His Excellency Yousif bin Abdulhussain Khalaf, Minister of Legal Affairs and Acting Minister of Labour, met on Monday in his office with Mr. Fayez Ali Al-Mutairi, Director-General of the Arab Labour Organisation (ALO). During the meeting, ways to enhance joint cooperation in the fields of labour and human resources development were discussed. The most prominent initiatives and achievements of the Kingdom of Bahrain in developing labour systems and legislation and strengthening the principles of social dialogue between the three production parties were also reviewed. For his part, the Director-General of the Arab Labour Organisation reviewed the Organisation’s efforts to advance joint Arab action and disseminate successful Arab experiences to support the development of labour markets in member states.

As part of its ongoing commitment to enhancing institutional performance efficiency and implementing the highest international administrative standards, the Ministry of Labour successfully passed the first external audit (Surveillance Audit 1) for the ISO 9001:2015 Quality Management System certification, without any observations or non-conformities. The audit, conducted by an accredited certification body, included a thorough review of the Ministry’s policies, procedures, and operational processes to verify the system’s effectiveness in meeting the requirements of the international standard and ensuring continuous improvement and development to enhance the quality of services provided to beneficiaries. In this context, His Highness Shaikh Khalifa bin Salman bin Mohammed Al Khalifa, Undersecretary of the Ministry of Labour, noted that the Ministry’s successful completion of this audit reflects the integrated efforts of its work teams and confirms the Ministry’s unwavering commitment to an approach of continuous improvement and institutional excellence, in line with the Ministry’s strategic objectives. He added that the Ministry remains dedicated to developing its internal systems and implementing ongoing improvement plans to maintain international accreditation and achieve further successes in the field of institutional excellence.

Within the framework of its supervision of the implementation of Ministerial Decision No. (40) of 2014 regarding the Requirements and Specifications of Workers’ Accommodation and the Minister of Health’s Order No. (76) of 2020 on Health Requirements and Specifications for Workers’ Accommodation, the Ministry of Labour has intensified its inspection campaigns on workers’ accommodation provided by employers for their workers, emphasising the importance of adhering to the standards and requirements stipulated in the two aforementioned ministerial decisions. These campaigns are accompanied by the distribution of informational publications aimed at raising awareness among employers and workers about the importance of implementing safety and health requirements in workers’ accommodation and adhering to approved standards, particularly with regard to providing the designated space for each worker in rooms designated for housing, and not exceeding the number of workers in one room by eight people, in addition to other requirements stipulated by law, which ensure the promotion of safety and health in workers’ accommodation and provide the necessary protection for them. In this context, the Ministry stresses the importance of employers’ commitment to conducting periodic maintenance on these residences and making the necessary repairs to ensure they remain fit for use according to the intended purpose and comply with the stipulated requirements and specifications, including electrical connections and electrical boxes. The Ministry stresses the need for employers to provide workers’ accommodation addresses and provide all means of prevention and protection from fire hazards. It also requires employers to obtain a fire safety certificate from the General Directorate of Civil Defence, as well as the importance of providing a first aid kit commensurate with the number of workers in the housing.

His Excellency Yousif bin Abdulhussain Khalaf, Minister of Legal Affairs and Acting Minister of Labour, affirmed that the Kingdom of Bahrain is making steady progress towards achieving further economic diversification, consolidating the distinguished reputation of the Kingdom’s business environment as an investment-friendly environment, opening new horizons for promising projects, and continuing to develop education systems and link them to the needs of the labour market, leading to an advanced knowledge economy that enhances innovation and entrepreneurship and creates more quality employment opportunities for citizens. This came in the speech of the Kingdom of Bahrain delivered by His Excellency the Minister of Legal Affairs and Acting Minister of Labour, before the 51st session of the Arab Labour Conference held in the sisterly Arab Republic of Egypt from 19 to 26 April 2025. Minister Khalaf touched upon the Kingdom of Bahrain’s launch of the National Labour Market Plan for the years (2023–2026), which outlines the strategy and general policy regarding the employment of national human resources over the next four years, noting that this strategy aims to develop the labour market and ensure its growth and stability. He also pointed to the initiatives implemented in this regard, including the launch of projects that established an infrastructure and an integrated system to support employment and training. Khalaf stressed that the Kingdom of Bahrain has established policies that contribute to creating an economic environment that promotes entrepreneurship and encourages young people to engage in self-employment and innovation. It has also provided various types of financial support, advisory services, and training programmes to establish numerous small and medium enterprises, which has contributed to providing more employment opportunities. His Excellency Yousif bin Abdulhussain Khalaf, Minister of Legal Affairs and Acting Minister of Labour, emphasised the role of the Arab Labour Organisation in enhancing joint cooperation between the three production parties in Arab countries, calling on the organisation to intensify these efforts and work to study all projects and initiatives of member states and to transfer pioneering and successful experiences among Arab countries in the areas of organising labour markets and developing human resources, to achieve comprehensive Arab economic integration. His Excellency the Minister of Legal Affairs and Acting Minister of Labour held a number of bilateral meetings on the sidelines of his participation in the Arab Labour Conference, with Their Excellencies and Highnesses the heads of the participating delegations and representatives of regional organisations and institutions.

His Excellency Yousif bin Abdulhussain Khalaf, Minister of Legal Affairs and Acting Minister of Labour, headed the delegation of the Kingdom of Bahrain participating in the 51st session of the Arab Labour Conference held in the sisterly Arab Republic of Egypt, which commenced its work today, Saturday. The delegation of the Kingdom of Bahrain included, in addition to the Ministry of Labour, representatives of the Bahrain Chamber of Commerce and Industry, the General Federation of Bahrain Trade Unions, and the Bahrain Free Labour Unions Federation. The current conference agenda covers several topics, most notably developing the reality of entrepreneurship, discussing the Arab Entrepreneurship Strategy Initiative, and reviewing the report of the Director-General of the Arab Labour Organisation, which focuses on the importance of economic diversification in Arab countries to keep pace with global economic changes and reduce dependence on natural resources, to achieve sustainable development and enhance economic and social stability. On this occasion, His Excellency Yousif bin Abdulhussain Khalaf, Minister of Legal Affairs and Acting Minister of Labour, emphasised the importance of conferences as a unifying platform for discussing challenges and opportunities and exchanging expertise and best practices in various fields. He noted the role of the Arab Labour Organisation in promoting joint action paths that support development processes and contribute to achieving the desired goals. His Excellency the Minister explained that the Kingdom of Bahrain is proceeding with its plans to increase economic diversification to ensure sustainable growth, create promising opportunities for citizens, and develop the business environment by enacting regulations and legislation that encourage investment and launching initiatives aimed at sustaining economic growth in the country. The work of the 51st session of the Arab Labour Conference, which will be held in the sisterly Arab Republic of Egypt from 19 to 26 April 2025.

The Arab Labour Organisation (ALO) honoured His Excellency Mr. Sabah Salem Al-Dossari, former member of the Shura Council, former Undersecretary of the Ministry of Labour, as one of the pioneers of Arab labour, on the sidelines of the 51st session of the Arab Labour Conference held in the Arab Republic of Egypt from 19 to 26 April 2025, in the presence of the Ministers of Labour of the Arab member states of the Organisation. Al-Dossari was honoured in recognition of his efforts during his tenure at the Ministry of Labour, where he held numerous leadership positions, the last of which was Undersecretary of the Ministry during the period (2011–2020). He made significant contributions to the success of the Ministry’s projects in employment, training, and improving the safe work environment, as well as enriching social dialogue between the three parties involved in production. On this occasion, His Excellency Yousif bin Abdulhussain Khalaf, Minister of Legal Affairs and Acting Minister of Labour, congratulated Mr. Sabah Salem Al-Dossari on this Arab honour, praising in this context Mr. Al-Dossari’s professional career and his role in supporting joint Arab action in the fields of labour and human resources development, and his contribution to strengthening labour relations between production parties in the Kingdom of Bahrain, wishing him further success. For his part, Al-Dossari expressed his appreciation for being nominated by the Ministry of Labour to be honoured among the constellation of Arab business pioneers, thanking the Arab Labour Organisation for this gesture, pointing out that the honour comes as a reflection of the great efforts made by the government system as a whole in the Kingdom of Bahrain to advance the labour market, which has placed it among the ranks of advanced countries in developing the business environment, protecting the rights of production parties, and sustaining growth—especially in light of the unlimited support of His Majesty King Hamad bin Isa Al Khalifa, the King of the country, may God protect him and preserve him, and the government’s directives headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, may God protect him.

His Excellency Yousif bin Abdulhussain Khalaf, Minister of Legal Affairs and Acting Minister of Labour, met with Mr. Mohammed bin Hassan Al Obaidli, Director General of the Executive Office of the Council of Ministers of Labour and the Council of Ministers of Social Affairs in the Gulf Cooperation Council States, in his office at the Ministry building. During the meeting, the two sides discussed enhancing cooperation, reviewing the Executive Office’s contributions to advancing Joint Gulf Action towards broader horizons, and intensifying efforts to sustain growth in Gulf labour markets, in addition to generalising the benefit from successful initiatives and exchanging expertise in the areas of developing and employing national human resources in private sector establishments in member states.

His Highness Shaikh Khalifa bin Salman bin Mohammed Al Khalifa, Undersecretary of the Ministry of Labour, inaugurated the Annual Career Fair and Employability Forum at the university building, in the presence of Professor Riyad Yousef Hamzah, President of the Royal University for Women. The event was attended by institutions from the public and private sectors in the Kingdom of Bahrain. His Highness Shaikh Khalifa bin Salman bin Mohammed Al Khalifa emphasised the importance of holding direct meetings with Bahraini students and youth and supporting initiatives that contribute to the qualification of national cadres and enhancing their professional competence. In this context, he highlighted the role of career guidance and counselling exhibitions in building effective bridges of communication between youth and employers. The exhibition featured various pavilions for several public and private companies and institutions, showcasing the types of jobs available in the Bahraini labour market and guiding students on the importance of choosing the most promising career paths in the market. It also included panel discussions and specialised workshops that addressed the future of jobs and professions in the labour market, required skills, and entrepreneurship. This was part of strengthening the role of career guidance among university students, graduates, and those interested in developing their university career paths. This exhibition is part of the national efforts and initiatives of the Ministry of Labour, in cooperation with various private education and training institutions and relevant authorities, to enhance the role of career guidance and enable Bahraini youth to explore career and training opportunities available in the labour market. This will help bridge the gap between educational outcomes and the needs of productive sectors and specialisations in the labour market.
وزارة العمل تنفذ 1091 زيارة تفتيشية للتأكد من الالتزام بمعايير السلامة المهنية

في إطار جهودها لتعزيز مبادىء واشتراطات السلامة والصحة المهنية في مختلف مواقع الإنتاج بمنشآت ومساكن العمال في القطاع الخاص، أكدت وزارة العمل تنفيذها (1091) زيارة تفتيشية على المنشآت الخاضعة لأحكام قانون العمل في القطاع الأهلي في العام 2024، وذلك للتأكد من التزامها بتطبيق معايير وأنظمة السلامة والصحة المهنية. جاء ذلك خلال ورشة نظمتها الوزارة لمسؤولي السلامة المهنية ومشرفي مواقع العمل في عدد من الشركات والمؤسسات العاملة في القطاع الخاص، حيث أشارت وزارة العمل إلى أهمية مواصلة تعزيز التعاون والشراكة المجتمعية في مجال السلامة والصحة المهنية. ولفتت في هذا السياق إلى أنها قامت بتحرير تنبيه لـ (582) منشأة لإزالة المخالفات التي قد تتسبب في إصابات وحوادث في مكان العمل، مؤكدة أن هذا التعاون أسفر عن تقليل عدد الشكاوى العمالية المتعلقة بالسلامة المهنية، والتي بلغت (14) شكوى فقط خلال العام 2024. وتستهدف وزارة العمل من خلال إشرافها على تطبيق مواد قانون العمل في القطاع الأهلي، التفتيش المهني لمختلف القطاعات الإنتاجية، حيث تصدر قطاع الإنشاءات عدد الزيارات التفتيشية، يليه القطاع الصناعي، ثم مساكن العمال، فالقطاع التجاري، وذلك للتأكد من اشتراطات السلامة. وتأتي هذه الورشة التفاعلية في إطار البرامج التوعوية المستمرة التي تنفذها وزارة العمل من أجل تعزيز بيئة العمل الآمنة والخالية من الحوادث والإصابات المهنية بمملكة البحرين.
لجنة المنصة الوطنية لخبراء البحرين تعقد اجتماعها الثاني

عقدت لجنة المنصة الوطنية لخبراء البحرين اجتماعها الثاني، بمقر وزارة العمل، وذلك برئاسة الدكتور عصام اسماعيل العلوي، مدير إدارة تنمية القوى العاملة بوزارة العمل، ورئيس اللجنة الوطنية لمنصة خبراء البحرين "خبراء". ويأتي هذا الاجتماع في إطار مبادرات وزارة العمل ضمن الخطة الوطنية لتعزيز الانتماء الوطني وترسيخ قيم المواطنة (بحريننا)، والجهود المشتركة بين وزارة العمل وهيئة المعلومات والحكومة الإلكترونية، والمكتب التنفيذي للخطة الوطنية "بحريننا". واستعرضت اللجنة آليات اعتماد المتقدمين لمنصة "خبراء" وفق المعايير الموضوعة في الدليل الإسترشادي، حيث وصل مجموع عدد المتقدمين لمنصة "خبراء" (212) متقدماً، بواقع (71) متقدماً في القطاع المالي والتأمين والبنوك، و(21) متقدماً في القطاع الصحي، و(6) متقدمين في قطاع الصناعات التحويلية، و(54) متقدماً في قطاع المعلومات والاتصالات، و(50) متقدماً في القطاع الهندسي، و(10) متقدمين في القطاع العقاري، وسيتم البدء في عملية تقييم طلبات المتقدمين خلال الفترة القريبة القادمة، ليتم بعدها التواصل معهم لإفادتهم بنتيجة تقييم طلباتهم. وجددت اللجنة دعوة المواطنين الخبراء الذين تنطبق عليهم الاشتراطات للتسجيل في منصة "خبراء" وفق القطاعات المذكورة، لافتة إلى الحرص على مواصلة استقطاب خبراء من قطاعات أخرى لتكوين قاعدة بيانات وطنية متكاملة للخبراء البحرينيين في مختلف المجالات، وتوثيق سيرهم العملية والمهنية والاستفادة من خبراتهم في القطاعات التي أبدعوا وتميزوا فيها كون مملكة البحرين تزخر بالكفاءات الوطنية التي تمثل قدوة للشباب البحريني ودافع للتميز في مختلف مواقع الدراسة والعمل. ويمكن للمواطنين الخبراء الذي تنطبق عليهم الاشتراطات المذكورة في الدليل الإسترشادي للمنصة التسجيل في المنصة وفق القطاعات المحددة على الموقع الإلكتروني https://experts.bh))، كما يمكن للمهتمين الراغبين في الاستفسار التواصل مع الوزارة على البريد الإلكتروني experts@mol.gov.bh.
سمو وكيل وزارة العمل يزور شركة الكوهجي للمقاولات .. ويلتقي بالقوى العاملة الوطنية

في إطار مواصلة تعزيز التعاون بين وزارة العمل ومنشآت القطاع الخاص الداعمة للمبادرات الوطنية في مجال توظيف الكوادر البحرينية، قام سمو الشيخ خليفة بن سلمان بن محمد آل خليفة، وكيل وزارة العمل، بزيارة إلى شركة الكوهجي للمقاولات، حيث التقى خلالها بالسيد عبد الغفار الكوهجي، رئيس مجلس إدارة الشركة. وخلال الزيارة، اطلع سمو وكيل وزارة العمل على استراتيجية ومبادرات الشركة في استقطاب وتمكين الموارد البشرية الوطنية في مختلف الإدارات والأقسام، حيث تعد الشركة من ضمن المنشآت الداعمة لمبادرات توظيف المواطنين، فضلاً عن تميزها في استقطاب ذوي العزيمة الذين سجلوا قصص نجاح بفضل بيئة العمل السليمة المحفزة على العطاء. وأثناء الزيارة التقى سموه بعدد من العاملين في الشركة، حيث أشاد بمساهمات القوى العاملة الوطنية، وما تتمتع به من كفاءة وتميز وإخلاص في العمل. وفي هذا السياق، أكد سموه أن قطاع المقاولات والتطوير العمراني من القطاعات التي تشهد نمواً متزايداً في مملكة البحرين، مما يسهم في توفير المزيد من فرص العمل للمواطنين في المجالات الإدارية والهندسية وإدارة المشاريع والتسويق والمحاسبة والوظائف الإشرافية وغيرها من الوظائف الجاذبة للباحثين عن عمل. كما لفت سموّه إلى أهمية الاعتماد على العنصر الوطني في إدارة عمليات الإنتاج في منشآت القطاع الخاص، خاصة في ظل ما يحظى به من اهتمام ودعم حكومي في مختلف المجالات لجعله الخيار الأول في سوق العمل.
سمو وكيل وزارة العمل يؤكّد أهمية التدريب المستمر لتعزيز مهارات القوى العاملة البحرينية

أكد سمو الشيخ خليفة بن سلمان بن محمد آل خليفة، وكيل وزارة العمل، أن مملكة البحرين قطعت شوطاً كبيراً في الارتقاء بمنظومة التدريب وتنمية الموارد البشرية ورفد سوق العمل بالكفاءات البحرينية المؤهلة القادرة على إدارة الإنتاج في مختلف منشآت القطاع الخاص، مشيراً إلى أهمية دور الشركات والمؤسسات في تطوير القوى العاملة من خلال التدريب الاحترافي المستمر عبر الاستفادة من مبادرات التدريب التي تنفذها وزارة العمل وصندوق العمل (تمكين)، والتي تهدف إلى تطوير الموارد البشرية الوطنية في القطاع الخاص ورفع كفاءتهم المهنية لمواكبة المتغيرات المتسارعة في أنماط الوظائف والمهن. جاء ذلك في تصريح لسمو وكيل وزارة العمل خلال حضوره حفل تكريم خريجي الشهادة المهنية في إدارة الموارد البشرية من مختلف المنشآت العاملة في القطاع الخاص، الذي نظمته مجموعة أورجين بالتعاون مع الجمعية الأمريكية لإدارة الموارد البشرية وجمعية البحرين لإدارة الموارد البشرية، وذلك بحضور الدكتور أحمد محمد البناء، الرئيس التنفيذي للمجموعة، إلى جانب خبراء ومتخصصين وممثلين عن إدارات الموارد البشرية في القطاعين العام والخاص. وحصل الخريجون على شهادة احترافية لإدارة الموارد البشرية، وهي شهادة ممنوحة من الجمعية الأمريكية لادارة الموارد البشرية والتي تتكون من وحدات متخصصة في إدارة استراتيجيات الموارد البشرية (ٍSHRM).. وفي ختام الحفل قام سمو الشيخ خليفة بن سلمان بن محمد آل خليفة، وكيل وزارة العمل، بتكريم الخريجين، متمنياً لهم دوام التوفيق والنجاح.

ترأس سمو الشيخ خليفة بن سلمان بن محمد آل خليفة، وكيل وزارة العمل، الاجتماع الاعتيادي للجنة تكافؤ الفرص، حيث تم استعراض الجهود المبذولة لتعزيز فرص دعم وتقدم المرأة في مختلف مجالات عمل الوزارة. وخلال الاجتماع، أكد سمو وكيل وزارة العمل، أن اللجنة تواصل تنفيذ مبادراتها وخططها الرامية إلى مراعاة الاحتياجات الوظيفية للمرأة وتعزيز التوعية بحقوقها وواجباتها الوظيفية، مشيراً إلى أن تكافؤ الفرص من المبادئ التي ساهمت في تعزيز حضور المرأة البحرينية في كافة مواقع الإنتاج بسوق العمل. وأشار سمو الشيخ خليفة بن سلمان بن محمد آل خليفة، إلى أن اللجنة مستمرة في تنفيذ مبادراتها الهادفة إلى تعزيز الجهود الوطنية المشتركة في دعم تقدم المرأة البحرينية وتلبية احتياجاتها ضمن الخطط والبرامج التنموية، فضلاً عن تكثيف نشر مفاهيم مبدأ تكافؤ الفرص بين الجنسين تعزيزاً لمبادىء التنافسية والعدالة في بيئة العمل.
وزارة العمل تشارك في اليوم الرياضي لمملكة البحرين

أقامت وزارة العمل لمنتسبيها، اليوم الخميس، فعالية اليوم الرياضي لمملكة البحرين، حيث نظمت العديد من الأنشطة الرياضية، وذلك بمبنى الوزارة وخارجها. وتأتي مشاركة وزارة العمل بمناسبة اليوم الرياضي لمملكة البحرين، تنفيذاً لقرار مجلس الوزراء بأن يكون يوم الخميس الموافق 20 فبراير 2025 نصف يوم عمل في كافة الوزارات والهيئات الحكومية لإفساح المجال أمام العاملين فيها للمشاركة في فعاليات اليوم الرياضي بما يكرس دور الرياضة كثقافة مجتمعية.

سمو وكيل وزارة العمل يلتقي وفد اللجنة الوطنية لمكافحة الإتجار بالبشر في سلطنة عمان

التقى سمو الشيخ خليفة بن سلمان بن محمد آل خليفة، وكيل وزارة العمل، اليوم بمكتبه في مبنى الوزارة، وفد اللجنة الوطنية لمكافحة الاتجار بالبشر في سلطنة عمان الشقيقة، برئاسة نائب رئيس اللجنة الدكتور أحمد بن طالب الجابري. وخلال اللقاء استعرض سموه مع الوفد العماني التشريعات العمالية المعمول بها في مملكة البحرين والتي تتماشى مع مبادىء حقوق الإنسان ومعايير العمل الدولية، والدور الذي تقوم به الوزارة لدعم الجهود الوطنية لمكافحة الاتجار بالأشخاص، مؤكداً حرص مملكة البحرين على مواصلة تعزيز منظومة حقوق الانسان وخاصة ما يتعلق منها بحماية وحفظ حقوق العمال دون أي تمييز، مشيراً إلى التدابير التي اتخذتها المملكة لمكافحة الاتجار بالأشخاص والتي حظيت بإشادة من قبل المنظمات الدولية المتخصصة، ومؤكداً على أهمية تبادل التجارب الناجحة في المجال العمالي لاسيما بين دول الخليج الشقيقة. من جانبه، أشاد الدكتور الجابري بما حققتة مملكة البحرين من تقدم في تطوير التشريعات المحلية والاجراءات التي قامت بها في إطار مكافحة الإتجار بالأشخاص، وتحسين بيئة العمل، داعياً إلى تعزيز التعاون بين البلدين الشقيقين في هذا المجال.
تفاصيل مؤشرات سوق العمل

أعلنت وزارة العمل تفاصيل مؤشرات سوق العمل للعام 2024، حيث تم توظيف 27,147 مواطناً خلال الفترة ما بين يناير حتى ديسمبر 2024، وهو ما يصل نسبته إلى 136% من الهدف المعلن ضمن خطة التعافي الاقتصادي بتوظيف 20 ألف بحريني سنوياً، كما وتم تدريب 19,859 مواطناً في نفس الفترة بمختلف البرامج التدريبية وذلك بما نسبته 199% من الهدف المعلن ضمن خطة التعافي الاقتصادي بتدريب 10 آلاف بحريني سنوياً، وقد بلغ معدل البطالة ما نسبته 6.2% للعام 2024.

أكد سعادة السيد يوسف بن عبدالحسين خلف، وزير الشؤون القانونية وزير العمل بالوكالة، أهمية تعزيز العلاقات الثنائية الراسخة بين مملكة البحرين وسلطنة عمان خصوصاً في إطار تعزيز التعاون الثنائي المشترك في مجالات العمل وتنمية الموارد البشرية، بما يعكس حرص البلدين الشقيقين على تطوير العلاقات العمالية في إطار منظومة العمل الخليجي المشترك. جاء ذلك بمناسبة توقيع مذكرة تفاهم في مجالات العمل وتنمية الموارد البشرية بين مملكة البحرين وسلطنة عمان الشقيقة، وذلك في إطار زيارة دولة لحضرة صاحب الجلالة ملك البلاد المعظم إلى سلطنة عمان الشقيقة، تلبية للدعوة الكريمة من لدن أخيه حضرة صاحب الجلالة السلطان هيثم بن طارق المعظم حفظه الله ورعاه. وقد وقعها من الجانب البحريني سعادة الدكتور عبداللطيف بن راشد الزياني وزير الخارجية، ومن الجانب العماني معالي بدر البوسعيدي وزير الخارجية. ولفت الوزير خلف في تصريح له بهذه المناسبة، إلى أن هذه المذكرة ستسهم في تبادل التجارب الناجحة في مسارات التوظيف وتنمية القوى العاملة الوطنية وتطوير مبادىء السلامة والصحة المهنية ضمن بيئة عمل آمنة، وغيرها من القضايا المرتبطة بسوق العمل. وتتضمن المذكرة تشجيع الطرفين للتعاون في إعداد التشريعات المنظمة للعمل والعلاقات العمالية، وأنظمة السلامة والصحة المهنية وبيئة العمل، وآليات تسوية منازعات العمل الفردية والجماعية وإجراءات تفتيش العمل، إضافة إلى برامج تدريب وتأهيل القوى العاملة وخطط وبرامج التسويق وخلق الشواغر الوظيفية للباحثين عن عمل والحوافز المقدمة للشركات وأصحاب العمل. كما تنظم المذكرة آفاق التعاون في مجال الدراسات والأبحاث والإحصائيات والنشرات والإصدارات وأدلة العمل ذات العلاقة بمجال العمل، والتقنيات الحديثة ونظم المعلومات الإلكترونية، فضلاً عن تأكيدها على تنسيق المواقف والتعاون بين الطرفين في المحافل الدولية في مجالات العمل وتنمية الموارد البشرية على المستويين الإقليمي والدولي.
