remains Tamkeen’s foremost priority, alongside supporting their professional growth and progression into leadership roles. He emphasised that this focus continues to align with emerging market requirements, present realities and the professional skills now in demand, while also investing in promising future sectors. Applications for the Enterprise Support Programme will open in February and feature updates designed to meet current market needs, including initiatives that foster employee development and career advancement.

In this context, Humaidan highlighted the directives of His Royal Highness to launch the National Employment Programme 2.0, which targets creation of 25,000 jobs and provision of 10,000 training opportunities in 2021, making Bahrainis the preferred choice for employers. National Employment Programme 2.0 rests on three principal initiatives: • Resuming all Tamkeen programmes with a focus on supporting Bahraini employment; • Extending the vacancy advertising period from two to three weeks before recruiting from abroad; • Tightening security measures to monitor irregular workers, ensuring fair competition. These steps complement ongoing initiatives from the Programme’s first edition launched on 25 February 2019—namely increased Unemployment Fund support, higher fees for the optional parallel system and flexible work permits, awareness drives and continued backing from the Tamkeen Labour Fund. A pivotal reform in the first edition was amending the unemployment‑insurance law to raise support levels and duration, benefiting more than 26,000 citizens. The agreements aim to train jobseekers through modern distance‑learning technology, accelerating their employment and integration into the labour market in line with national strategies to equip Bahraini talent for employer needs. Training will be offered to individuals registered on the Ministry’s lists without any financial cost or obligation. On behalf of the Ministry, the memoranda were signed by the Assistant Undersecretary for Labour Affairs, Mr. Ahmed Jaafar Al Hayki, alongside representatives of the Nine Training Center, Al Mashreq Training Center, Talal Abu-Ghazaleh E-Training Center (TAGE-Training), Al Mostaqbal Training Center, Etijah Coaching & Consulting, Quality Excellency for Educational consultancy, NASS Group & Corporation and the GCC Commercial Arbitration Centre. Collectively, these institutions will deliver: • 500 training opportunities in accounting, finance and computer basics • 1,100 consulting and guidance opportunities for jobseekers, People of Determination and their families • 1,050 virtual training opportunities for jobseekers, plus on the job training for employed individuals • 12 workshops to train 150 citizens • additional programmes in entrepreneurship, hospitality, retail and occupational safety The Minister highlighted the importance of intensified national collaboration with private training providers to elevate vocational training standards and advance Bahrain’s human‑capital development. He praised the institutes’ continued delivery of programmes during exceptional circumstances, noting their swift adoption of distance‑learning solutions that align with technological advances and rapid labour‑market changes. Humaidan indicated that the Ministry will continue concluding a series of memoranda of understanding with relevant entities to develop and enhance the skills and capabilities of jobseekers and increase their employment opportunities in private‑sector establishments through the training and employment programmes it implements. This approach builds on the positive results of previous memoranda and reflects the conviction that investing in human resources—by expanding their skills and capabilities—is the best way to secure the future and sustain national economic growth, fully aligned with the esteemed Government’s policy of preparing the specialised competencies required by the labour market. MLSD Minister Inssures the Importance of Continuing the Society's Efforts in the field of spreading the sciences of Qur’an

The meeting explored avenues of cooperation in development and social welfare, alongside the facilities and services the Ministry provides to civil society institutions, and considered proposals to further develop these services while addressing any challenges such institutions might encounter. Participants reviewed the Society’s objectives and work plan, aimed at deepening community engagement with the Holy Qur’an through diverse programmes, such as the annual Al Thekr Al Hakeem Competition, Tajweed courses, publication of Qur’anic books, and collaboration with bodies concerned with Qur’anic work, including cooperation with the Qur’anic League. Humaidan praised Dr. Al Kharfoush’s effort in producing this specialised scientific, cultural and documentary work, describing it as a valuable addition to the Bahraini library. The book focuses on the village of Samaheej, detailing its geographical location, distinctive surface forms, and natural features, as well as its agricultural heritage and farms, as well as the most prominent residential neighbourhoods. Dr. Al Kharfoush expressed his gratitude to the Minister for supporting authors and specialists in science and culture across the Kingdom of Bahrain.

MLSD Minister: More than 14 Million Dinars, the Amount of Funding for Supporting Projects of Individuals and Families

His Excellency the Minister of Labour and Social Development, Chairman of the Board of Directors of the Family Microfinance House (FMH), Mr. Jameel bin Mohammed Ali Humaidan, inaugurated the new Family House branch in Budaiya on Thursday, in the presence of board members and CEOs of banks and institutions that contribute to the Family House. The branch will serve families and entrepreneurs in Budaiya and neighbouring areas, improving income levels for hundreds of low‑income individuals and families, senior citizens, housewives and jobseekers by financing their ideas and projects, offering tailored advice, assisting them in developing their activities, providing marketing plans and training them in foundational business‑management skills. Humaidan affirmed that the Family House has achieved remarkable development in Bahrain’s microfinance sector over the past decade, providing both financial and non-financial services, and increasing the number of beneficiary families and small projects to 6,300 in 2020, up from 344 in 2012; total financing has surpassed BD 14 million. Future plans will continue to support families and raise living standards through additional financing in conformity with the principles of Islamic jurisdiction (Shariah). He highlighted the institution’s positive contribution to job creation and the national economy, noting that productive families and entrepreneurs funded by the Family House have generated projects that meet local consumer needs and have produced success stories worthy of emulation. Launched under the patronage of His Majesty King Hamad bin Isa Al Khalifa, the great King of the country, may God protect and preserve him, in January 2010, the Family House is the first Islamic Sharia‑compliant social micro‑finance bank in the Arab region. It was licensed by the Central Bank of Bahrain under Resolution 53 of 2009 as an Islamic finance bank (Bahrain Shareholding Company (B.S.C Closed)) with an authorised capital of BD 15 million and a paid-up capital of BD 5 million. Founding partners include the Ministry of Labour and Social Development, the Royal Humanitarian Foundation, the Bank of Bahrain and Kuwait, Ithmaar Bank, Ahli United Bank, and Kuwait Finance House, established in cooperation with the Grameen Foundation under a 2007 working document between the Ministry and the Foundation.

During the meeting, the Ministry’s projects were reviewed, foremost its programmes to qualify jobseekers and integrate them into a range of job specialisations within private‑sector establishments. The discussion also covered the Ministry’s efforts and the various services delivered through its social centres across all governorates of the Kingdom of Bahrain, which target diverse segments and categories of society in the areas of social welfare, services for the elderly and persons with disabilities, and the development of productive families while strengthening their role in society. Humaidan emphasised the importance of the Council of Representatives’ role in supporting legislation, proposals and initiatives that enhance and develop effective labour and social services for all segments of society, underlining the need to meet citizens’ requirements in these development areas in line with the directives of the esteemed Government. His Excellency the Minister of Labour and Social Development, Mr. Jameel bin Mohammed Ali Humaidan, met in his office with the former Director-General of the GCC Labour and Social Development Councils executive office, Mr. Salem Ali Al Muhairi. Humaidan praised Al Muhairi's efforts during his service and his contribution to enriching and developing the work of the office, as it played an important role in developing ways to exchange experiences and expertise, and promoting joint Gulf work in the labour and development fields. He underlined the Office’s pivotal role in coordinating labour and social policies among member states and presenting unified Gulf positions in Arab and international forums, emphasising its importance in realising the aspirations of GCC leaders and peoples for comprehensive development, and expressed the Ministry’s keenness to maintain communication with Al Muhairi to benefit from his expertise in studying projects and activities among GCC states. Labour and Social Development Ministry's key achievements in 2020: • Initiatives by the labour and social development sectors to provide the best services despite the repercussions of the "Coronavirus.” • A shift to eServices has accelerated the pace of employment and facilitated the provision of social welfare. • Paying citizens' salaries has contributed to the stability of national employment in the private sector. • Employment of 19,000 citizens and launch of a permanent Electronic Employment fair. • The value of financial support (High Cost Allowance) provided to citizens exceeds 113 million dinars. • Disbursement of BD28 million as meat‑subsidy compensation. • Licensing more than 750 training programmes in various production sectors. • 954 families benefited from the "Khatwa" programme, and 48 became entrepreneurs. In implementation of the directives of His Majesty King Hamad bin Isa Al Khalifa, the great King of the country, may God protect and preserve him, and in translation of the vision of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander of the Armed Forces and Prime Minister, may God protect him, to transform challenges into opportunities and opportunities into achievements—especially in this exceptional year that witnessed the global outbreak of Coronavirus (COVID‑19)—the Ministry of Labour and Social Development launched a package of qualitative initiatives to keep pace with the Kingdom of Bahrain’s response to the repercussions of this emerging disease without affecting the Ministry’s various services. This was achieved by strengthening its electronic system to ensure the smooth and easy provision of services in the areas of employment, workforce stability, labour‑market regulation, and the enhancement of social welfare and protection services and activities. 1. Paying citizens' salaries in the private sector: Based on the royal directives to launch a financial and economic package that supports citizens and the private sector in mitigating the pandemic’s impact and sustaining growth, the esteemed government undertook to pay private‑sector Bahraini salaries from the Unemployment Insurance Fund. The Ministry, in coordination with the Social Insurance Organization (SIO), supervised salary disbursements for March, April and May 2020, followed by payment of 50 % of salaries for June, July and August. A further 50 % of the salaries of insured Bahrainis in the most affected private‑sector establishments was paid for July, August and September 2020, and the same proportion was paid for Bahrainis in sectors still facing total or partial closures for a further three‑month period from October to December 2020. 2. Electronic recruitment: Despite the pandemic’s impact on private‑sector employment, the Ministry completed about 19,000 recruitment processes in 2020—covering candidates either selected directly by the Ministry or referred by employers for placement. To streamline hiring, the Ministry enhanced its electronic infrastructure by introducing an automated job‑seeker registration system and launching a permanent Electronic Employment fair, which enables job seekers to register and choose from available opportunities while the Ministry tracks recruitment procedures and schedules periodic reviews entirely through eServices, eliminating the need for personal attendance. 3. Unemployment insurance: As part of efforts to enhance social protection for citizens, around 20,000 job seekers had qualified for unemployment benefits and compensation by October 2020, after duplicate names were removed from the monthly lists. The Ministry disburses unemployment benefits to eligible job seekers at BD200 per month for university graduates and BD150 per month for those with lower academic qualifications, while 60 % of salary is paid for up to 9 months to dismissed workers entitled to compensation. An eServices system has been launched for direct communication with job seekers, enabling them to submit inquiries or grievances and to view detailed data on unemployment beneficiaries. 4. Licensing 757 training programmes: The year 2020 witnessed significant advancements in training mechanisms at private institutions and training centres through widespread adoption of distance‑learning technology, optimally leveraging technological progress in human‑resource development. Interest in the training sector continued to grow: by October, the Ministry supervised 94 licensed private training centres and institutes—16 vocational and technical centres and 78 administrative and commercial centres—and had licensed 11 new training institutions. A total of 757 training programmes were approved (43 local, 350 local passing and 334 from international awarding bodies), and 292 trainers were licensed across various training institutions. 5. Training and qualifying more than 3,000 job seekers: The Ministry developed multiple training programmes for secondary‑school graduates, university graduates and school dropouts, benefiting 3,347 job seekers by mid‑December 2020. It also signed 10 memoranda of understanding to offer free virtual training and guidance for job seekers of all qualifications, including an MoU with the Ministry of Youth and Sports Affairs to activate the On‑the‑Job Training Programme (Furas)—a vocational training route that provides on‑the‑job experience. 6. Promoting occupational safety: The Ministry intensified monitoring to ensure establishments complied with COVID‑19 precautions, supervising the sterilisation of 593 workers’ residences and other preventive measures. It contacted 1,055 work sites to verify adherence to requirements, and inspection visits to work sites and workers’ housing totalled 395 up to last November. 7. Labour inspection: From January to November 2020, labour inspectors conducted 2,227 inspection visits to verify private‑sector establishments’ compliance with the labour law, ensuring workers’ rights, appropriate working conditions, contract integrity and related matters. These inspections covered 102,466 workers—23,913 Bahrainis and 78,553 expatriates—and resulted in 97 violations and warnings. 8. Summer work ban: To protect workers and enforce Ministerial Resolution No. 3 of 2013 prohibiting work under direct sunlight in July and August, inspection teams carried out 13,658 site visits; compliance reached 99.7 %, with only 30 violating establishments and 42 violating workers recorded. 9. Labour relations: As part of its oversight role to maintain labour‑market stability and address labour disputes, the Ministry received 16,532 service requests—including amicable‑settlement requests and legal consultations—by October 2020. 50.3 % of the total complaints were resolved by the Ministry, while disputing parties were directed to the labour court if no amicable solution was reached. Collective‑labour complaints totalled 14 and were all settled within the Ministry, avoiding referral to the Collective Labour Dispute Settlement Authority. Regarding labour unions and federations, the number of unions reached 122, and the Ministry received requests to establish 3 new unions during 2020. 10. Step Programme for Home Businesses: The programme won the Arab Government Excellence Award 2020 as the best community‑development initiative launched under the League of Arab States. Its success reflects the shift from reliance on social assistance to productive home‑based enterprises: over its 10‑year lifespan 954 licences have been issued, and 48 families have become entrepreneurs by obtaining commercial records. In 2020 household sales at exhibitions totalled BD34,790. During the mask‑sewing campaign to combat COVID‑19, productive families manufactured more than 700,000 masks in partnership with the Royal Humanitarian Foundation and the Khatwa Programme, and—with Batelco’s support—produced a further 60,000 masks. Remote courses delivered through social centres and centres supporting productive families benefited 6,228 individuals. 11. Nurseries: 10 new nurseries were registered, bringing the total to 92 nurseries under Ministry supervision and regulation, with a capacity of 6428 children. Necessary precautionary measures have been implemented for nurseries to combat the spread of the Coronavirus (COVID-19). 12. Social welfare services: The number of beneficiaries of individual and group family‑counselling services and rehabilitation sessions reached 3566 individuals in 2020. Through the “Bring Us Together” initiative, the Ministry achieved family harmony and reconciliation for 89 families; communication continues with 32 families to reconcile spouses, and 42 reports on family cases were submitted to the Family Court. 13. Child Protection Centre and Batelco Child Care Home: The number of beneficiaries of Child Protection Centre services up to last November reached 384 children of both genders. Developmental and preventive programmes were provided during the same period, numbering 11 workshops, from which 330 children and adults benefited. As for the Batelco Child Care Home, 34 children resided there, and 55 social programmes were prepared for them. 14. Child Helpline 998: This free child‑support and assistance hotline receives reports of child abuse from newborns to 18 years of age. The number of cases received until November reached 60, most involving physical abuse, 30 of which were referred to the Public Prosecution. 15. Care for senior citizens: The number of day clubs licensed to serve senior citizens reached 14, and work is underway to license 5 additional clubs, as these clubs continued to provide their services remotely to more than 1600 elderly people of both genders due to precautionary measures to confront the spread of the Coronavirus (COVID‑19). The Ministry issued 165 new elderly cards during 2020, through which the elderly benefit from fee reductions for services provided by governmental and civil institutions, in addition to the transition to issuing the elderly card electronically by communicating with the Elderly Services Office remotely during the pandemic period. A number of diverse programmes were presented to enhance the quality of life of the elderly, and prosthetic devices were provided to 76 elderly people, such as wheelchairs, hearing aids and walkers. 16. Continuation of social‑centre activities: Social centres implemented 485 awareness and educational activities remotely for members of civil society institutions during 2020 across social, cultural, economic, health and educational fields, benefiting 22,931 individuals. 17. Civil society institutions: Regarding the Ministry’s support for civil society institutions, the total number of NGOS reached 644 that the Ministry follows up, supervises and regulates in accordance with the law. 7 New NGOs were registered during 2020, while the legal status of 12 associations was corrected. 18. Fundraising licences: The Ministry facilitated procedures for granting licences to collect money for charitable and humanitarian work, reaching 222 licences; licences to transfer money abroad totalled 118; and licences to receive money from abroad numbered 61. 19. Financial support for people with low incomes: The number of beneficiary families under the financial support programme for low‑income people (High Cost Allowance) reached 126,346 up to December 2020, with a total disbursed value of BD113,762,155. 20. Social Security: 17,009 citizens—families and individuals—benefited from Social Security assistance up to December 2020, with a total value of BD20,890,695. 21. Disability allowance: The disability allowance was disbursed to 12,388 citizens with disabilities, with total payments amounting to BD15,855,500 up to December 2020. 22. Housing‑fire compensation: During 2020, 51 families were compensated for housing fires. Reducing electricity and water fees: Fees were reduced for 12,754 families benefiting from the social assistance system up to the end of August 2020. 23. Cash compensation for lifting meat subsidies: Cash compensation for lifting the meat subsidy reached 169,130 beneficiary families up to October 2020, with total disbursements of BD28,369,416. 24. Rehabilitation services for people with disabilities: The total number of People of Determination in the Kingdom of Bahrain reached 12,388. More than 40 licensed private and civil centres serve this group; 12 of the civil centres receive support through the Academic Rehabilitation Grants Programme, benefiting about 699 male and female students with determination. In addition, 6 government centres—comprising rehabilitation and academic facilities managed by the Ministry of Labour and Social Development—serve 220 People of Determination. Employment initiatives placed 229 People of Determination in the private sector during 2019‑2020; 35 completed driver training in cooperation with the General Traffic Department, and 86 requests for assistive devices were fulfilled.

On this occasion, Humaidan commended Ms. Al-Darazi’s efforts and her outstanding competence in carrying out the tasks assigned to her, working in a spirit of cooperation with the team and demonstrating humanity. MLSD Minister: Many families still depend on the sea as the only source of income for their livelihood

His Excellency the Minister of Labour and Social Development, Mr. Jameel bin Mohammed Ali Humaidan, emphasised that the livelihood of the people of Bahrain has been linked to the sea for many decades, and that it was the main profession on which fathers and grandfathers relied until the discovery of oil led some to pursue other professions. However, many families have continued and inherited the fishing profession as their primary profession, and the sea has remained their source of income. He noted the importance of ensuring their safety when practising their profession at sea, which is their only source of livelihood. He pointed out the importance of restoring the conditions that have been known for successive generations, by the State of Qatar allowing Bahraini sailors to fish in Qatari waters up to the Qatari‑Emirati border, and in return, the Kingdom of Bahrain allowing Qatari sailors to fish in Bahraini waters up to the Bahraini‑Saudi border. Humaidan commended the royal directives for the relevant authorities in the Kingdom of Bahrain to compensate Bahraini sailors harmed by the measures taken by the Qatari authorities. He affirmed that the Ministry of Labour and Social Development has implemented the royal directives within its remit and will not hesitate to do everything possible to preserve the rights of fishermen. Humaidan highlighted the importance of direct bilateral negotiations with Qatar to reach an agreement on continuing to allow fishermen in both countries to practise their trade, in accordance with decades‑old custom, in a way that benefits citizens of both nations and strengthens joint Gulf co‑operation.
