MLSD Minister Meets the former Director General of the Executive Office of the Council of Ministers of Labor and Ministers of Social Affairs

His Excellency the Minister of Labour and Social Development, Mr. Jameel bin Mohammed Ali Humaidan, met in his office with the former Director-General of the GCC Labour and Social Development Councils executive office, Mr. Salem Ali Al Muhairi. Humaidan praised Al Muhairi's efforts during his service and his contribution to enriching and developing the work of the office, as it played an important role in developing ways to exchange experiences and expertise, and promoting joint Gulf work in the labour and development fields. He underlined the Office’s pivotal role in coordinating labour and social policies among member states and presenting unified Gulf positions in Arab and international forums, emphasising its importance in realising the aspirations of GCC leaders and peoples for comprehensive development, and expressed the Ministry’s keenness to maintain communication with Al Muhairi to benefit from his expertise in studying projects and activities among GCC states. In response, Al Muhairi affirmed Bahrain’s vital role in supporting joint Gulf action in labour and social spheres, highlighting the Executive Office’s success in intensifying GCC cooperation to develop labour markets, enhance social protection systems for citizens, and strengthen member states’ presence in Arab and international events and conferences.

Labour and Social Development Ministry's key achievements in 2020: • Initiatives by the labour and social development sectors to provide the best services despite the repercussions of the "Coronavirus.” • A shift to eServices has accelerated the pace of employment and facilitated the provision of social welfare. • Paying citizens' salaries has contributed to the stability of national employment in the private sector. • Employment of 19,000 citizens and launch of a permanent Electronic Employment fair. • The value of financial support (High Cost Allowance) provided to citizens exceeds 113 million dinars. • Disbursement of BD28 million as meat‑subsidy compensation. • Licensing more than 750 training programmes in various production sectors. • 954 families benefited from the "Khatwa" programme, and 48 became entrepreneurs. In implementation of the directives of His Majesty King Hamad bin Isa Al Khalifa, the great King of the country, may God protect and preserve him, and in translation of the vision of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander of the Armed Forces and Prime Minister, may God protect him, to transform challenges into opportunities and opportunities into achievements—especially in this exceptional year that witnessed the global outbreak of Coronavirus (COVID‑19)—the Ministry of Labour and Social Development launched a package of qualitative initiatives to keep pace with the Kingdom of Bahrain’s response to the repercussions of this emerging disease without affecting the Ministry’s various services. This was achieved by strengthening its electronic system to ensure the smooth and easy provision of services in the areas of employment, workforce stability, labour‑market regulation, and the enhancement of social welfare and protection services and activities. 1. Paying citizens' salaries in the private sector: Based on the royal directives to launch a financial and economic package that supports citizens and the private sector in mitigating the pandemic’s impact and sustaining growth, the esteemed government undertook to pay private‑sector Bahraini salaries from the Unemployment Insurance Fund. The Ministry, in coordination with the Social Insurance Organization (SIO), supervised salary disbursements for March, April and May 2020, followed by payment of 50 % of salaries for June, July and August. A further 50 % of the salaries of insured Bahrainis in the most affected private‑sector establishments was paid for July, August and September 2020, and the same proportion was paid for Bahrainis in sectors still facing total or partial closures for a further three‑month period from October to December 2020. 2. Electronic recruitment: Despite the pandemic’s impact on private‑sector employment, the Ministry completed about 19,000 recruitment processes in 2020—covering candidates either selected directly by the Ministry or referred by employers for placement. To streamline hiring, the Ministry enhanced its electronic infrastructure by introducing an automated job‑seeker registration system and launching a permanent Electronic Employment fair, which enables job seekers to register and choose from available opportunities while the Ministry tracks recruitment procedures and schedules periodic reviews entirely through eServices, eliminating the need for personal attendance. 3. Unemployment insurance: As part of efforts to enhance social protection for citizens, around 20,000 job seekers had qualified for unemployment benefits and compensation by October 2020, after duplicate names were removed from the monthly lists. The Ministry disburses unemployment benefits to eligible job seekers at BD200 per month for university graduates and BD150 per month for those with lower academic qualifications, while 60 % of salary is paid for up to 9 months to dismissed workers entitled to compensation. An eServices system has been launched for direct communication with job seekers, enabling them to submit inquiries or grievances and to view detailed data on unemployment beneficiaries. 4. Licensing 757 training programmes: The year 2020 witnessed significant advancements in training mechanisms at private institutions and training centres through widespread adoption of distance‑learning technology, optimally leveraging technological progress in human‑resource development. Interest in the training sector continued to grow: by October, the Ministry supervised 94 licensed private training centres and institutes—16 vocational and technical centres and 78 administrative and commercial centres—and had licensed 11 new training institutions. A total of 757 training programmes were approved (43 local, 350 local passing and 334 from international awarding bodies), and 292 trainers were licensed across various training institutions. 5. Training and qualifying more than 3,000 job seekers: The Ministry developed multiple training programmes for secondary‑school graduates, university graduates and school dropouts, benefiting 3,347 job seekers by mid‑December 2020. It also signed 10 memoranda of understanding to offer free virtual training and guidance for job seekers of all qualifications, including an MoU with the Ministry of Youth and Sports Affairs to activate the On‑the‑Job Training Programme (Furas)—a vocational training route that provides on‑the‑job experience. 6. Promoting occupational safety: The Ministry intensified monitoring to ensure establishments complied with COVID‑19 precautions, supervising the sterilisation of 593 workers’ residences and other preventive measures. It contacted 1,055 work sites to verify adherence to requirements, and inspection visits to work sites and workers’ housing totalled 395 up to last November. 7. Labour inspection: From January to November 2020, labour inspectors conducted 2,227 inspection visits to verify private‑sector establishments’ compliance with the labour law, ensuring workers’ rights, appropriate working conditions, contract integrity and related matters. These inspections covered 102,466 workers—23,913 Bahrainis and 78,553 expatriates—and resulted in 97 violations and warnings. 8. Summer work ban: To protect workers and enforce Ministerial Resolution No. 3 of 2013 prohibiting work under direct sunlight in July and August, inspection teams carried out 13,658 site visits; compliance reached 99.7 %, with only 30 violating establishments and 42 violating workers recorded. 9. Labour relations: As part of its oversight role to maintain labour‑market stability and address labour disputes, the Ministry received 16,532 service requests—including amicable‑settlement requests and legal consultations—by October 2020. 50.3 % of the total complaints were resolved by the Ministry, while disputing parties were directed to the labour court if no amicable solution was reached. Collective‑labour complaints totalled 14 and were all settled within the Ministry, avoiding referral to the Collective Labour Dispute Settlement Authority. Regarding labour unions and federations, the number of unions reached 122, and the Ministry received requests to establish 3 new unions during 2020. 10. Step Programme for Home Businesses: The programme won the Arab Government Excellence Award 2020 as the best community‑development initiative launched under the League of Arab States. Its success reflects the shift from reliance on social assistance to productive home‑based enterprises: over its 10‑year lifespan 954 licences have been issued, and 48 families have become entrepreneurs by obtaining commercial records. In 2020 household sales at exhibitions totalled BD34,790. During the mask‑sewing campaign to combat COVID‑19, productive families manufactured more than 700,000 masks in partnership with the Royal Humanitarian Foundation and the Khatwa Programme, and—with Batelco’s support—produced a further 60,000 masks. Remote courses delivered through social centres and centres supporting productive families benefited 6,228 individuals. 11. Nurseries: 10 new nurseries were registered, bringing the total to 92 nurseries under Ministry supervision and regulation, with a capacity of 6428 children. Necessary precautionary measures have been implemented for nurseries to combat the spread of the Coronavirus (COVID-19). 12. Social welfare services: The number of beneficiaries of individual and group family‑counselling services and rehabilitation sessions reached 3566 individuals in 2020. Through the “Bring Us Together” initiative, the Ministry achieved family harmony and reconciliation for 89 families; communication continues with 32 families to reconcile spouses, and 42 reports on family cases were submitted to the Family Court. 13. Child Protection Centre and Batelco Child Care Home: The number of beneficiaries of Child Protection Centre services up to last November reached 384 children of both genders. Developmental and preventive programmes were provided during the same period, numbering 11 workshops, from which 330 children and adults benefited. As for the Batelco Child Care Home, 34 children resided there, and 55 social programmes were prepared for them. 14. Child Helpline 998: This free child‑support and assistance hotline receives reports of child abuse from newborns to 18 years of age. The number of cases received until November reached 60, most involving physical abuse, 30 of which were referred to the Public Prosecution. 15. Care for senior citizens: The number of day clubs licensed to serve senior citizens reached 14, and work is underway to license 5 additional clubs, as these clubs continued to provide their services remotely to more than 1600 elderly people of both genders due to precautionary measures to confront the spread of the Coronavirus (COVID‑19). The Ministry issued 165 new elderly cards during 2020, through which the elderly benefit from fee reductions for services provided by governmental and civil institutions, in addition to the transition to issuing the elderly card electronically by communicating with the Elderly Services Office remotely during the pandemic period. A number of diverse programmes were presented to enhance the quality of life of the elderly, and prosthetic devices were provided to 76 elderly people, such as wheelchairs, hearing aids and walkers. 16. Continuation of social‑centre activities: Social centres implemented 485 awareness and educational activities remotely for members of civil society institutions during 2020 across social, cultural, economic, health and educational fields, benefiting 22,931 individuals. 17. Civil society institutions: Regarding the Ministry’s support for civil society institutions, the total number of NGOS reached 644 that the Ministry follows up, supervises and regulates in accordance with the law. 7 New NGOs were registered during 2020, while the legal status of 12 associations was corrected. 18. Fundraising licences: The Ministry facilitated procedures for granting licences to collect money for charitable and humanitarian work, reaching 222 licences; licences to transfer money abroad totalled 118; and licences to receive money from abroad numbered 61. 19. Financial support for people with low incomes: The number of beneficiary families under the financial support programme for low‑income people (High Cost Allowance) reached 126,346 up to December 2020, with a total disbursed value of BD113,762,155. 20. Social Security: 17,009 citizens—families and individuals—benefited from Social Security assistance up to December 2020, with a total value of BD20,890,695. 21. Disability allowance: The disability allowance was disbursed to 12,388 citizens with disabilities, with total payments amounting to BD15,855,500 up to December 2020. 22. Housing‑fire compensation: During 2020, 51 families were compensated for housing fires. Reducing electricity and water fees: Fees were reduced for 12,754 families benefiting from the social assistance system up to the end of August 2020. 23. Cash compensation for lifting meat subsidies: Cash compensation for lifting the meat subsidy reached 169,130 beneficiary families up to October 2020, with total disbursements of BD28,369,416. 24. Rehabilitation services for people with disabilities: The total number of People of Determination in the Kingdom of Bahrain reached 12,388. More than 40 licensed private and civil centres serve this group; 12 of the civil centres receive support through the Academic Rehabilitation Grants Programme, benefiting about 699 male and female students with determination. In addition, 6 government centres—comprising rehabilitation and academic facilities managed by the Ministry of Labour and Social Development—serve 220 People of Determination. Employment initiatives placed 229 People of Determination in the private sector during 2019‑2020; 35 completed driver training in cooperation with the General Traffic Department, and 86 requests for assistive devices were fulfilled.

His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, met in his office with His Excellency Dr. Hesham Al Asheeri, Member of the Council of Representatives, in the presence of Shaikh Jamal Ahmed Mohammed Al Kharfoush, Chairman of the Board of the Samaheej Islamic Centre Society, and several members of the Society’s Board of Directors. During the meeting, the Association’s most prominent development and charitable projects were reviewed, along with its efforts to advance the principles of charitable and humanitarian work. In this context, Al Kharfoush highlighted the importance of co‑operation and joint coordination with the relevant authorities—most notably the Ministry of Labour and Social Development—to formulate the Association’s principles and work strategy, thereby enhancing its role and fulfilling its mission to society. His Excellency Minister Humaidan praised the Association’s efforts, noting its projects and contributions to consolidating the values of religious and humanitarian work. He affirmed the Ministry of Labour and Social Development’s support for civil‑society organisations and its readiness to overcome any obstacles they may face, in accordance with applicable laws and regulations. He also pointed to ongoing efforts to strengthen the principles of community partnership between official institutions and civil‑society organisations—efforts that have produced numerous development achievements in the Kingdom of Bahrain. His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, expressed his appreciation to all the Ministry’s staff, stressing the Ministry’s commitment to benefiting from their expertise and developing it through continuous training, with the ultimate goal of providing the best services to citizens benefiting from the Ministry’s services. This was during a ceremony held by the Ministry to honour Ms. Haifa Al-Darazi, Chairperson of the National Bank of Bahrain (NBB) Elderly Home, who has retired after serving with dedication and loyalty during her tenure at the Ministry, particularly among senior citizens, who hold her in high regard and appreciation. On this occasion, Humaidan commended Ms. Al-Darazi’s efforts and her outstanding competence in carrying out the tasks assigned to her, working in a spirit of cooperation with the team and demonstrating humanity. This has contributed to providing the best possible service to senior citizens, whose lives she has dedicated herself to facilitating in the Ministry’s elderly care centres. He wished her success in her future endeavours. For her part, Ms. Al-Darazi expressed her gratitude and appreciation for this generous gesture from the Ministry, which marks the culmination of her professional career. MLSD Minister: Many families still depend on the sea as the only source of income for their livelihood

His Excellency the Minister of Labour and Social Development, Mr. Jameel bin Mohammed Ali Humaidan, emphasised that the livelihood of the people of Bahrain has been linked to the sea for many decades, and that it was the main profession on which fathers and grandfathers relied until the discovery of oil led some to pursue other professions. However, many families have continued and inherited the fishing profession as their primary profession, and the sea has remained their source of income. He noted the importance of ensuring their safety when practising their profession at sea, which is their only source of livelihood. He pointed out the importance of restoring the conditions that have been known for successive generations, by the State of Qatar allowing Bahraini sailors to fish in Qatari waters up to the Qatari‑Emirati border, and in return, the Kingdom of Bahrain allowing Qatari sailors to fish in Bahraini waters up to the Bahraini‑Saudi border. Humaidan commended the royal directives for the relevant authorities in the Kingdom of Bahrain to compensate Bahraini sailors harmed by the measures taken by the Qatari authorities. He affirmed that the Ministry of Labour and Social Development has implemented the royal directives within its remit and will not hesitate to do everything possible to preserve the rights of fishermen. Humaidan highlighted the importance of direct bilateral negotiations with Qatar to reach an agreement on continuing to allow fishermen in both countries to practise their trade, in accordance with decades‑old custom, in a way that benefits citizens of both nations and strengthens joint Gulf co‑operation.

His Excellency Jameel bin Mohammed Ali Humaidan, Minister of Labour and Chairman of the Labour Market Regulatory Authority (LMRA), met today (Tuesday) with His Excellency Mr. Zayed bin Rashid Al Zayani, Minister of Industry, Commerce and Tourism, at his office. They discussed several topics related to employment in the private sector, including economic challenges and ways to find solutions under various circumstances, in a manner that supports programmes to integrate national competencies into the labour market. During the meeting, ways to enhance joint cooperation between the two ministries were examined, alongside coordinating efforts and initiatives aimed at strengthening and stabilising the labour market and providing private-sector establishments with qualified national cadres. The meeting also reviewed the esteemed Government’s efforts to maintain the stability of the Bahraini workforce through a package of financial initiatives, which have significantly contributed to sustaining the stability and growth of the labour market, positively impacting economic stability and growth in the Kingdom of Bahrain. In this context, Humaidan noted the role played by the Ministry of Industry, Commerce and Tourism in supporting private‑sector establishments, encouraging employers and enabling this vital sector to drive the national economy to be the main generator of employment opportunities, through building an encouraging and stimulating work environment for employers and maintaining the appropriate flexibility to attract foreign investments that provide attractive employment for citizens. His Excellency the Minister of Labour and Social Development, Mr. Jameel bin Mohammed Ali Humaidan, participated in the 40th session of the Council of Arab Ministers of Social Affairs via video‑conference, chaired by the United Arab Emirates' Minister of Community Development and President of the current session, Ms. Hessa bint Essa Buhumaid. At the outset, the Council extended its warmest congratulations to the Kingdom of Bahrain—its leadership and people—on the occasion of the glorious National Day and the anniversary of the accession to the throne of His Majesty King Hamad bin Isa Al Khalifa, the country's great King, may God protect and preserve him. The Council commended the Kingdom's development achievements across various fields and extended its wishes for continued progress and prosperity to Bahrain. The Council also noted Bahrain's proactive and pioneering experience in mitigating the repercussions of the coronavirus (COVID-19) and commended the efforts of all Arab countries to confront the pandemic's adverse effects and provide health and social care to every segment of society. The meeting discussed several development issues, foremost among them the efforts of Arab countries to contain the coronavirus (COVID-19) and its social and humanitarian repercussions, as well as the possibility of drawing on the Arab Fund for Social Action's budget to support vulnerable groups in countries affected by the pandemic. It considered the draft Arab Strategic Framework for Social Protection in Emergency Situations and reviewed measures to follow up the social dimensions of the 2030 Sustainable Development Goals—especially eradicating multidimensional poverty in Arab states and safeguarding the rights of People of Determination and older persons encompassed by the Goals. The ministers further discussed allocating financial support from the Fund to a number of social and development projects in several Arab countries. In his address, Humaidan reaffirmed the Kingdom of Bahrain's eagerness to support joint Arab action and to assist brotherly and friendly nations in implementing their social and development programmes aligned with the 2030 Sustainable Development Goals and with efforts to combat the coronavirus (COVID‑19) pandemic. He stressed the importance of unifying endeavours to overcome the crisis and secure the health and safety of Arab societies. His Excellency the Minister of Labour and Social Development reviewed Bahrain's initiatives to realise the Sustainable Development Goals, reflected in social welfare programmes and the provision of a decent living for all segments of society. He also highlighted the government's tireless application of precautionary and preventive measures to safeguard public health amid the coronavirus (COVID‑19) pandemic, including policies aimed at protecting children, senior citizens, People of Determination, and those particularly affected by the crisis. The meeting adopted several resolutions, including the final draft of the Arab Strategy for Volunteer Work; the strategy and executive action plan for the Arab Region's Platform for Action within the framework of the 2030 Sustainable Development Goals; and the Arab Strategy for Reducing Domestic Violence and Strengthening Family Cohesion. The Arab Ministers of Social Affairs also approved the executive plan for the Arab Guide for Child‑Friendly Justice in Legislation and Regulations in Arab Countries. They further endorsed the revised index of multidimensional poverty in Arab countries as the basis for preparing the second draft Arab report on multidimensional poverty. Finally, the session tasked the Social Affairs Sector of the General Secretariat with preparing an Arab plan to support the rights of People of Determination during epidemics and crises, in co‑operation with the Economic and Social Commission for Western Asia (ESCWA) and the United Nations Population Fund.

In this context, Humaidan commended the directives of His Majesty the King, may God protect him, to launch a financial and economic package worth BHD 4.3 billion to enhance citizens’ economic and social security, support the private sector, and assist the industries most affected by the global pandemic, thereby advancing sustainable development. This includes the government’s commitment to paying the wages of citizens working in the private sector from March to December 2020, a direct support measure that has stabilised the national workforce. He added that the Ministry is monitoring private‑sector establishments on‑site to ensure full compliance with health and preventive measures. His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, chaired the first meeting of the National Commission for Childhood in its new composition, pursuant to Cabinet Resolution No. (13) of 2020 on the commission’s restructuring. The commission comprises representatives of the Ministry of Labour and Social Development, the Ministry of Interior, the Ministry of Education, the Supreme Council for Women, the Public Prosecution, the Ministry of Information Affairs, the Ministry of Health, the Ministry of Justice, Islamic Affairs and Endowments, the Ministry of Foreign Affairs, the University of Bahrain, the Ministry of Youth and Sports Affairs, the Children and Mothers Welfare Society, and the Bahrain Society for Child Development. Members reviewed progress in implementing the National Childhood Strategy Action Plan and the Kingdom’s achievements in child health, education, protection, care and talent development, in line with the Convention on the Rights of the Child. They also discussed measures to further improve the status of children, alongside plans to launch additional projects and initiatives in child services, care and protection aimed at ensuring a dignified and sustainable life. The commission examined efforts by relevant authorities to secure a sustainable and resilient recovery from the coronavirus (COVID‑19) pandemic. It also reviewed Bahrain’s submission of its report on the two Optional Protocols to the United Nations Convention on the Rights of the Child — on the involvement of children in armed conflict and on the sale of children, child prostitution and child pornography — submitted under Law No. (19) of 2004 approving their accession. Humaidan congratulated commission members on the confidence placed in the new line‑up by HRH the Prime Minister, stressing that Bahrain’s gains for children stem from the wise leadership’s sustained support for the childhood sector. He commended the National Commission for Childhood’s achievements since its establishment in 2007, notably the preparation of the National Strategy for Childhood, formulated as an integrated framework. Bahrain, he recalled, received international acclaim for children’s rights during the 80th session of the Committee on the Rights of the Child in Geneva last year. The National Commission for Childhood oversees the implementation of the Convention on the Rights of the Child, ratified by Bahrain in 1992, and conducts research and studies to translate its provisions into action. It also serves as a liaison between executive bodies, providing technical assistance to support their work plans. The commission’s new composition retains representatives from numerous official and civil society organisations concerned with childhood.

The Kingdom of Bahrain joins countries worldwide in celebrating International Volunteer Day for Economic and Social Development, a designation by the United Nations General Assembly and observed annually on December 5. The day offers volunteers and NGOs a unique opportunity to highlight their efforts and promote their work within local communities. On this occasion, His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, praised the efforts of volunteers in the Kingdom of Bahrain who extended their hands to give without expecting anything in return. He highlighted the pioneering examples set by volunteers engaged in charitable work in all its forms, as well as their support for official and civil institutions in delivering essential services to society and the nation in diverse circumstances. He also congratulated every volunteer who showed dedication, generosity and active participation in achieving and implementing the Sustainable Development Goals, leaving an enduring mark on Bahrain’s success in facing many challenges , especially their prominent role in confronting the coronavirus (COVID‑19) pandemic and supporting official bodies in executing national plans to contain it. Humaidan noted that in a year when the world faced the unprecedented spread of the coronavirus (COVID-19) pandemic and the attendant precautionary measures, volunteering in Bahrain likewise assumed an exceptional role, becoming a key pillar of the national campaign to combat the virus. Throughout this challenge, citizens and residents alike demonstrated a keen sense of national and humanitarian duty, social responsibility, initiative and tireless effort in addressing the difficulties posed by those measures. Bahrainis — including merchants, businesspeople, banking and financial institutions, companies, associations and individuals — responded to the nation’s call by contributing their most precious resources through the “Feena Khair” national campaign, led by the Royal Humanitarian Foundation (RHF). Launched on the directives of His Highness Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Work and Youth Affairs, National Security Adviser and Chairman of the RHF Board of Trustees, the campaign raised more than BHD 21 million in under 24 hours to support national efforts against the virus. Humaidan added that widespread public awareness of the value of volunteering prompted many Bahrainis to join civil society organisations in the national campaign to curb the virus, preventing infection, raising awareness, and working wherever the country required. Registrations on the national volunteer platform, launched last March, surpassed 30,000 within its first hour, reflecting a generous national spirit of solidarity and cooperation that has helped the Kingdom overcome challenges. He praised these efforts and reaffirmed the Ministry’s commitment to support and promote volunteer and charitable work across Bahrain. He further commended volunteers and civil society organisations across all disciplines whose pivotal contributions underpinned the national campaign — from sterilising and disinfecting public areas and ensuring compliance with precautionary measures during field activities, to disseminating National Committee advisories, delivering meals to needy groups and workers’ accommodation, and providing every form of support required to curb the virus and mitigate its effects. In conclusion, Humaidan reiterated the Ministry of Labour and Social Development’s appreciation of volunteerism and its far‑reaching impact. The Kingdom of Bahrain is participating in commemorating the International Day of Persons with Disabilities, adopted by the United Nations General Assembly in 1992, on 3 December each year. This aims to promote the rights of this group in all societal and developmental fields, in compliance with international standards for supporting human rights, establishing peace and security, and implementing the 2030 Sustainable Development Goals. This year, the World Health Organisation is joining partner organisations in commemorating the day under the slogan “A Day for All”, raising awareness of the concept of disability as part of the human condition. On this occasion, His Excellency the Minister of Labour and Social Development, Jameel bin Mohammed Ali Humaidan, affirmed the Kingdom of Bahrain’s pride in People of Determination and their contributions to society. He underlined the Kingdom’s keenness to enhance their rights and gains by launching and implementing pioneering initiatives and projects that serve them, which have made Bahrain the focus of appreciation and praise in regional and international fora. These efforts sit within the comprehensive development led by His Majesty King Hamad bin Isa Al Khalifa, the great King of the country, may God protect and preserve him, and benefit from the support, assistance and insightful vision of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and Prime Minister, may God protect and preserve him. The Kingdom was among the first to ratify the Convention on the Rights of Persons with Disabilities immediately after its issuance, subsequently issuing Law No. 74 of 2006 on the care, rehabilitation and employment of People of Determination, Law No. 22 of 2011 on the Convention, and other legislation supporting their rights. Thus, Bahrain has taken great strides towards enacting legislation aimed at integrating People of Determination into society. In this regard, and to closely monitor and enhance the efforts made to protect the rights of People of Determination, the esteemed Council of Ministers issued Resolution No. (5) of 2020, reconstituting the High Committee for the Care of People with Disabilities, headed by the Minister of Labour and Social Development and including representatives from the governmental, civil and private sectors. The Committee is currently updating the strategy and national plan for the rights of People of Determination for the next five years, alongside intensive monitoring and follow‑up of all parties concerned with its implementation through an advanced, practical and ambitious work plan. The Committee also seeks, through coordination between state agencies and civil society institutions, to develop a national framework for monitoring and follow‑up that meets ambitions, advances the affairs of People of Determination, integrates them into society and harnesses their latent talents. Humaidan added that, through community partnership with state institutions, Bahrain has achieved tangible accomplishments in developing services for People of Determination. In May 2020, the project to issue an improved identity card integrated with a disability ID was launched, and data for 12,942 card holders registered with the Ministry of Labour and Social Development were merged with the population registry systems of the Information and eGovernment Authority. The Authority has begun issuing new identity cards for citizens with determination, including a disability code on the reverse and storing disability data within the electronic chip. The Ministry has also contacted private entities to allocate free or subsidised services or special discounts for holders of the new card. He noted that the number of licensed centres serving People of Determination has doubled to more than 40 private and civil centres. Twelve of these civil centres, which specialise in rehabilitation, are supported through an academic rehabilitation grant programme amounting to one million and 200 thousand annually, benefiting about 500 male and female students with determination enrolled in these centres, in addition to six government centres managed by the Ministry of Labour and Social Development. In addition, 229 People of Determination were employed in the private sector during 2019‑2020. Thirty‑five of them were trained to drive as part of a driver‑training programme, in cooperation with the General Traffic Department, and 86 requests for specialised equipment were met. In a related context, the Ministry of Labour and Social Development, in cooperation with the Labour Fund “Tamkeen” and through the Cloud Innovation Centre (CIC) — launched in collaboration with Amazon Web Services (AWS), the University of Bahrain and Bahrain Polytechnic — designed a prototype application for the visually impaired. The application helps users recognise objects around them, facilitating movement from one location to another. Developed by Bahraini students, it is expected to be activated by 2021. The Ministry of Labour and Social Development reaffirms its pride in the contributions of People of Determination to society and its determination to continue protecting and enhancing their rights and gains across all fields.

The Special Committee for Implementing Initiatives Related to the Ministry of Labour and Social Development, within the National Plan to Enhance National Belonging and Consolidate the Values of Citizenship "Bahrainuna", held its meeting via video‑conference, chaired by the Acting Under‑Secretary of the Ministry, Assistant Under‑Secretary for Community Development, Mr. Khalid Abdulrahman Ishaq Al‑Kooheji. The meeting discussed the latest developments and progress of the executive teams for the Ministry’s initiatives. Mr. Khalid Al‑Kooheji commended the efforts of the teams involved in implementing the initiatives and their commitment to adhering to the established work plans. He emphasised the Ministry of Labour and Social Development’s commitment to implementing its initiatives successfully and with distinction. During the meeting, the committee reviewed the latest developments in the implementation of the Ministry's “Experts Registry” initiative, which is being implemented in partnership with the Information and eGovernment Authority. The initiative aims to launch a comprehensive national platform that includes a database of Bahraini experts and specialists in various fields, documenting their academic and professional biographies, in addition to issuing a guide that defines experts, the requirements and standards required for their accreditation within the Experts Registry platform, and the benefits they will receive. The meeting reviewed progress made regarding the Ministry's “For You” initiative, which is being implemented in cooperation with the Civil Service Bureau. The initiative aims to highlight citizens working in hazardous and arduous jobs and tasks. The Ministry has already completed the first phase of the initiative and is currently preparing for the second phase. In the same context, the meeting reviewed the efforts made by the Ministry's “Networking initiative between NGOs” initiative team, which aims to launch community initiatives in partnership between organisations and relevant entities. Several working groups were established to coordinate tasks with relevant entities and distribute work according to the main phases of the implementation plan developed by the relevant team. The Ministry of Labour and Social Development is implementing the three initiatives within the National Plan to Enhance National Belonging and Consolidate the Values of Citizenship "Bahrainuna", which includes 105 initiatives, with 25 government entities and institutions participating in its implementation, across five main tracks focused on belonging programmes, public‑relations campaigns, media initiatives, curriculum and course initiatives, and legislative and regulatory initiatives.

In this context, he praised the selection of “Women in Diplomatic Work” as this year’s theme, recognising Bahraini women’s achievements and the senior diplomatic posts through which they have represented the Kingdom on the international stage. Humaidan affirmed that the comprehensive development process led by His Majesty King Hamad bin Isa Al Khalifa, the country's great King, may God protect and preserve him, has been pivotal in advancing women’s empowerment and in implementing the National Plan for the Advancement of Bahraini Women, alongside numerous national initiatives. He also highlighted the unlimited support of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and Prime Minister, may God protect him, who continues to place women’s advancement at the forefront of the Government’s priorities. Thanks to sustained leadership support, Bahraini women now occupy diverse leadership, diplomatic and decision‑making positions, partnering with men in building modern Bahrain. Women constitute over 50 % of Bahraini employees in the public sector, 35 % in the private sector, and 43 % of commercial record holders. Moreover, women make up 78 % of home‑business owners under the Ministry’s “Khatwa” programme, which aims at economic empowerment. In civil society, the number of women’s associations has doubled to 21, actively defending women’s rights with strong state backing. Humaidan lauded Bahraini women’s diplomatic milestones—among them Bahrain’s non‑permanent seat on the UN Security Council in the mid‑1990s and the 2006 presidency of the UN General Assembly by Shaikha Haya bint Rashid Al Khalifa, the first Arab and Muslim woman and only the third woman globally to hold that post. He also cited ambassadors Alice Samaan, Houda Nonoo, Bibi Al Alawi and Bahia Al Jishi, as well as the appointment of Shaikha Rana bint Isa bin Daij Al Khalifa as the Arab world’s first female Under‑Secretary for Foreign Affairs. Humaidan underscored the Ministry’s commitment to the Equal Opportunities Project, noting that it was among the first entities to form an Equal Opportunities Committee, earning fourth place out of 37 Civil Service Bureau entities in the 2019 Her Royal Highness Princess Sabeeka bint Ibrahim Al Khalifa Award for the Advancement of Bahraini Women. In recognition of women’s pivotal role in community development, the Ministry continues to support Bahraini women through social‑security assistance, family and childhood services, and training, employment and unemployment‑insurance programmes. These efforts helped raise women’s share of new private-sector jobs from 25% four years ago to 48% in 2020. Bahrain’s second-place global ranking among the top 10 countries for women to work in (Forbes, May 2020) adds to its stellar labour and business record. The report noted that 66 % of Bahraini women are satisfied with their career prospects, reflecting a safe and supportive work environment buttressed by labour legislation providing equal career opportunities, including Bahrain’s ratification of ILO Convention No. 111 on non‑discrimination in employment (Employment and Occupation). Humaidan emphasised that Bahrain’s progressive labour laws have strengthened women’s presence in production and development sectors, creating an attractive work environment that safeguards privacy and promotes part‑time options compatible with family responsibilities while retaining full employment rights. He highlighted government incentives—including financing programmes for SMEs and support for productive‑family initiatives—that facilitate women’s entry and growth in business. His Excellency concluded by reaffirming that the Ministry will continue launching qualitative initiatives to enhance equal opportunities for Bahraini women, building on past successes and advancing the Kingdom’s comprehensive development under the leadership of His Majesty the King and his judicious Government.

Under the patronage of His Excellency Mr. Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, the Bahrain Society for Women’s Development today (Sunday) held a virtual ceremony to honour the graduates of its accredited International Diploma in Institutional Innovation. The event brought together 83 trainees and representatives of 60 civil‑society and governmental organisations from Bahrain, the Gulf and other Arab states, alongside experts in sustainable‑development affairs. The Corporate Innovation Training Programme, launched by the Bahrain Society for Women’s Development on a virtual platform for NGOs, aims to improve the services they provide through innovative methods and an integrated system. It offers practical solutions that enable participants to turn challenges into opportunities for success and to develop a supportive corporate work environment. In his live video address, Humaidan observed that the launch of the Corporate Innovation Diploma — together with other programmes and initiatives spearheaded by civil-society organisations during these exceptional health circumstances — and the astute use of technology demonstrate that challenges are not barriers but catalysts for sustained work, productivity, and the achievement of goals. Accordingly, he reaffirmed the Ministry’s commitment to supporting pioneering initiatives adopted by Bahrain’s civil‑society institutions. The winning Bahraini projects were: • The Ministry of Interior’s Governance of Economic and Customs Information for Trade Facilitation – Ofoq as the Best Government Development Initiative and Experience; • The Ministry of Health’s Efficient Use of Antibiotics as the Best Arab Government Project for Developing the Private Sector; • The Ministry of Labour and Social Development’s Khatwa for Home Based Businesses as the Best Arab Government Project for Community Development; • The Information and eGovernment Authority’s National System for Suggestions and Complaints (Tawasul) as the Best Arab Smart Government Application; and • The Ministry of Youth and Sports Affairs’ Elite Industry as the Best Arab Government Project for Empowering Youth. Humaidan expressed Bahrain’s deep pride in, and appreciation for, His Highness Sheikh Mohammed bin Rashid Al Maktoum for his comprehensive administrative and development vision and his outstanding support of distinguished government practices across the Arab world. He also voiced pride in the selection of the “Khatwa Programme for Home Based Businesses” as a leading community development initiative. The programme helps transform productive families from relying on social assistance to becoming self sustaining contributors to national development. Its integrated services include Family Bank financing for micro projects and young entrepreneurs; tailored training for beneficiary families; design and innovation support for product development; and marketing assistance. Since its launch, 864 families have obtained productive home licences, and Family Bank financing has enabled 47 families to establish competitive businesses. Humaidan added that Khatwa, which in 2014 won the Arab Gulf Programme for Development (AGFUND) International Prize for pioneering human-development projects, provides a supportive environment that allows productive families to graduate to full-scale entrepreneurship—one of its principal objectives within Bahrain’s policy of empowering individuals and families. By raising household incomes, the project has earned both Arab and international recognition. The Arab Government Excellence Award—launched by the League of Arab States in partnership with the Government of the United Arab Emirates and the Arab Administrative Development Organisation—aims to foster a culture of excellence, positive leadership, and service improvement in Arab public administration. With 15 categories for individuals and institutions and 5,000 first edition nominees, it is the largest award of its kind in the Arab world.
