Al-Dosari confirms that work and training are among the most effective means of rehabilitating the convicts

His Excellency the Undersecretary of the Ministry of Labour and Social Development, Mr Sabah Salem Al Dosari, discussed in his office at the Ministry with the Undersecretary for Justice Affairs at the Ministry of Justice, Islamic Affairs and Waqf, Counsellor Wael Rashid Bouallai, ways to enhance co‑operation in providing rehabilitation and training programmes for those sentenced to alternative penalties. This comes in light of the Royal directives to strengthen governmental capabilities to enable the effective implementation of the Alternative Penalties Law, including increasing community service and intensifying training and rehabilitation programmes for convicts. In this context, Al Dosari affirmed the Ministry of Labour and Social Development’s readiness to co‑operate with the relevant entities to integrate those sentenced to alternative punishments into community service and to provide them with vocational training, based on the belief that work and training are among the most effective means of rehabilitating convicts and enhancing security and stability in society. For his part, Counsellor Bouallai expressed his appreciation for the Ministry of Labour and Social Development’s co‑operation and the provision of community‑service and rehabilitation programmes, which will support the efforts of law enforcement and other competent bodies to increase the number of rehabilitation programmes and activities undertaken by the Public Prosecution Office to implement the relevant judicial rulings.
The International Organization for Child Protection appreciates Bahrain's efforts in the field of supporting and caring for children

His Excellency Jameel bin Mohammad Ali Humaidan, Minister of Labour and Social Development, met in his office at the Ministry with the Director of the International Organization for Children Protection (INOCPT) in the Kingdom of Bahrain, Mr Salman Khalid Sabat Al Sebei. During the meeting, His Excellency reviewed the Kingdom’s efforts to strengthen child protection and services; advance the childhood and youth sector; and the Ministry’s programmes and projects to nurture children’s and youths’ creativity, alongside the dedicated care provided to children with disabilities. His Excellency affirmed the esteemed Government’s close attention to childhood‑related issues, aimed at securing further gains for this age group through social protection and enhanced levels of care. He highlighted the National Childhood Strategy as a framework for development at the legal, social, educational and cultural levels, and looked forward to further co‑operation with the International Organisation for Child Protection, including the exchange of expertise and successful experiences, to reinforce the protection and care of children, especially those with disabilities. In turn, Mr Al Sebei commended the Government of the Kingdom of Bahrain’s efforts to develop, care for and protect children’s rights, and expressed hope to strengthen co‑operation between the two sides through work aimed at developing services provided to children at both the official and private levels.
Depositing compensation amounts for raising meat subsidies during the first week of January

The Ministry of Labour and Social Development announced the completion of procedures to deposit meat‑subsidy compensation into the bank accounts of eligible citizens, in advance for January, February and March 2020. The Ministry stated that the amounts will be deposited during the first week of January, noting that this batch covers 165,310 Bahraini families, with a total disbursed amount of 7,020,895 Bahraini dinars. These compensations are disbursed quarterly as part of the mechanism for directing meat subsidies to Bahraini citizens, based on the Cabinet decision of May 2015 regarding the implementation of the meat‑subsidy mechanism for eligible citizens.
The International Labor Organization organizes a specialized course on "Modern Labor Inspection Procedures"

His Excellency the Minister of Labour and Social Development, Chairman of the Labour Market Regulatory Authority, Mr Jameel bin Mohammed Ali Humaidan, attended part of a specialised workshop organised by the Regional Office for Arab States of the International Labour Organization under the title “Modern Labour Inspection Procedures”. The workshop brought together stakeholders in labour inspection from the three parties of production; the Ministry of Labour and Social Development, the Bahrain Chamber of Commerce and Industry, and labour unions. The workshop aims to enhance the knowledge of inspectors at the Ministry of Labour and Social Development and representatives of the relevant parties regarding international labour standards, sound labour‑inspection practices, occupational safety and health, and the applicable legislation and proposed amendments. It also addresses key challenges facing inspection teams and institutional cooperation to strengthen labour‑inspection mechanisms across productive sectors. Humaidan praised the convening of this specialised event and the role of the ILO Regional Office for Arab States in enriching the culture of the production parties on labour matters. He underscored the importance of developing labour inspection to keep pace with changes in the work environment while equipping inspectors with the skills needed to engage effectively with the production parties. He noted that, in their supervisory role, inspectors monitor establishments’ application and updating of occupational safety and health standards, verify compliance with the labour law in the private sector, and identify what companies and institutions require to generate employment that supports a safe, secure work environment conducive to higher productivity. During the workshop, Dr Amin Al-Wreidat, adviser to the International Labour Organization, delivered a series of lectures on critical labour‑inspection issues. He highlighted the latest international labour standards governing labour inspection and reviewed the legal provisions in force in the Kingdom of Bahrain. He also presented an analytical study of the statutory provisions related to establishment inspection, comparing them with international laws, and outlined the most prominent challenges facing occupational safety and health and inspection mechanisms, particularly in light of the evolving nature of professions in the labour market.

His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, received in his office the researcher Ms Iqbal Salman Salem, who presented a copy of her master’s thesis entitled “The Problems Between Ambitious Goals and Obstacles to Implementing Social Policies: Policy to Promote the Employment of Persons with Disabilities in the Kingdom of Bahrain,” for which she earned a Master’s degree in Public Administration from Aix‑Marseille University, France. The study aims to identify obstacles to the implementation of public policies addressing social issues. It examines the employment of persons with disabilities in the Kingdom of Bahrain, measures the effectiveness of employment efforts for this group, and identifies factors that hinder progress. Humaidan commended the researcher’s efforts, noting the importance of the topic given its direct relevance to a segment long prioritised by the Ministry of Labour and Social Development. He affirmed that such research can contribute to the continual development of the Ministry’s service programmes for the community. For her part, Ms Iqbal Salman expressed her appreciation to the Minister for his support to researchers, and praised the cooperation of officials at the Ministry of Labour and Social Development, which contributed to the successful completion of her academic study.
MLSD Minister notes the role of the private sector in developing charitable and development work

His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, met in his office with His Excellency the Member of Parliament, Mr Ammar Hussein Abbas, in the presence of a number of pioneers of social work in the Kingdom of Saudi Arabia. The meeting discussed avenues for cooperation and the exchange of expertise in social and voluntary work, including enhancing the private sector’s role in developing charitable work in both Bahrain and Saudi Arabia. During the meeting, the most prominent charitable projects and programmes implemented by pioneers of social work from the Al Abd Al Mohsen tribe in Saudi Arabia were reviewed through institutional development work. The discussion also covered cooperation with governmental and civil institutions related to development goals, in a manner that positively reflects on the advancement of Saudi communities, strengthens community development, and develops the non‑profit sector. The voluntary services provided by the Al Abd Al Mohsen tribe were presented within a strategic development plan that seeks leadership in charitable work across social, humanitarian, educational, and health fields. Humaidan commended the efforts of pioneers of development and voluntary work in Saudi Arabia in supporting social‑welfare programmes generally, and particularly the development initiatives they propose and implement that enhance the social‑protection system. He underscored the need for concerted efforts among the governmental, private, and civil sectors to ensure the best services for citizens, noting that Bahrain and Saudi Arabia have succeeded in implementing integrated social‑protection systems and achieving sustainable‑development goals. Humaidan highlighted Bahrain’s experience in developing the role of civil society organisations, as well as the establishment of the Volunteer Development Centre, which aims to organise the volunteering process by providing volunteer opportunities and training courses. As the government entity responsible for volunteer work in the Kingdom, the Centre works to strengthen the positive role of volunteers, fostering a spirit of charity and voluntary work among Bahraini youth. For their part, MP Ammar Abbas and the Saudi pioneers of social work expressed their thanks and appreciation to the Ministry of Labour and Social Development for its ongoing efforts to support NGOs, facilitate their missions and objectives, and implement charitable projects and programmes that promote community development and growth. They affirmed their interest in cooperation between the two sides with the aim of exchanging expertise and delivering the best outcomes that contribute to the development of voluntary work and the service of citizens, in partnership with official state institutions.
Ministry of Labor and Social Development launches the electronic platform for civil society organizations

Under the patronage of His Excellency Mr Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, the Ministry of Labour and Social Development, in cooperation with the Institute of Public Administration, today (Thursday) launched the electronic platform initiative for remote training in financial management for NGOs. The ceremony was attended by the Director of the Institute of Public Administration, Dr Raed Mohammed bin Shams; Professor Dr Ghassan Fouad Awad, President of the University of Applied Sciences; Dr Wahib Ahmed Al Khaja; and the Chairman of the Board of Trustees of the AbdulRahim Al Kooheji Charitable Foundation, Mr Abdul Ghaffar Abdul Rahim Al Kooheji, alongside supporters, and the heads and members of participating civil society organisations and trainees registered on the platform. The online platform will train 400 volunteers and staff of NGOs remotely over 12 months, granting a professional certificate in managing civil society organisations’ funds and qualifying graduates to serve as financial secretaries or accountants on the boards of directors of NGOs. Structured training programmes will be released monthly via the platform; trainees may review materials at their convenience, sit an assessment at the end of each module, and receive an immediate electronic result enabling progression to subsequent modules. The initiative aims to strengthen the financial and administrative management capacity of NGOs, raise compliance awareness to protect them from exposure to money‑laundering and terrorist‑financing risks, and enhance their ability to utilise available financial resources effectively within established legal and administrative frameworks. Multiple working groups have been formed to oversee delivery, quality, and learner support throughout the training cycle. In line with the Ministry of Labour and Social Development’s directives to develop the competencies of NGOs’ personnel, and pursuant to Recommendation 8 of the Middle East and North Africa Financial Action Task Force (MENAFATF) on combating terrorist financing in the non‑profit sector, a results report on the electronic platform initiative will be submitted to the Central Bank of Bahrain, as the entity responsible for following up Bahrain’s report on combating money laundering and terrorist financing. On this occasion, His Excellency the Minister underscored the importance of launching the electronic platform to empower NGOs in the Kingdom of Bahrain by enabling them to manage their funds efficiently and professionally. He commended the cooperation achieved with the Institute of Public Administration and the University of Applied Sciences, as well as the support of the private sector and specialised professional associations. His Excellency further praised the principle of community partnership between official institutions, civil society organizations, and the private sector, which empowers NGOs to fulfil their developmental role and to elevate institutional performance, particularly in financial management. In this regard, he welcomed the memorandum of understanding signed between the Ministry and the Institute of Public Administration to implement the initiative; highlighted the importance of integrating efforts to build the capabilities of NGOs to manage their development institutions with professionalism and integrity; and expressed appreciation to the strategic partners and supporters of the initiative. He expressed confidence that this cooperation will advance NGOs towards greater professionalism in financial management and that such partnerships will continue to support the civil sector, strengthen workforce capabilities, and enable it to perform its mandated developmental role. For his part, Dr Raed Mohammed bin Shams, Director of the Institute of Public Administration, emphasised the strategic importance of the e‑platform for training NGOs, launched in partnership with the Ministry of Labour and Social Development. He noted that the project supports national strategic goals for smart transformation in public services and for building the capabilities of national cadres; that the platform will significantly raise the efficiency and competencies of members of NGOs; and that this, in turn, will help realise Bahrain Economic Vision 2030. During the launch, Ms Najwa Abdullatif. Janahi, Director of Non-Government Organizations' Support at the Ministry of Labour and Social Development, delivered an introductory briefing on the platform’s regulations, including graduation requirements and assessment criteria. She explained that dedicated teams have been assigned to ensure smooth operations: an examinations team; a learner‑support team to facilitate access; a registration team responsible for enrolment and system access; and technical teams in accounting and financial management who prepared the programme content, including audio‑visual materials. Trainees received individual user accounts and a comprehensive user guide; they were introduced to the platform’s operating procedures, undertook practical familiarisation, and a ceremony was held to honour partner entities that cooperated in and supported the electronic platform project.

His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, received in his office at the Ministry the servant of the National Evangelical Church and president of the Al Bayarq Al Baydha Society (White Flags Society), Rev. Hani Aziz, accompanied by 13 priests from the heads of churches established in the Kingdom of Bahrain, representing various Christian denominations of all nationalities, most notably the pastor of St. Christopher’s Church, Father Bill Schwartz, and the pastor of the Greek Orthodox Church, Father Saba Haidosian. At the outset, His Excellency welcomed the attendees and extended congratulations on the occasion of the celebrations of the birth of Jesus Christ, affirming the provision of support and care to followers of the Christian faith, and to all followers of other religions who exercise their rights and celebrate their religious occasions, in faithful application of the lofty directives of His Majesty King Hamad bin Isa Al Khalifa, the country’s great King, may God protect and preserve him. He underscored that Bahrain’s historic openness to religions has afforded all who coexist on its soil full freedom and peace to practise their beliefs and religious rituals, establishing the Kingdom as a model of tolerance; he further emphasised the Ministry’s keenness to facilitate any procedures and requirements to ensure their activities are conducted in Bahrain with ease and convenience. The meeting discussed the affairs of the churches hosted by the Kingdom of Bahrain, which are under the supervision of the Ministry of Labour and Social Development. Rev. Hani Aziz and the accompanying priests conveyed their thanks to His Majesty King Hamad bin Isa Al Khalifa, the country’s great King, may God protect and preserve him, and to the esteemed Government for allocating land to build the Christian cathedral in Bahrain. They expressed appreciation for the care accorded to Christianity and for the genuine tolerance and distinguished coexistence among followers of all religions in the Kingdom, noting that there are approximately 19 churches registered with the Ministry of Labour and Social Development, representing all Christian denominations. It was agreed to convene regular meetings between church leaders and the relevant Ministry officials to discuss developments and to facilitate their affairs on an ongoing basis, particularly as the Ministry implements projects and initiatives to enhance support for churches and places of worship, and to improve the level of assistance provided to them. Rev. Hani Aziz and the accompanying clergy expressed deep gratitude for the love, tolerance and goodwill they receive from the people of Bahrain, affirming the authenticity of this people and its wise leadership, and their inherent openness to diverse civilisations. They stressed that many Christians residing in neighbouring countries come to Bahrain to practise religious rituals in the spirit of tolerance and coexistence that the Kingdom enjoys, which demonstrates that Bahrain is a safe and healthy environment for Christianity and all religions, and a centre for coexistence and tolerance. They also noted the Ministry of Labour and Social Development’s support, and its unwavering efforts to facilitate procedures related to the registration of churches, thereby ensuring the practice of religious rituals with complete freedom.

Under the patronage of His Excellency the Minister of Labour and Social Development, Mr. Jameel bin Mohammed Ali Humaidan, the Tree of Life Social Charity Society organised the second edition of its Humanity and Charity Work Award ceremony yesterday evening, Monday. The ceremony was attended by the Society’s Chairman, Mr Khalil Al Dailami, as well as a number of MPs, representatives from relevant civil society organisations, active social figures, and companies that support charitable work. 25 representatives of voluntary and charitable civil society organisations in the Kingdom of Bahrain were honoured. The award aims to motivate and support charitable and humanitarian institutions, individuals, and voluntary workers in the charitable and humanitarian sector in Bahraini society, who have performed distinguished work in the service of charitable work, by enhancing their efficiency and capacity for humanitarian and voluntary giving. On this occasion, His Excellency the Minister of Labour and Social Development praised the role of the Tree of Life Social Charity Society for its efforts and contributions to developing areas of development work, stressing in this context that the interest of societies in volunteer work is the title of their progress and development and a fundamental pillar in building and thriving societies to achieve their humanitarian goals. He pointed out that the civil society organisations sector has a prominent presence in society and is an essential factor in achieving sustainable development in the Kingdom of Bahrain. He noted that the voluntary sector has witnessed progress and a remarkable increase in civil society organisations and the number of volunteers, through the creation and development of an integrated system for civil voluntary work, including the legal and legislative frameworks of the NGO that works to protect it, which has contributed to strengthening and activating community participation and the integration of the social system that interacts with all local and global variables, which confirms the keenness of the Kingdom of Bahrain and its continuous support for all sectors, including the civil, voluntary and charitable sectors. In a speech delivered on behalf of the Tree of Life Social Charity Society, Mr Musab Al Shaikh said that social work pioneers have spared no effort in devoting their time, energy and money to the advancement of society. He pointed out that charitable and volunteer work is a path to self‑satisfaction, emphasising that the Society's award is an attempt to promote, honour and motivate charitable work. He noted that the Society is continuing to develop and advance the award through community partnerships that promote charitable and volunteer work in Bahrain. In his speech on behalf of the honourees, Dr Mansour Al Jamri emphasised the importance of solidarity between individuals and society in the social care system, emphasising that the Kingdom of Bahrain is a country that embodies the characteristics of advanced societies through the cooperation and solidarity of all its members. He noted that Bahrain has established an integrated system to achieve Sustainable Development Goals, and has worked to develop an Arab action plan to implement the 2030 Sustainable Development Agenda, based on strengthening partnerships with civil society organisations and the private sector. In this context, he praised the esteemed government’s support for development work and social care.

His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, met in his office at the Ministry with His Excellency MP Mahmoud Makki Al Bahrani, in the presence of the heads and several members of the Sadad Charity Social Society and the Al-Malikiyah Charitable Society, in addition to representatives of the Al Lawzi Association (under establishment). During the meeting, the Ministry’s efforts to integrate citizens into the labour market were reviewed, together with the contributions of civil society organisations in this regard. The discussions also highlighted the role of charitable societies in promoting development and volunteer work, as well as the mission of these organisations to realise their noble humanitarian objectives. In this context, the Ministry of Labour and Social Development seeks to support civil society organisations under its umbrella and supervision, in accordance with legal procedures, enabling them to implement their social programmes for the benefit of all segments and classes of society. MP Al Bahrani commended the efforts made by the Ministry of Labour and Social Development to enhance its development services in the areas of labour and social welfare, as part of the Government’s policy to ensure a decent standard of living for citizens and to provide them with the best services with ease and convenience at all its branch centres across the Kingdom’s governorates.
The 10th Anniversary of the Establishment of the Office of Supporting Women-Bearing Women at Nahdhat Bahrain Girl Association

Under the patronage of His Excellency Mr Jameel bin Mohammed Ali Humaidan, Minister of Labour and Social Development, the training workshop “Empowering Women Heads of Households: Development and Challenges” was inaugurated today, Sunday. Organised by the Bahrain Young Ladies Association to mark the tenth anniversary of the Society’s Office for Supporting Women Heads of Households, the event was attended by the Chairwoman of the Society’s Board of Directors, Ms Samira Abdullah, together with specialists from inside and outside the Kingdom of Bahrain, including relevant civil society organisations, as part of an exchange of expertise on programmes to empower women heads of households. This specialised two‑day workshop will address key themes, notably an examination of the lived reality of women breadwinners in Bahrain, identifying principal causes and consequences; economic, social and psychological challenges; access to service sources; family issues; and gaps in social performance. It will also consider the role of non‑governmental organisations and governmental organisations in supporting women breadwinners; the shift in support from maintenance to empowerment; performance measurement with proposed development opportunities; and how to leverage successful international experiences alongside economic‑empowerment programmes within the Society’s projects. In his opening remarks, Humaidan praised the Bahrain Young Ladies Association, founded in the 1950s, and its many initiatives to support and empower Bahraini women. These include the Office for Supporting Women Heads of Households, which complements state institutions and bodies such as the Supreme Council for Women and the Royal Charity Organisation to advance women’s economic and social empowerment. He highlighted the Ministry of Labour and Social Development’s support for Bahraini women through state social assistance for women breadwinners and those on limited incomes; training, employment and unemployment‑insurance programmes—of which a large share of beneficiaries are women; and encouragement to participate in the Khatwa Home‑Based Business Programme. Humaidan commended the Association’s initiative to honour the late Mrs Wedad Al Maskati and the importance of commemorating her at this event; she was a pioneer of women’s work in Bahrain and a leading figure in civil society organisations and women’s associations in the Kingdom. For her part, the Chairwoman of the Board of Directors, Mrs Samira Abdullah, reviewed milestones since the Association’s founding in 1955, including laying the foundations of women’s civil‑society work; advocating for women’s rights and issues; and elevating women’s cultural, educational and social standing so they contribute positively to development across fields of work, growth and construction. Day one featured a presentation documenting the work of the Office for Supporting Women Heads of Households affiliated with the Bahrain Young Ladies Association. The programme also honoured the late Ms Wedad Al Maskati, a founder of both the Association and the Women Head of Household Support Office, and recognised sponsors and supporters, including the Labour Fund (Tamkeen), the Bank of Bahrain and Kuwait, and the Rashid Al Zayani Charitable Foundation, alongside distinguished participants from the Office’s projects. The second day will comprise training and skills development for women heads of households.
Ministry of Labor and Social Development launches the electronic initiative for NGOs

The Director of the Non‑Government Organisations (NGOs) Support at the Ministry of Labour and Social Development, Ms Najwa Abdul Latif Janahi, announced that the Ministry, in cooperation with the Institute of Public Administration, will launch an electronic initiative to train NGOs. The initiative will be held under the patronage of His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, and will be attended by representatives of the Institute of Public Administration and the strategic partner, the Abdul Rahim Al Kooheji Foundation, together with NGOs and trainees participating in the programme, next Thursday. Ms Janahi explained that the Non‑Government Organisations (NGOs) Support is launching this initiative to help NGOs enhance their financial management capabilities, enabling them to achieve their comprehensive development objectives. She noted that the initiative forms part of a suite of measures designed to build the capacities of NGO members, and is grounded in the understanding that effective training must rest on precise scientific and professional foundations, from curriculum design through to trainees’ ability to sustain participation and complete the programme. The Director of the Non‑Government Organisations (NGOs) Support added that this initiative falls within the framework of the NGO networking programme, and relies on cooperation with leading supporters, including the Abdul Rahim Al Kooheji Charity Foundation, Applied Science University, the Bahrain Society of Accountants and Auditors, and the Good Word Association.
The Labor Market Regulatory Authority opens offices to facilitate procedures for labor cases

His Excellency the Minister of Labour and Social Development and Chairman of the Board of Directors of the Labour Market Regulatory Authority, Mr Jameel bin Mohammed Ali Humaidan, affirmed the Authority’s ongoing development efforts and the Executive Management’s constant commitment to facilitating procedures and services provided to citizens, residents, and business owners. Chairing the Board meeting at the Authority’s headquarters in Sanabis, and in the presence of the Board and the Chief Executive Officer, His Excellency commended the level of coordination and cooperation between the Authority and government agencies, particularly the Ministry of Justice, Islamic Affairs and Waqf, notably in relation to debt recovery and the provision of information and data concerning disputing parties who resort to labour lawsuits in the courts. The Board reviewed the memorandum submitted by the Chairman of the Audit Committee, which included the Authority’s quarterly financial reports and semi‑annual financial statements. The Board commended the success achieved in increasing recovery rates of debts owed to the Authority, and noted the cooperation of business owners in this regard. The Chief Executive Officer presented a detailed report on the Authority’s activities, programmes, and future projects, highlighting key national projects underway and those planned for the coming period. He briefed the Board on cooperation with the Ministry of Justice, Islamic Affairs and Waqf regarding the opening of offices for the Labour Courts Department in the Authority’s branches in North Sehla and Riffa Al‑Buhair. Through this new department, the Authority will prepare the labour case file to be referred to the judicial authorities on behalf of workers where no agreement is reached during the amicable settlement process before the Ministry of Labour and Social Development. This step will expedite adjudication of labour cases and reduce pressure on the courts. The Chief Executive Officer also outlined the Authority’s policy of delivering services through branches across all governorates. Average customer waiting times have been reduced from 50 minutes, when services were provided solely through the main branch, to approximately eight minutes across the network. The Authority receives approximately 650,000 visitors annually, served through six branches: the main building, the Mina Salman branch, which provides services to transaction-clearance offices; the Sitra Industrial Area branch; the Seef Mall branch in Muharraq; and the new branch in the Riffa Al-Buhair area. Services are also provided at Bahrain International Airport. The Chairman and Board members expressed their support and appreciation for the Executive Management’s efforts to enhance the quality and delivery of services to all beneficiaries, and for its cooperation with relevant government agencies within the principle of integration among government entities.
Minister of Labor and Social Development sponsors the mass marriage ceremony (Takamul 2)

His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, met with members of the Coordination Committee for the Mass Wedding Project in the Villages of the Northern Governorate (Takamul), comprising representatives from eleven charitable societies, headed by the Chairman of the Shakhurah Charity Society, Mr Salman Al Asfoor, at his office at the Ministry. During the meeting, the ongoing preparations for holding the second wedding ceremony, Takamul 2, in February 2010 were reviewed, following the success of the first experience in the mass wedding ceremony, Takamul 1, which the committee held last year for a number of young men and women about to get married from the areas represented in the committee; namely the Karrana Charity Society, Abu Saiba Charitable Society, Al Shakhura Charity Society, Maqaba Charity Society, Al Hajar Charity Society, Al Qadam Charity Society, Jannossan Charity Society, Al Hilla Charity Society, Jid Al-Haj Charity Society, Karbabad Social Charitable Society. On this occasion, Humaidan praised the efforts of charitable societies in serving citizens and addressing their needs; he expressed his approval of the committee’s request to sponsor the upcoming mass wedding ceremony, Takamul 2, stressing the importance of the role played by NGOs in supporting young people, especially in educating them about married life and guiding them to obtain the rights and gains guaranteed by the state in the areas of employment, improving wages, and social assistance. These rights raise their standard of living and ensure the stability and development of their families within the social protection system in the Kingdom of Bahrain. At the same time, he noted the Ministry’s keenness to support charitable societies and civil society organisations and to facilitate the procedures that ensure they carry out their work and achieve their goals in serving the community smoothly and effectively. For their part, the members of the Coordination Committee commended the support they receive from the Ministry of Labour and Social Development, which enables them to competently carry out their assigned role in serving the nation and its citizens, based on the principles of effective community partnership among the Kingdom’s institutions.

In the presence of His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, and senior executives, the Ministry held a ceremony honouring the Director of the Employment, Mr Hussein Ali Al Shami, on the occasion of his receiving the National Labour Medal from His Majesty King Hamad bin Isa Al Khalifa, the country's great King, may God protect and preserve him, today, Thursday, at the Ministry’s building in Zayed City. In his address, His Excellency affirmed that this high honour reflects His Majesty the King’s profound keenness to recognise all sincere efforts dedicated to serving the nation, advancing the performance of state institutions, and driving further productivity, effectiveness, and progress. He expressed pride in seeing one of the Ministry’s directors among this distinguished group of honourees who, each within their sphere of responsibility, have contributed to national achievements. His Excellency highlighted the role of the Director of the Employment Department in successfully implementing the Ministry’s strategy for employing job seekers, praising his national spirit, integrity, and dedication, which merited the conferral of this esteemed medal. His Excellency added that such recognition imposes a doubled responsibility upon the honourees to continue giving and persevering, serving the nation and its citizens in this prosperous era of the Kingdom of Bahrain. MLSD Minister meets the head of the "Islamic Society" and confirms support for the efforts of NGOs in charitable work

His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, met today, Sunday, in his office with the Chairman of the Board of Directors of the Islamic Society, His Eminence Shaikh Dr Abdullatif Mahmood Al Mahmood. He was briefed on the latest developments in the Society’s charitable work programmes and its development contributions, implemented in cooperation and coordination with relevant governmental and private institutions. In this context, Humaidan praised the Society’s humanitarian and charitable efforts, and the development projects it provides to serve beneficiary groups, noting the diversity of its programmes across many segments of society. He affirmed the Ministry of Labour and Social Development’s support for civil society organisations’ programmes, by strengthening community partnerships and combining efforts between the private sector and the government sector on the one hand, and civil society organisations on the other. He also pointed to the Ministry’s continued support for all civil society organisations, in accordance with the legal provisions and procedures governing NGOs. For his part, His Eminence Shaikh Dr Abdullatif Mahmood Al Mahmood expressed his thanks and appreciation to the Ministry of Labour and Social Development for its ongoing efforts to support NGOs, particularly with regard to legal consultations and facilitating their tasks and fulfilment of their charitable mission.
Bahrain participates in the meetings of the Council of Arab Ministers of Social Affairs in Amman

The Kingdom of Bahrain participated in the thirty‑ninth session of the Council of Arab Ministers of Social Affairs, held in Amman, Hashemite Kingdom of Jordan, and concluded yesterday. The Kingdom’s delegation was headed by His Excellency Ahmed Yousef Al-Rowaie, Ambassador of the Kingdom of Bahrain to Jordan, in the presence of Mr Khalid Abdul Rahman Ishaq Al Kooheji, Assistant Undersecretary for Community Development at the Ministry of Labour and Social Development. The meeting addressed several substantive items, including two strategies for eliminating multidimensional poverty in Arab countries and matters concerning the rights of persons with disabilities, within the framework of follow‑up to the social dimensions of the 2030 Sustainable Development Goals adopted by the United Nations. The ministers also considered the draft guiding law for older persons, which sets out basic principles for safeguarding the rights of individuals in older age and the obligations of States towards this group. The Council approved the new composition of the Executive Office of the Council of Arab Ministers of Social Affairs for the 2019–2021 session, with the Kingdom of Bahrain confirmed as a member alongside seven other Arab States. During the session, the Kingdom’s delegation reviewed key developments and initiatives undertaken by Bahrain in the field of social protection and the development of legislation related to the protection of families and children, as well as the types of initiatives implemented in social protection, in addition to the development and updating of systems and legislation related to child protection in line with international standards. The Arab ministers also discussed the draft Arab Guide for Child‑Friendly Justice, which sets out guidelines for Arab countries in establishing and developing judicial bodies, investigative authorities, and police stations that take into account the best interests of the child and are equipped to deal with this group. They likewise discussed updating the Arab Family Strategy and preparing a modern strategy for family counselling.
Al-Dosari opens two new units at Inmaa Center for Special Education

His Excellency the Undersecretary of the Ministry of Labour and Social Development, Mr Sabah Salem Al Dosari, inaugurated the Sensory Integration and Sensory Skills Development Units at Enmaa Centre for Special Education, in the presence of the Assistant Undersecretary for Social Care and Rehabilitation, Shaikha Aisha bint Ali Al Khalifa, the Chairman of the Centre’s Board of Directors, Mr Abdul Rahman Al Ghanim, and the heads of Al Eker Charitable Society and Al Ma'ameer Charity Society. The Centre affirmed that its foremost mission is the full integration of persons with disabilities into society, while delivering quality services within the framework of effective community partnership. The newly opened units will enable staff to train persons with mental or multiple disabilities, children with autism spectrum disorders (ASD), and learners with difficulties to overcome their challenges by adopting sand‑play, a modern method for training and developing the skills of this group. Al Dosari expressed pride in the efforts made and services provided to children with disabilities at the Centre, praising the contributions of institutions and entities concerned across the Kingdom of Bahrain towards empowering persons with disabilities (people of determination) and integrating them into society.

On the occasion of the Kingdom of Bahrain’s celebrations of its glorious National Day and the anniversary of His Majesty the King’s Accession to the Throne, and under the patronage of His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, the Ministry organised its annual celebration in the Ministry’s lobby with the participation of Ministry employees. On this happy national occasion, Humaidan extended his warmest congratulations to His Majesty King Hamad bin Isa Al Khalifa, the country’s great King, may God protect and preserve him, to His Royal Highness Prince Khalifa bin Salman Al Khalifa, the Prime Minister, and to His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, may God protect and preserve them, as well as to the loyal people of Bahrain. Humaidan also congratulated His Majesty the King, the esteemed Government, and the loyal people of Bahrain on the historic victory of the Bahraini national football team in the twenty‑fourth Gulf Cup. He noted that the coronation of this prestigious championship coincided with Bahrain’s December national celebrations, and he praised the team’s members for their manly performance and the administrative and technical staff for their support. The ceremony featured entertainment for the Ministry’s employees, the raising of the Kingdom’s flags, the playing of national songs to mark this cherished occasion, as well as national heritage and folk performances, in addition to competitions and the distribution of prizes. His Majesty King Hamad bin Isa Al Khalifa, the country's great King, may God protect and preserve him, delegated His Excellency the Minister of Labour and Social Development, Mr Jameel bin Mohammed Ali Humaidan, to attend the 35th ceremony to honour hard‑working and outstanding workers and distinguished establishments in the private sector, held by the Ministry of Labour and Social Development under the high patronage of His Majesty the King today, Thursday, and organised in conjunction with the country’s celebrations of the anniversary of His Majesty the King's Accession to the Throne and the glorious National Day, where a group of hard‑working Bahraini workforce and distinguished establishments were honoured for attracting national competencies and supporting the esteemed Government’s policies in relying on the national element at various production sites in the labour market. The ceremony was attended by a number of officials, public figures in the Kingdom, labour leaders, and business and economic figures, as well as representatives of labour and professional unions, dignitaries, representatives of professional associations and civil society organisations, together with many heads of departments of companies and institutions in the private sector, executive directors, and invitees. In his opening remarks, Humaidan conveyed the congratulations of His Majesty the King, may God protect and preserve him, to the honourees, and his pride in the national workforce, which has always been a symbol of sincerity and perseverance in work and achievement. He expressed His Majesty’s constant appreciation for everyone who works and excels in giving and sacrifice for the advancement and progress of this dear nation, stressing that the process of employing, qualifying, and integrating national workers into the labour market is no longer merely a national governmental policy and priority; it has come to represent a positive societal movement and a collective conviction in which all concerned parties from the governmental and non‑governmental sectors participate. His Excellency the Minister of Labour and Social Development referred to the qualitative initiatives launched by the esteemed Government to integrate citizens into the private sector, including the launch of the National Employment Programme, in implementation of the directives of His Royal Highness Prince Khalifa bin Salman Al Khalifa, the esteemed Prime Minister, and His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, may God protect them. This programme embodies the Government’s priority for employment and for maintaining unemployment rates within their natural and low limits. The programme comprises four main initiatives, foremost among them attracting and encouraging job seekers to register with the Ministry and to benefit from the programme’s offerings while improving and increasing unemployment benefit and compensation to encourage registration and commitment; in addition, making the cost of the worker in favour of the Bahraini through the wage‑support programme and employment incentives to enhance the preference for the national workforce in employment and to accelerate its integration with high efficiency and skill. He noted that more than nine thousand Bahrainis have been employed through the programme since its launch last February, out of nearly 20 thousand Bahrainis employed in the private sector from the beginning of this year until last November, whether within the framework of this programme or through the initiative of employers themselves in cooperation with the Ministry. Humaidan added that, among other Government initiatives aimed at accelerating the employment of citizens, 529 suitable professions in demand by university‑graduate job seekers were identified, and the issuance of work permits for those professions was suspended for two weeks to enable the Ministry to negotiate with employers, organise interviews to employ qualified Bahraini cadres, and present the advantages of employing Bahrainis. He stressed that the response rate reached about 63% of employers who submitted job applications by choosing Bahraini competencies instead of applying to bring in foreign workers for locally demanded professions, as more than 1,500 university graduates have been employed so far through this initiative alone. His Excellency indicated that next year will witness a qualitative shift in the Ministry’s recruitment mechanism through completion of the electronic system for job‑seeker registration and recruitment services, in cooperation with the Information and eGovernment Authority, which will facilitate citizens’ access to employment services in an automatic and timely manner, enabling job seekers to register on the Ministry’s lists and search directly for suitable jobs. Humaidan pointed out that this year’s holding of Job Fairs has witnessed significant development; the recent comprehensive Job Fair saw the participation of more than 500 employers offering more than 3,500 vacancies with generous wages. Recruitment procedures are being followed up and completed for those accepted, which confirms the responsiveness and capability of all economic sectors and activities to generate suitable job opportunities for citizens. His Excellency the Minister of Labour and Social Development stated that, as part of interest in training and qualifying the national workforce, an advanced training programme with guaranteed employment has been launched, through which 1,000 Bahrainis have been employed so far, in cooperation with private training institutions subject to oversight and quality systems. He noted that 31 private training institutions which achieved advanced performance in the Education and Training Quality Authority’s reviews were honoured, in recognition of their excellence and their contribution to advancing the skills and competencies of trainees and employers, while stressing the Government’s approach of continuing to launch initiatives and programmes aimed at employing and integrating citizens into various activities and sectors in the labour market. For her part, Mrs Afrah Mohammed Hassan Al Rahma delivered a speech on behalf of the honourees, expressing deep pride in this honouring under royal patronage. She emphasised that Bahraini human cadres are the true wealth of this generous nation, pointing to the seriousness and perseverance of the Bahraini worker across work and production sites, especially when provided with a stimulating environment. In this context, she praised the Ministry of Labour and Social Development’s projects that enhance the attraction of Bahrainis to private‑sector establishments, alongside preparing professional competencies with the necessary skills and knowledge.
