Training institutes and centers gradually resume their activities September 3 .. MLSD Minister issues a circular obligating private training institutions with controls and requirements

Acting on the directives of the Coordination Committee chaired by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, to permit the gradual resumption of training institutes as of 3 September 2020 while curbing the spread of Coronavirus (COVID‑19), His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, has issued an administrative circular to every licensed vocational‑training institution. The circular details the compulsory precautionary requirements and controls that must be observed from the moment on‑site training services restart and will remain in force until further notice. Humaidan explained that reopening the training sector serves the national interest because vocational training is essential for maximising human‑capital investment, upgrading professional skills and advancing careers in the labour market. He therefore stressed that strict adherence to all health requirements is mandatory for teaching staff, administrative personnel and trainees alike. Ministry inspectors will conduct periodic visits to verify compliance; any violation will trigger legal penalties, which may extend to the temporary closure of a non‑compliant centre. Under the circular, owners, managers, instructors and learners are obliged to implement every directive issued by the Ministry of Health, ensuring that anyone present on the premises is fully protected against the risk of COVID‑19 transmission.  The circular obliges every private training centre and institute to enforce a comprehensive package of health measures. All employees, instructors and trainees must undergo a temperature check at the entrance each day, and anyone registering more than 37.5 °C is denied entry. Suspected cases showing COVID‑19 symptoms or believed to have been exposed to an infected person must be reported immediately via the national hotline 444. Everyone on site must sterilise shared tools before and after use and comply with the Ministry of Health and National Campaign to Combat Coronavirus guidelines. Class sizes are capped at ten trainees per instructor, with a minimum physical distance of two metres maintained at all times. Premises—including classrooms, training areas, equipment, offices, devices and restrooms—must be disinfected regularly, and seating must be cleaned frequently. Protective face masks are mandatory for all staff and trainees, and entry is prohibited without one. In addition, centres may not provide snacks or beverages to trainees during their stay. The circular encourages institutes to continue and expand virtual training, allowing each programme to combine classroom and online instruction when appropriate, in line with the terms approved by the Ministry of Labour and Social Development, Tamkeen, and the Education and Training Quality Authority under Circular 04‑2020. It also authorises on‑the‑job training to resume at workplaces, provided occupational health and safety requirements are strictly observed and all Ministry of Health and National Campaign to Combat Coronavirus guidelines are followed. In addition, institutes may administer international examinations either on a one‑to‑one basis or to small groups of no more than five persons, including the invigilator, while fully complying with the conditions set out in the decision.

His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, announced that compliance with Ministerial Resolution No. (39) of 2013, regarding the prohibition of working under sunlight and open places during the afternoon period from 12 noon until 4 pm in July and August, reached 99.7 per cent in 2020. He reiterated the Kingdom’s determination to foster an exemplary working environment by applying the highest occupational‑safety standards, continually updating health‑and‑safety legislation, and mitigating workplace risks to reduce injuries and accidents. Marking the conclusion of this year’s midday‑work ban on 31 August, Humaidan noted that compliance continued to improve over previous years, confirming that enterprises operating in Bahrain now implement the resolution optimally. He stressed that the decision embodies humanitarian and legal principles while yielding economic gains for employers, who benefit from rescheduling work hours in ways that maintain productivity and curb costs associated with heat‑related incidents. He commended employers for providing the protective measures necessary to shield workers from heat exhaustion and sunstroke during Bahrain’s peak summer temperatures and humidity. Humaidan emphasised that such high compliance underscores national commitment to international labour standards and encourages further legislation that safeguards the workplace from the economic repercussions of occupational accidents. The resolution, he added, reflects Bahrain’s distinguished record of respecting human rights—especially those of workers who contribute to the Kingdom’s development—and positions Bahrain among advanced nations in caring for labour rights and maintaining a safe, injury‑free working environment. During the two‑month ban, the Ministry conducted 13,658 inspection visits, issuing fines to only 30 establishments and recording 42 violating workers. Offenders have been referred to the judiciary in accordance with Article (192) of Law 36 of 2012, promulgating the Labour Law in the Private Sector, which stipulates that ‘any person who violates any of the provisions of Part Fifteen and Orders issued for its implementation shall be liable for a prison sentence not exceeding three months and a fine of no less than Bahrain Dinars five hundred and not exceeding Bahrain Dinars one thousand, or either penalty.

His Excellency the Minister of Labour and Social Development and Chairman of the Labour Market Regulatory Authority’s Board, Mr Jameel bin Mohammed Ali Humaidan, praised the Cabinet—chaired by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister—for approving a package of initiatives to refine the policy governing flexible work permits for foreign employers. These initiatives form part of Bahrain’s ongoing labour‑market reviews and are designed to secure job opportunities for citizens, make Bahrainis the first choice in recruitment and balance the rights of workers and employers. In this context Humaidan commended the keenness of His Royal Highness Prince Khalifa bin Salman Al Khalifa, the Prime Minister, to develop labour‑market regulations, as well as the personal and continuous follow‑up of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, in advancing labour‑market policies that underpin the comprehensive development Bahrain enjoys in this prosperous era. Humaidan indicated that the initiatives were issued pursuant to directives from His Royal Highness the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, instructing the Ministry of Labour and Social Development, the Ministry of Industry, Commerce and Tourism and the Labour Market Regulatory Authority to examine the views and proposals put forward by members of the Shura Council and the Council of Representatives, along with recommendations studied by the Bahrain Chamber of Commerce and Industry. These decisions confirm the spirit of cooperation and partnership among all concerned parties in tackling labour‑market matters. It was therefore agreed to refine and activate the flexible‑work‑permit policy in a way that safeguards the interests of all stakeholders, protects employers’ activities and stimulates commercial and economic growth. To ensure proper implementation, Humaidan noted that inspection campaigns will be intensified to verify that foreign flexible‑permit holders are not performing activities for which a permit is required. Runaway workers will be barred from applying for flexible permits, and holders will be prohibited from combining a flexible permit with a commercial registration; those currently doing so must regularise their status within six months of the permit date. Professional standards will be introduced for certain specialised jobs. Additional measures include halting promotional text messages that encourage enrolment in the flexible‑work system and stopping the registration of industrial motor vehicles used in construction and of transport buses under flexible‑permit holders. Humaidan stated that refining the flexible‑work‑permit system is timely because it tackles irregular employment and corrects labour‑market distortions. A Cabinet‑mandated committee—comprising all relevant bodies—will now draw up professional standards and requirements for twenty specified occupations and any others it deems necessary. The committee will reinforce the system’s benefits while remedying shortcomings, improper practices and violations, so that every stakeholder’s interests are protected and labour‑market growth remains sustainable. He expressed confidence that the group will propose additional controls to ensure the permit’s objectives of competitiveness and development are fully met for the benefit of citizens. The Minister added that Resolution 108 of 2017, which regularises the status of applicants for flexible‑worker permits, has already brought many irregular workers into legal employment and reduced the overall number of illegal workers—an issue Bahrain is determined to curb because of its destabilising impact on the labour market. He welcomed the partnership and consultation with the legislative authority and the Bahrain Chamber of Commerce and Industry, whose reviews and evaluations have been vital in fine‑tuning the permit scheme, amplifying its positives and resolving the negatives identified through experience.

Ministry of Labour and Social Development begins its regulatory procedures to implement the decision in cooperation with the Labour Market Regulatory Authority. His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, affirmed that the Coordination Committee—chaired by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister—has instructed the Ministry and the Labour Market Regulatory Authority to prioritise Bahraini employment by withholding overseas work permits until vacancies have been announced to citizens. Under this arrangement, the Ministry sends eligible Bahraini candidates to the applying employer, who must also advertise the positions daily in local newspapers for one week at their own expense; two weeks after the application date, the employer may opt to hire locally or recruit from abroad. This mechanism will expand suitable job opportunities for citizens while reinforcing transparency, fairness and equal competition in the labour market by ensuring Bahrainis are fully informed of vacancies in private‑sector establishments. The new vacancy‑announcement procedure triggered when an employer files an overseas‑permit request with the Labour Market Regulatory Authority adds another avenue for Bahrainis to secure positions. It complements the Ministry of Labour and Social Development’s existing system, through which employers may list openings electronically and jobseekers can apply via the Ministry’s online employment fair before any foreign recruitment is considered. Under the additional step, if an employer still pursues a work‑permit application, the LMRA will advertise the posts in local newspapers; only if no suitably qualified Bahraini comes forward may the firm proceed to hire from abroad. Humaidan confirmed that the Ministry of Labour and Social Development has finalised all technical and administrative arrangements with the Labour Market Regulatory Authority to implement the new hiring directive in full. Ministry teams now contact employers to identify suitable vacancies for citizens, match them with qualified Bahraini candidates and explain the incentives—such as wage subsidies and training—available when hiring nationals. He praised employers for embracing initiatives that integrate Bahraini talent into private‑sector establishments, noting their patriotic commitment to offering rewarding jobs, maintaining workforce stability and providing promotion pathways to leadership roles. To support the new mechanism, the Authority supplies the Ministry each day with data on companies requesting overseas permits or local transfers. A dedicated marketing unit follows up with employers who seek foreign permits in occupations earmarked for Bahrainis, arranges interviews in line with each firm’s preferences and highlights the benefits of employing citizens. Humaidan noted that the Ministry’s diverse citizen‑integration plans form an integrated system designed to keep the labour market stable while reinforcing it with national cadres capable of driving production. The payment covered social‑security assistance, the financial‑support (cost‑of‑living) allowance, the disability allowance and the housing allowance (rent) disbursed by the Ministry of Housing, in line with the unified disbursement schedule. Humaidan praised the Cabinet’s January 2020 decision to align the payment dates of five direct support programmes, noting that since the unified timetable took effect on 15 February 2020, beneficiaries have been able to receive all entitlements on the same day, making it easier to meet household commitments. The integrated information system underpinning the unified schedule links data from all direct support schemes and processes payments automatically on the fifteenth of each month, enhancing efficiency and ensuring funds reach eligible citizens without delay. Under the August disbursement, BHD 9,479,180 was allocated to 124,772 families receiving the financial support allowance. Social‑security assistance totalling BHD 1,607,430 reached 16,801 families and individuals, while BHD 1,227,700 was paid to 12,274 people with disabilities through the disability allowance. The Ministry of Housing transferred BHD 4,667,430 in housing allowances to 46,178 beneficiaries. The Minister stressed that all direct support is channelled exclusively to eligible citizens recorded on the relevant beneficiary lists. His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, conducted an unannounced field tour on Sunday afternoon to several construction sites to monitor compliance with Ministerial Resolution No. 3 of 2013, which bans outdoor work under direct sunlight between 12 p.m. and 4 p.m. throughout July and August. Ministry officials and occupational‑safety supervisors accompanied him. During the visit, Humaidan met work‑site supervisors and reviewed the measures their companies have adopted to create safe working environments for employees, heighten preventive protocols to reduce occupational injuries and strengthen first‑aid training programmes that help avert workplace accidents. The Ministry of Labour and Social Development has carried out 6,315 inspection visits since the midday work‑ban took effect at the start of July; only 27 establishments have been fined and 37 workers found in breach of the regulation to date, with all violators being referred to the judiciary for further legal action. Humaidan hailed the firms he visited for respecting the midday work‑ban, noting that the measure carries clear humanitarian benefits and, at the same time, boosts productivity—a view now widely shared by private‑sector employers. Most companies routinely adjust work schedules each summer to keep projects on track while protecting site crews. Safeguarding workers’ health and safety is, he stressed, a shared priority; consequently, the Ministry will step up inspections, pursue any breaches it detects and apply the penalties laid down in Article 192 of the Labour Law for the Private Sector, including fines of BHD 500 – 1,000 and/or imprisonment for up to three months. The Minister added that Bahrain’s rigorous focus on occupational safety has placed the Kingdom among the world’s leaders in workforce protection and helped foster an internationally respected, investor‑friendly labour environment. National legislation, aligned with international labour standards, mandates robust safeguards—an imperative during Bahrain’s hot, humid summers, when heat stress, sunstroke and exhaustion pose serious risks to outdoor workers. Continual enforcement of the midday ban, combined with employer cooperation, ensures that these risks are minimised and that employment stability and productivity are maintained across all production sites. The ministerial decision on the prohibition of noon work stipulates that "anyone who violates the provisions of this decision shall be punished by the penalties stipulated in Article (192) of the Labour Law in the Private Sector, promulgated by Law No. (36) of 2012. It also stipulates that anyone who violates any of the provisions of Chapter (15) and the decisions issued in implementation thereof shall be punished by imprisonment for a period not exceeding three months and a fine of not less than BD500 and not more than BD1000, or one of these two penalties."

Acting on the Coordination Committee’s decision, chaired by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, to allow training institutes to reopen from 3 September 2020 as part of Bahrain’s COVID‑19 response, and following the presentation by the National Medical Taskforce for Combating the Coronavirus headed by His Excellency Shaikh Mohammed bin Abdullah Al Khalifa, President of the Supreme Council of Health, His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, has issued an administrative circular instructing all private training institutions to resume activities from that date until further notice. Resumption is contingent on full compliance with the precautionary controls set by the Taskforce to safeguard workers, trainees and visitors and to curb the virus’s spread. The circular calls on owners, administrative and training staff, and all trainees to follow Ministry of Health guidelines rigorously and to implement every measure required to protect everyone on the premises from COVID‑19 risks. The circular stipulates that private training‑centre owners must supply protective face masks and ensure that every employee and trainee wears one before entering the premises; anyone arriving without a mask must be refused entry. Social‑distancing rules also apply, capping each class at ten trainees and requiring a minimum two‑metre separation between participants. All shared tools are to be sterilised before use, while classrooms, training areas, equipment, offices and devices must undergo daily disinfection. Staff members and trainees must have their temperature checked each day, and anyone registering an elevated reading is to be denied entry. Suspected COVID‑19 cases—or individuals who believe they have been in contact with an infected person—must be reported immediately via the national hotline (444) so that precautionary measures can be activated without delay. The circular also details provisions for virtual learning, workplace training and examinations. Training‑centre owners are encouraged to maintain and upgrade remote‑learning options and, where programme design allows, to blend classroom and online delivery. Field placements remain permissible for on‑the‑job training, provided all health and safety terms are met. Institutions may administer international examinations either on a one‑to‑one basis or to small groups of up to five people, including the invigilator, in line with the specified requirements. To safeguard public health, the Ministry of Labour and Social Development will carry out periodic inspections of every training provider; any centre that breaches the regulations will incur fines and further legal measures to protect the well‑being of staff, trainees and the wider community. In this context, Minister Humaidan underlined that restarting in‑person tuition serves the public interest by revitalising the training sector, which is crucial for preparing job‑seekers to enter private‑sector establishments. Quality vocational training, he noted, elevates the personal capabilities and professional skills of Bahraini talent—particularly in fields demanding continual upskilling such as aviation, engineering, heavy‑crane operation, and electrical and industrial technologies—thereby advancing their careers and boosting productivity across the economy. Humaidan acknowledged that the coming period will be testing for private training institutes and urged them to prove their mettle through robust course marketing and innovative human‑capital solutions that secure their ongoing contribution to national development. He added that the government places strong emphasis on vocational training as a gateway to integrating citizens into diverse productive sectors, which is why the Ministry of Labour and Social Development recently hosted a series of consultative meetings with owners and stakeholders of private training centres. These discussions focused on resuming classes safely, assessing each institute’s readiness, and ensuring full compliance with precautionary measures in light of current circumstances. The Ministry of Labour and Social Development, in coordination with the Labour Fund (Tamkeen) and the Education and Training Quality Authority, has approved detailed provisions for virtual training. These measures guarantee the seamless delivery of online courses, enable regulators to monitor and audit each step, and uphold the integrity of every programme. By safeguarding the training sector from disruption, the framework protects institutional gains, sustains the professional growth of Bahraini talent, and reinforces the Kingdom’s status as a regional hub for vocational training and human‑resources development.
