The Technical Committee for the Development Meets for Implementing Gulf Manual for Classification and Occupational Description in GCC

The Kingdom of Bahrain, in its capacity as Chair of the current session of the Council of Ministers of Labour and the Council of Ministers of Social Affairs of the Gulf Cooperation Council (GCC), chaired the regular meeting of the Technical Committee for the Development of the Gulf manual common vocational classification and description. The meeting, held via videoconference and led by Dr Ismail Al Alawi, Director of Training and Manpower Development at the Ministry of Labour and Social Development, brought together representatives of GCC Ministries of Labour and national statistical agencies. The committee approved member‑state proposals to add a number of occupations to the Manual to keep pace with developments in GCC labour markets; it also examined occupational descriptions and their skill levels, together with the translation and harmonisation of the Manual with the international version. The first edition of the Gulf manual common vocational classification and description dates to 1990, and it has been updated several times, with the most recent version approved by the Council of Ministers of Labour of the GCC in 2014. The Council has instituted a periodic review mechanism through a committee that convenes annually to consider updates. The Manual provides a common language of understanding between GCC labour ministries and statistical centres on the one hand, and private‑sector requirements on the other; it also serves as a means of advancing the principles and objectives of the Gulf Common Market.

MLSD Minister briefs Bahrain's ambassador to Indonesia on coordination efforts with labor-exporting countries

His Excellency the Minister of Labour and Social Development, Chairman of the Board of Directors of the Labour Market Regulatory Authority, Mr Jameel bin Mohammed Ali Humaidan, met on Tuesday at the Ministry with His Excellency Ambassador Ahmed Abdullah Al Harmsi Al Hajri, following the issuance of the Royal Decree appointing him as the Kingdom of Bahrain’s Ambassador to the Republic of Indonesia. During the meeting, Humaidan congratulated Ambassador Al Hajri on the Royal trust placed in his appointment, wishing him every success in his diplomatic duties to enhance cooperation between the two friendly countries. Humaidan also briefed the Ambassador on the Kingdom of Bahrain’s efforts to coordinate with labour‑exporting countries to safeguard the rights of workers and employers, while ensuring the optimal implementation of regulations that maintain balanced labour relations and a decent work environment consistent with international labour standards. For his part, Ambassador Al Hajri affirmed his commitment to protecting the interests of Bahraini citizens in the Republic of Indonesia, particularly with regard to labour recruitment and the related laws and regulations in force in Bahrain that protect the rights of all parties; he also underscored his resolve to strengthen frameworks for cooperation across various fields.

MLSD Minister Receives Jamal Al-Yaqout Book

His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, met in his office at the Ministry with the Director of the Saudi newspaper Al Jazirah in the Kingdom of Bahrain, writer Mr Jamal Mohammed Al Yaqout, who presented him with a copy of his book, The Beauty of Words is Beauty. The volume features famous sayings and expressive imagery, in addition to photographs documenting the writer’s meetings with several heads of state and prominent figures. During the meeting, Humaidan praised Al Yaqout’s contributions to the media and writing fields, noting the notable effort invested in the book and its demonstration of the beauty of the Arabic word and its impact on the human psyche. He noted that the work is a valuable addition to the Arab library and heritage, particularly for those interested in culture, as it documents—through photography—the men who contributed to building their countries and the personalities who left their mark on social and economic life. For his part, Al Yaqout commended the Minister of Labour and Social Development’s support for media professionals and writers, encouraging creativity and enriching Bahraini and Gulf libraries with publications that reflect the heritage and history of the region and its cultural legacy across various fields.

In implementation of Article 22 of the Children’s Restorative Justice Law ..MLSD Minister Reviews the Final Preparations for child abused Shelter

On Tuesday, His Excellency the Minister of Labour and Social Development, Chairman of the National Commission for Childhood, Mr Jameel bin Mohammed Ali Humaidan, conducted an inspection visit to the Batelco Child Care Home in Seef and the Child Protection Centre in Gudaibiya, both affiliated with the Ministry of Labour and Social Development. He was accompanied by a number of ministry officials to verify the final preparations for the commencement of operations at the shelter for abused children and to ensure the provision of the highest‑quality services therein. The shelter will subsequently be relocated to the Social Care Complex in Hamad Town following completion of construction. Humaidan affirmed that this step forms part of close cooperation and integration with other government entities, including the Ministry of Justice, Islamic Affairs and Waqf, the Ministry of Interior, and the Public Prosecution, in implementation of Law No. (4) of 2021 Promulgating the Restorative Justice Law for Children and their Protection from Maltreatment, and in particular Article (22) of its Executive Regulations, which takes effect on 18 August. That Article provides that “The Restorative Justice Court for the Child or the Judicial Committee for Childhood may place the child in a social welfare institution or societies of the ministry concerned with Social Development or these institutions approved by the Court or the Committee”, so that the best interests of the child take priority in all rulings, decisions, and procedures, regardless of the issuing or implementing authority. In this context, His Excellency stated that commencing implementation of the law will further consolidate the Kingdom of Bahrain’s regional and international standing in the protection of human rights, within the comprehensive development process of His Majesty King Hamad bin Isa Al Khalifa, the country's great King, may God protect and preserve him, and under the continued support and diligent follow‑up of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, to complete, promulgate, and operationalise this law in a manner that promotes the interests of the child and guarantees the right to live in peace. Humaidan explained that the Ministry of Labour and Social Development has worked to implement Article (43) of Law No. (37) of 2012 with respect to the Promulgation of the Child Law, including the establishment in 2007 of the Child Protection Centre affiliated with the Ministry. The Centre incorporates branch offices of the Ministry of Justice, Islamic Affairs and Waqf, the Ministry of Interior, the Ministry of Health, the Ministry of Education, and the Public Prosecution, and operates effectively under the powers granted by law. It serves as the central body for child protection, mandated to assess and follow up on cases involving abuse, physical and psychological harm, neglect, and sexual assault. He added that the Child Rescue and Support Line 998 was launched in 2011 to provide guidance, active listening, and referral to the relevant authorities when necessary. The Kingdom of Bahrain remains a pioneer in codifying children’s rights through numerous decree‑laws and by acceding to international instruments safeguarding children’s rights, most notably the United Nations Convention on the Rights of the Child, ratified by the Kingdom in 1992. The Kingdom has also concluded cooperation agreements and memoranda of understanding with international organisations and their specialised committees concerned with children.

MLSD Minister praises the depth of the historical relations between Bahrain and Oman

His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, met today, Sunday, in his office at the Ministry, with His Excellency Mr Abdullah bin Rashid bin Ali Al Mudailwi, Ambassador of the Sultanate of Oman to the Kingdom of Bahrain, on the occasion of the end of his diplomatic tenure in the Kingdom. During the meeting, Humaidan praised the deep‑rooted and historical relations between the two brotherly countries and their progress at various levels. He commended the Ambassador’s efforts in strengthening and developing joint work and coordination to meet the aspirations of the leadership and peoples of both brotherly countries, wishing him continued success in his upcoming assignments. For his part, Al Mudailwi expressed his thanks and appreciation to the leadership of the Kingdom of Bahrain for the support he received in strengthening Bahraini‑Omani relations. He noted the development and growth the Kingdom is witnessing, and the promising opportunities for further progress across various fields. He commended Bahrain’s experience in developing the labour market and launching development initiatives in human resources development and social care, wishing the Kingdom continued progress and prosperity in this prosperous era.

MLSD Minister discusses with Engineering Offices Association the benefit of urban development and infrastructure projects to employ citizens of engineering graduates in various specializations

His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, met in his office with the Chairman of the Board of Directors of the Engineering Offices Association, Eng. Mazen Ahmed Al-Omran, along with several board members. The meeting discussed ways to enhance joint cooperation in providing appropriate vocational training for engineering graduates, and to facilitate and accelerate their integration into private sector establishments. During the meeting, the Association’s principal activities, programmes and initiatives were reviewed with a view to developing the engineering offices sector by providing technical support and contributing to the development of vocational education and training across engineering disciplines. The objective is to strengthen the Kingdom of Bahrain’s position as a centre for engineering consultancy, attract investment, and generate more job opportunities across the engineering professions. In this context, Humaidan emphasised that strengthening engineers’ skills and training capabilities enhances the competitive advantage of Bahrainis in employment, commending the Association’s efforts in this regard. He noted that the Ministry targets Bahraini engineering graduates for integration into the private sector in light of increasing demand from institutions and companies, particularly in the construction and building sector, as well as the electronic and electrical engineering sectors and other engineering branches. For his part, Al‑Omran emphasised the importance of cooperation with the Ministry of Labour and Social Development to accelerate the employment of engineering graduates in various disciplines and to provide vocational training that makes them the preferred choice for employment in engineering firms. MLSD Minister Sponsors the Graduation Ceremony of 244 Trainees in the Financial Management Program for NGOs

Under the patronage of His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, the Ministry organised a graduation ceremony for 244 trainees in the Financial Management Programme (ETP) for NGOs and similar organisations, in cooperation with the Institute of Public Administration (BIPA), a number of private‑sector establishments and specialised professional associations. The ceremony was held via electronic videoconferencing technology, with the participation of the Director‑General of the Institute of Public Administration, Dr Raed Mohammed bin Shams, and a number of relevant governmental, private and civil society organisations. The training programme, the first of its kind, aims to enhance the capabilities of civil society workers to manage their development institutions efficiently and competently, enabling them to manage their organisations’ funds professionally, in addition to protecting them from exploitation in the fields of money‑laundering and terrorist financing. This initiative accords with the eighth recommendation of the Financial Action Task Force (MENAFATF), concerned with combating the financing of terrorism in the non‑profit sector, and enables civil society workers to obtain a professional certificate in managing these organisations’ funds. The programme is delivered through an electronic platform established by the Institute of Public Administration to implement training programmes directed at NGOs. On this occasion, His Excellency the Minister of Labour and Social Development, congratulated the graduates who successfully completed the training and obtained the professional certificate in managing NGOs’ funds. He expressed appreciation for the efforts of the Institute of Public Administration and the programme sponsors, which have contributed to qualifying and empowering employees of NGOs to manage their organisations’ funds effectively and professionally, in accordance with local and international laws. The Minister underscored the importance of such joint initiatives between the public and private sectors, through which many development goals are realised, in addition to supporting and assisting civil society organisations in managing their financial and legal affairs. He noted that this initiative, implemented through community partnership among the government, private and civil sectors, reflects the esteemed Government’s orientation to strengthen the development process, overcome challenges and raise institutional performance through constructive cooperation among the relevant parties. He expressed hope that this cooperation would continue in a manner that advances financial practices of NGOs in their dealings with internal and external stakeholders, while supporting the civil sector and enabling it to perform its role in community development. His Excellency further noted that the success achieved by this joint initiative is among the most notable successful practices presented by the Kingdom of Bahrain in its report to MENAFATF, confirming implementation of the eighth recommendation in this regard and ensuring that these organisations are able to manage their funds professionally and protect them from exploitation. In his address, the Director‑General of the Institute of Public Administration, Dr Raed Mohammed bin Shams, highlighted the shared strategic vision uniting the Institute and the Ministry of Labour and Social Development, reflected in their community partnership. This led to the establishment of an electronic training platform serving NGOs, which is being further developed to meet current and future needs. He underscored the importance of the Financial Management Certificate for NGOs, presented via this platform, in raising the efficiency of national cadres and qualifying them to manage administrative and financial work systems in line with development aspirations. He added that the Ministry’s efforts are clearly evident in embracing NGOs and providing appropriate support aligned with current requirements, culminating in the graduation of an elite cohort capable of managing the financial operations of NGOs with professionalism and expertise.

The Ministry of Labor and Social Development signs an agreement with Yusuf bin Ahmed Kanoo Company to build a comprehensive social center in the Capital Governorate

As part of the ongoing close cooperation between the public and private sectors to improve development services provided to citizens, His Excellency the Minister of Labour and Social Development, Mr. Jameel bin Mohammed Ali Humaidan, and the Chairman of Yusuf Bin Ahmed Kanoo Group, Mr. Khalid Mohamed Kanoo, signed a joint agreement under which the Group will finance the construction of a comprehensive social centre in the Capital Governorate under the name “Mubarak Kanoo Comprehensive Social Centre”. The Ministry of Works, Municipalities Affairs and Urban Planning will directly supervise its implementation. The ceremony was held at the Yusuf Bin Ahmed Kanoo Group’s headquarters in Manama, in the presence of the Vice Chairman of the Board of Directors, Mr. Fawzi Ahmed Kanoo, Board Member, Mona Mubarak Kanoo, Undersecretary for Works Affairs, Engineer Ahmed Abdulaziz Al Khayyat, and a number of senior officials. The project aims to provide social and development services to all members of Bahraini society, while also promoting a spirit of social cohesion and solidarity through various social and development programmes and projects. It also aims to foster community partnerships with government, civil society, and private sectors to achieve sustainable development goals. On this occasion, His Excellency the Minister of Labour and Social Development praised the continuous and pioneering charitable and humanitarian contributions of Yusuf Bin Ahmed Kanoo Group to implement development and welfare projects in the Kingdom of Bahrain, which aim to enhance the level of social protection, as well as improve the services provided to various segments and individuals of society. He pointed out the importance of combining national efforts to promote and establish the values of social solidarity, as stated in the general principles of the government programme. In this context, he appreciated the humanitarian role played by the private sector as partners in building and strengthening the comprehensive and sustainable development renaissance led by His Majesty King Hamad bin Isa Al Khalifa, the great King of the country, may God protect and preserve him. Humaidan affirmed the Ministry of Labour and Social Development's commitment to continuing to advance comprehensive development through cooperation and coordination with various government, private, and civil society sectors to implement initiatives and projects relevant to the ministry's mandate, serving the interests of citizens and residents and achieving success for the Kingdom. For his part, Khalid Mohammed Kanoo, the dignitary, affirmed that Yusuf bin Ahmed Kanoo Group was keen to commemorate the memory of the late Mubarak Jassim Kanoo, may God have mercy on him, in recognition and appreciation of his contributions and distinguished role in the Group and in serving his community, his family and his country. He pointed out that this social centre is the first of its kind in the Kingdom of Bahrain, as it provides comprehensive and integrated social services. He emphasised the Group’s keenness to build a community partnership with government institutions in various fields, especially with the Ministry of Labour and Social Development, given the ministry’s social development initiatives and projects for various segments of Bahraini society, which reflect the directives of our wise leadership. Yusuf Bin Ahmed Kanoo Group will cover the construction and furnishing costs, which amount to approximately one million Bahraini dinars, according to the approved specifications. The engineering designs for the project, which is being built on land owned by the Government of the Kingdom of Bahrain, with an area of 4,700 square metres, have been prepared. The Ministry of Works, Municipalities Affairs and Urban Planning is implementing it. The building is scheduled to be constructed on three floors, including a celebration and events hall, a social day club for parental care, a section for productive families, and various sections for all social services, such as social research, family guidance services, and social assistance services, in addition to sections for childhood services, family services, and incubators for productive families.

MLSD Minister stresses the importance of the role of judicial control officers in supervising law and preserving the rights of the three production parties

His Excellency Mr Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, administered the legal oath to three newly appointed judicial police officers during a ceremony held at the Ministry’s headquarters. Labour inspection specialists Ms Wadiah Al Sayed Hamid Mustafa and Mr Ali Redha Salman, together with occupational‑safety engineer Ms Zainab Abdulnabi Bu Hamid, were sworn in after being formally granted judicial‑police status in accordance with the established legal procedures. They will now assume their duties within the Inspection and Occupational Safety Department, empowered to exercise judicial‑control functions stipulated in Law No. (36) of 2012, issuing the Labour Law in the Private Sector. During the meeting, Humaidan underlined the pivotal role of inspection staff in overseeing implementation of the law with utmost honesty, accuracy and professionalism; strengthening supervision to protect the rights of the three production parties within the framework and provisions of Law No. (36) of 2012, issuing the Labour Law in the Private Sector and its related decisions; monitoring compliance with all labour legislation; and ensuring adherence to occupational‑health‑and‑safety standards at workplaces. He urged the inspectors to uphold values, honesty and loyalty, and to stay informed about the latest decisions and developments in the Labour Law while pursuing continual self‑development to enhance professional efficiency.

MLSD Minister Planning with the CEO of (BAS) the Process to Employ National Labour

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, met in his office at the Ministry with Eng. Mohammed Khalil Ahmed, Chief Executive Officer of Bahrain Airport Services Company (BAS), accompanied by Mr. Salman Saleh Al Mahmeed, former Chairman of the Company. During the meeting, the Company’s plans for employing national workers were reviewed, as well as its training and development programmes for the Company’s national workforce, which will contribute to enhancing productivity and competitiveness. The meeting also examined National Employment Programme 2.0 and the role of national companies and institutions in ensuring the success of such initiatives aimed at integrating citizens into the labour market. In this context, Humaidan stressed that national human capital is the ideal investment for development, owing to Bahrainis’ professional discipline and keenness to contribute to the successive achievements of the organisations in which they work. He praised BAS’s plans to employ more citizens across its various departments and divisions, and noted the efforts made by the former CEO to raise the Company’s performance. He also wished the new CEO success in continuing the Company’s distinguished journey in serving the national economy. For his part, the Company’s CEO, Eng. Mohammed Khalil Ahmed valued the Minister’s confidence in BAS, emphasising that the policy of employing national workers is ongoing. He praised, in this context, the training programmes provided by the Ministry of Labour and Social Development in coordination with the Labour Fund (Tamkeen), which equip the labour market with skilled talent capable of steering production across diverse economic sectors.

During the meeting, ways to enhance cooperation and joint coordination between the Ministry of Labour and Social Development and the National Institution for Human Rights were discussed, in a way that contributes to strengthening efforts to protect the rights of citizens and residents and consolidating the comprehensive development approach of His Majesty King Hamad bin Isa Al Khalifa, the great King of the country, may God protect and preserve him. In this context, Decree‑Law No. (16) issued by His Majesty the King, may God protect and preserve him, amending some provisions of the Labour Law in the private sector and adding an article to the law stipulating ‘Discrimination in the wages between male and female workers in jobs of the same value shall be prohibited’, was appreciated, underscoring the Kingdom’s commitment to equality and non‑discrimination. Alderazi and the Board members commended the Ministry’s labour and development services delivered to all segments of society, stressing the importance of sustained cooperation to reinforce Bahrain’s leading human rights standing and to achieve shared national objectives that safeguard the rights of all.

MLSD Minister Receives a Copy of Master's Thesis on "Smartphone Applications & their Role in Developing Digital Media Practice"

His Excellency the Minister of Labour and Social Development, Mr. Jameel bin Mohammed Ali Humaidan, received researcher Amina Abbas AlMowali, who presented him with a copy of her Master’s thesis in Digital Media from the University of Bahrain’s College of Arts, entitled “The role of smartphone application design in enhancing the professional practices of digital media practitioners.” Humaidan praised AlMowali’s academic effort, underlining the value of studies that track global technological advances and offer rich insights for those engaged in media work, adding that her research represents an important contribution to Arab and international literature on digital media and remote‑work environments by providing results that inform and guide digital‑media practitioners and their stakeholders. AlMowali, in turn, expressed appreciation for the Minister’s support and encouragement of Bahraini authors and researchers, noting that such backing motivates further publications and studies that serve the Kingdom’s ongoing development and progress.

MLSD Minister: The decree consolidates women's rights and enhances their role in the private sector

His Excellency the Minister of Labour and Social Development, Chairman of the Board of Directors of the Labour Market Regulatory Authority, Mr. Jameel bin Mohammed Ali Humaidan, praised the issuance of Legislative Law No. 16 of 2021 by His Majesty King Hamad bin Isa Al Khalifa, King of the country, may God protect and preserve him, with respect to amending certain provisions of Law No. 36 of 2012 Promulgating the Labour Law in the Private Sector, by adding a second paragraph to Article 39, which prohibits discrimination in wages between male and female workers performing work of equal value. He noted that the amendment reflects His Majesty’s commitment to consolidating equality and safeguarding the rights of all workers without discrimination, a principle that Bahrain has long entrenched within its human‑rights framework and codified through legislation, consistent with Article 18 of the Constitution, which stipulates that "People are equal in human dignity, and citizens are equal before the law in public rights and duties. There shall be no discrimination among them on the basis of sex, origin, language, religion or creed." Humaidan pointed out that this amendment upholds equality and justice, strengthens the rights of working women, and enhances the role of Bahraini women, especially within productive sectors, motivating them to participate in the workforce. He noted that the decree forms part of a series of national measures aimed at preventing discrimination between women and men in the workplace. The Minister also affirmed that the new article is legally binding on all establishments operating in the Kingdom of Bahrain, adding that the Ministry of Labour and Social Development will, through its oversight of the Labour Law, verify compliance via established mechanisms. He urged all employers to align their wage structures with the Royal Decree’s provisions and confirmed the Ministry’s readiness to provide guidance to any establishment that requires assistance. He noted that the amendment reflects His Majesty’s commitment to consolidating equality and safeguarding the rights of all workers without discrimination, a principle that Bahrain has long entrenched within its human‑rights framework and codified through legislation, consistent with Article 18 of the Constitution, which stipulates that "People are equal in human dignity, and citizens are equal before the law in public rights and duties. There shall be no discrimination among them on the basis of sex, origin, language, religion or creed." Humaidan pointed out that this amendment upholds equality and justice, strengthens the rights of working women, and enhances the role of Bahraini women, especially within productive sectors, motivating them to participate in the workforce. He noted that the decree forms part of a series of national measures aimed at preventing discrimination between women and men in the workplace. The Minister also affirmed that the new article is legally binding on all establishments operating in the Kingdom of Bahrain, adding that the Ministry of Labour and Social Development will, through its oversight of the Labour Law, verify compliance via established mechanisms. He urged all employers to align their wage structures with the Royal Decree’s provisions and confirmed the Ministry’s readiness to provide guidance to any establishment that requires assistance.

Humaidan praised the ambassador’s efforts during his service in Bahrain, noting his contribution to strengthening bilateral relations between the two friendly countries and deepening joint cooperation across all fields, particularly the labour sector, and wished him success in his future assignments. For his part, the Nepalese ambassador expressed gratitude to Bahraini officials for the support and cooperation he received, which contributed significantly to the success of his mission. He highlighted the Kingdom’s prominent international standing, citing the progress it continues to make in areas such as labour and social welfare.

The Ministry of Labour and Social Development and all its affiliates have participated in the national campaign to conduct 50,000 tests for the “Genome Project”, supervised by the National Genome Centre team at the Ministry of Health in Bahrain. Ministry employees and affiliates took the initiative to join the tests, reflecting their commitment to supporting national initiatives and improving healthcare provided to citizens in the Kingdom of Bahrain. This national project aims to provide better, healthier living opportunities for present and future generations, improve treatment prospects, enhance the quality of health services, prevent genetic and chronic diseases, and develop effective medicines to treat them. It also seeks to create a DNA database for all Bahraini residents. These readings will supply comprehensive health data to aid in diagnosing and detecting diseases, determine individuals’ susceptibility to them, and gauge their response to various treatments. The Ministry of Labour and Social Development affirmed that its participation in this humanitarian initiative reinforces the strategic objectives of the Genome Project and encourages all citizens to participate in the national programme. By doing so, they will help build and develop this scientific endeavour, thereby enhancing the health of participants, their families and Bahraini society as a whole.

The meeting reviewed labour‑market indicators for the first half of 2021, the progress of National Employment Programme 2.0, and the results of the measures adopted by the esteemed Government—headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, may God protect him—to shield the market from the economic effects of the Coronavirus (COVID‑19) pandemic. The discussion also covered future plans and initiatives to accelerate employment, integrate citizens across productive sectors, and enhance training so that Bahraini jobseekers become employers’ preferred choice. Humaidan reaffirmed the Ministry’s determination to sustain employment rates during this exceptional period. He noted that Government wage‑support measures for national workers in the private sector have underpinned their job and living stability, while the incentives offered under National Employment Programme 2.0 have further boosted citizens’ employment prospects. He also praised the Council of Representatives for its cooperation in enacting responsive legislation that supports the Ministry’s projects and keeps pace with rapid labour‑market changes. For his part, MP Al‑Nufaie welcomed the positive labour‑market indicators recorded in the first half of the year, stressing that combined national efforts have maintained market stability amid the pandemic. His Excellency the Minister of Labour and Social Development, Chairman of the Board of Directors of the Labour Market Regulatory Authority, Jameel bin Mohammed Ali Humaidan, affirmed that the measures taken by the esteemed Government—headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, may God protect him—and His Highness’s directives to launch the National Employment Programme 2.0 at the beginning of this year have enhanced the stability of the local labour market, stimulated recruitment and generated private‑sector opportunities despite the exceptional circumstances caused by the Coronavirus (COVID‑19) pandemic. The Programme is progressing as planned: 56 per cent of its targets have already been met, with 14,011 citizens placed across productive sectors to date out of the 25,000 jobs earmarked for 2021. Government initiatives have likewise succeeded in limiting lay‑offs stemming from the pandemic’s economic impact. Reviewing the Cabinet’s labour‑market‑indicator report for the first half of 2021 and developments under National Employment Programme 2.0, Humaidan said employment levels are expected to rise as many productive sectors enter a recovery phase—thanks to the close cooperation of all partners and stakeholders—which will further accelerate the integration of Bahraini jobseekers into private‑sector establishments. In coordination with the Labour Fund (Tamkeen), the Ministry has continued training programmes for jobseekers: 5,754 individuals have so far acquired the skills demanded by the market, towards a target of 10,000 trainees by year‑end. The report shows that 68 per cent of the total Bahraini workforce is now employed in the private sector, underscoring that sector’s pivotal role in supporting the national economy and absorbing new entrants. The Ministry’s vacancy bank currently lists 4,801 openings, which are being used to match job seekers with roles appropriate to their qualifications. To prioritise citizens for suitable vacancies, the Government introduced in January 2021 a new mechanism requiring private institutions seeking to recruit from abroad to advertise posts in the local press for three weeks. To date, 13,365 vacancies have been publicised under this system, and the Ministry has targeted those compatible with Bahraini jobseekers’ credentials. Wage stability has also been maintained. The average total wage in the first quarter of 2020 was seven hundred and eighty‑eight dinars, while the average Bahraini wage in the private sector rose to seven hundred and seventy dinars in the first quarter of this year. By the end of Q1 2021, 56 per cent of Bahraini private‑sector employees were earning in excess of four hundred dinars per month. Concluding, Humaidan stressed that the Government places the employment of Bahrainis in the private sector at the forefront of its priorities. The recently approved National Labour Market Plan contains initiatives underscoring this commitment. He called for concerted efforts to integrate citizens into enterprises, noting that Bahraini workers' loyalty, honesty and productivity provide the surest guarantee of business stability and growth. Continuous professional training—pre‑employment and on-the-job—is essential to equip nationals with the skills the market requires. The Minister expressed confidence that employers will continue to seek out Bahraini talent to drive production across all commercial and economic sectors of the Kingdom.

His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, today received Dr. Essam Ismail Al‑Alawi, Director of the Training and Manpower Development Directorate, who presented him with a copy of his book The Nightingale in the Hearts of Bahrainis. The book gathers more than 150 personal stories and reflections in which citizens express their affection for the late Egyptian singer Abdel Halim Hafez, recounting the artistic creativity of the golden age of Arabic songs and the musical legacy he left behind. It thus documents the wider artistic and cultural renaissance of that era. Humaidan commended the publication, noting that it chronicles Bahrainis’ enduring relationship with Abdel Halim Hafez and captures Arab art as an integral part of the region’s history that deserves careful documentation. He praised the author’s effort in recording the impressions of the Bahraini public regarding a period regarded as one of the most significant in Arab music and song, and he reaffirmed the Bahraini people’s deep appreciation of Egyptian culture and art.

His Excellency the Minister of Labour and Social Development, Mr. Jameel bin Mohammed Ali Humaidan, met in his office today, Thursday, with the Chairman of the Board of Directors of the Bahraini Chemists’ Society, Dr. Abdul Wahid Abdul Wahab Al‑Nakal, in the presence of several members of the Society’s Board of Directors. The Bahraini Chemists’ Society's most prominent objectives, current programmes, and future plans were reviewed during the meeting. Ways to enhance cooperation were also discussed, which would contribute to advancing the Society’s activities and enhancing the chemistry sector’s contribution to the process of growth and development in society. Humaidan praised the efforts of the Bahraini Chemists’ Society and its endeavours to raise the educational and professional level of workers in chemistry specialities and provide them with the opportunity to exchange experiences and information in this scientific field. In this context, he emphasised the Ministry’s ongoing endeavours to strengthen the status of specialised NGOs and enable them to exercise their essential role in achieving their development goals through positive participation and cooperation with relevant authorities. He also commended the Society’s achievements and ability to effectively contribute to building chemistry in the Gulf Cooperation Council countries, thus gaining confidence and making Manama the headquarters of the Gulf Chemists’ Union. For his part, the Chairman of the Board of Directors of the Bahraini Chemists’ Society commended the Ministry of Labour and Social Development’s efforts to enhance the capabilities of NGOs, stressing the Society’s commitment to launching and implementing initiatives aimed at consolidating the Kingdom of Bahrain’s position in the field of chemistry and strengthening cooperation with the Gulf Cooperation Council countries to contribute to the development of chemistry in a manner consistent with the requirements of a sustainable Gulf renaissance.
